The study considers key aspects of performance appraisal, including frequency of evaluation, quality of feedback, fairness, and transparency, and how these influence employee engagement, motivation, and commitment to organizational goals.

The geographical scope is confined to Lagos State due to the high concentration of FIRS offices and staff, making it a representative sample for examining civil service practices in a metropolitan Nigerian context.
