CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

Education is globally acknowledged as a vital tool for national development, human capital formation, and social advancement. At the foundational level, primary education plays a critical role in shaping pupils’ cognitive, emotional, and social development. In Nigeria, the National Policy on Education emphasises that primary education provides the basic literacy, numeracy, and life skills required for lifelong learning and productive citizenship (Federal Republic of Nigeria [FRN], 2013). For these objectives to be achieved, the learning environment—particularly the classroom—must be conducive to effective teaching and learning.

One of the major challenges confronting public primary education in Nigeria is classroom overcrowding. Classroom overcrowding occurs when the number of pupils in a class exceeds the recommended standard, resulting in inadequate space, limited instructional materials, and reduced teacher–pupil interaction. UNESCO recommends a pupil–teacher ratio of about 35:1 at the primary school level to ensure effective instruction and classroom management (UNESCO, 2015). However, in many Nigerian public primary schools, especially in urban centres, class sizes far exceed this recommendation.

Lagos State, as Nigeria’s commercial and most populous state, experiences rapid urbanisation and population growth, which has placed enormous pressure on public school infrastructure. Many public primary schools in densely populated areas operate with insufficient classrooms and teachers, leading to excessively large class sizes (Lagos State Ministry of Economic Planning and Budget, 2021). Mushin Local Government Area, one of the most densely populated LGAs in Lagos State, exemplifies this situation, with several public primary schools recording high enrolment figures that are not matched by adequate classroom facilities and teaching staff.

Research has consistently shown that overcrowded classrooms negatively affect pupils’ academic performance. Large class sizes limit teachers’ ability to provide individual attention, assess pupils effectively, and employ learner-centred teaching methods (Aluyor, 2022). Pupils in overcrowded classrooms often experience distractions, poor seating arrangements, and reduced participation, all of which hinder effective learning (King-Agboto, 2023). UNICEF (2021) further notes that high pupil–teacher ratios in Nigerian public schools contribute to teacher stress, absenteeism, and reduced instructional quality, thereby affecting pupils’ learning outcomes.

Despite various policy interventions and school revitalisation programmes introduced by the Lagos State Government, classroom overcrowding remains a persistent issue in many public primary schools in Mushin. There is therefore a need for empirical, location-specific research to examine the influence of classroom overcrowding on pupils’ academic performance in this area. This study seeks to address this gap by investigating the relationship between classroom overcrowding and pupils’ academic performance in public primary schools in Mushin Local Government Area, Lagos State.

1.2 Statement of the Problem

The quality of primary education in Nigeria largely depends on the effectiveness of classroom teaching and the learning environment. However, many public primary schools in Mushin Local Government Area of Lagos State operate under conditions of severe classroom overcrowding. In several schools, classrooms are filled beyond their capacity, with pupils sitting on benches meant for fewer numbers or standing during lessons. Such conditions make effective classroom management difficult and limit meaningful teacher–pupil interaction.

Although national and international guidelines prescribe acceptable pupil–teacher ratios and classroom standards, these guidelines are often not adhered to in practice. Teachers in overcrowded classrooms struggle to deliver lessons effectively, mark assignments promptly, and address individual learning needs. Pupils, on the other hand, are exposed to distractions, limited access to instructional materials, and reduced opportunities for active participation in class activities. These challenges raise concerns about the academic performance of pupils in overcrowded classrooms.

While previous studies in Nigeria have examined the effects of class size on academic achievement, there is a paucity of empirical studies focusing specifically on public primary schools in Mushin Local Government Area. The absence of localised data makes it difficult for education planners and policymakers to design targeted interventions that address the unique challenges of this densely populated urban area. Consequently, this study seeks to investigate the influence of classroom overcrowding on pupils’ academic performance in public primary schools in Mushin, Lagos State.

1.3 Purpose of the Study

The main purpose of this study is to examine the influence of classroom overcrowding on pupils’ academic performance in public primary schools in Mushin Local Government Area, Lagos State.

1.4 Objectives of the Study

The specific objectives of the study are to:

1. determine the extent of classroom overcrowding in public primary schools in Mushin Local Government Area;

2. assess the academic performance of pupils in selected public primary schools in Mushin;

3. examine the relationship between classroom overcrowding and pupils’ academic performance; and

4. identify teachers’ perceptions of how classroom overcrowding affects teaching and learning.

1.5 Research Questions

1. What is the level of classroom overcrowding in public primary schools in Mushin Local Government Area?

2. What is the academic performance of pupils in public primary schools in Mushin?

3. Is there any relationship between classroom overcrowding and pupils’ academic performance?

4. How do teachers perceive the effects of classroom overcrowding on teaching and learning?

1.6 Research Hypothesis

H₀: Classroom overcrowding has no significant influence on pupils’ academic performance in public primary schools in Mushin Local Government Area, Lagos State.

1.7 Significance of the Study

The findings of this study will be beneficial to education policymakers, school administrators, teachers, and researchers. Policymakers and education planners in Lagos State will benefit from the study by gaining empirical evidence that can guide decisions on classroom construction, teacher recruitment, and pupil placement. School administrators and teachers will gain insights into the educational consequences of overcrowding and possible coping strategies. Researchers and students will find the study useful as a reference for further research on classroom environment and academic performance in primary education.

1.8 Scope of the Study

This study is limited to public primary schools in Mushin Local Government Area of Lagos State. It focuses on classroom overcrowding as an independent variable and pupils’ academic performance as the dependent variable. Other factors influencing academic performance, such as home background and teacher qualifications, are acknowledged but not examined in detail.

1.9 Operational Definition of Terms

• Classroom Overcrowding: A situation where the number of pupils in a classroom exceeds the recommended standard for effective teaching and learning.

• Academic Performance: Pupils’ achievement as measured by their scores in school examinations.

• Public Primary Schools: Government-owned schools that provide primary education.

• Pupil–Teacher Ratio: The number of pupils assigned to one teacher in a school.
