INTRODUCTION
1.1 Background to the Study
Science education plays a vital role in technological and national development. Among the core science subjects taught in secondary schools, Biology occupies a central position because it provides learners with knowledge about living organisms and their interactions with the environment (Okoli, 2016). The study of Biology enables students to understand the structure, function, growth, evolution, and distribution of living things, which is crucial for careers in medicine, agriculture, biotechnology, and environmental science (Nwosu & Ibe, 2018). However, the achievement and interest of students in Biology in Nigerian secondary schools have been a matter of concern over the years, as reflected in the consistent decline in their performance in public examinations such as the West African Senior School Certificate Examination (WAEC) and National Examination Council (NECO) (Olatoye & Aderogba, 2019).
One of the major factors influencing students’ performance in Biology is the availability and effective utilization of laboratory resources. The laboratory is the heart of science teaching and learning because it offers students opportunities to manipulate equipment, observe phenomena, and verify theoretical concepts (Abdullahi, 2017). Effective laboratory instruction enhances students’ understanding of abstract biological concepts and promotes retention and motivation (Ezeudu & Obi, 2018). Unfortunately, many public secondary schools in Rivers State lack adequate laboratory equipment, consumables, and instructional materials necessary for effective practical work (Akpan, 2020). Inadequate laboratory resources lead to teacher-centered instruction and limit students’ opportunities for hands-on experience, which in turn negatively affects learning outcomes.
Similarly, the practical competence of Biology teachers is another crucial determinant of effective teaching and learning. Teachers’ ability to design, conduct, and guide laboratory investigations determines how effectively students can acquire practical and analytical skills (Udo & Effiong, 2020). A teacher who lacks competence in laboratory procedures may resort to theoretical explanations without engaging students in real experiments. Consequently, students develop a superficial understanding of scientific principles (Ogunleye & Akinola, 2018). Competent teachers with adequate laboratory skills can create meaningful learning experiences that connect theoretical concepts with real-life applications, thereby enhancing students’ academic performance and interest in Biology (Adeyemo, 2019).
In the context of Rivers State, the teaching and learning of Biology are confronted with several challenges, including inadequate laboratory facilities, overcrowded classrooms, and insufficiently trained teachers (Emereole, 2021). Despite efforts by the government and stakeholders to improve science education through curriculum reforms and teacher training programs, the achievement levels of students in Biology remain unsatisfactory. There is therefore a need to investigate how laboratory resources and teachers’ practical competence jointly influence the teaching and learning of Biology in public secondary schools in Rivers State.
1.2 Statement of the Problem
The consistent poor performance of students in Biology at the senior secondary school level has been widely reported across Nigeria. For example, the West African Examinations Council (WAEC, 2022) highlighted that many students exhibit weaknesses in practical skills, observation, and interpretation of experimental data. This trend suggests deficiencies not only in the provision of laboratory resources but also in teachers’ ability to effectively utilize these resources in classroom instruction.
In Rivers State, several schools lack functional Biology laboratories and essential equipment such as microscopes, slides, reagents, and charts. Even where such facilities exist, they are often obsolete or underutilized due to teachers’ inadequate practical competence. Many teachers depend heavily on verbal descriptions rather than demonstrations, thus making Biology abstract and uninteresting to students (Akpan, 2020). Consequently, students find it difficult to comprehend and retain concepts, leading to low academic achievement and poor performance in external examinations.
Given these challenges, this study seeks to examine the extent to which laboratory resources and teachers’ practical competence influence the teaching and learning of Biology in public secondary schools in Rivers State. The findings are expected to provide empirical evidence that could guide policymakers, school administrators, and teachers in improving Biology education in the state.
1.3 Objectives of the Study
The main objective of this study is to examine the influence of laboratory resources and teachers’ practical competence on the teaching and learning of Biology in public secondary schools in Rivers State.
Specifically, the study seeks to:

1.4 Research Questions
The study will be guided by the following research questions:

1.5 Research Hypothesis
To guide the study, the following hypothesis is formulated and will be tested:
H₀: Laboratory resources and teachers’ practical competence have no significant influence on the teaching and learning of Biology in public secondary schools in Rivers State.
H₁: Laboratory resources and teachers’ practical competence have a significant influence on the teaching and learning of Biology in public secondary schools in Rivers State.
1.6 Significance of the Study
The findings of this study will be valuable to several stakeholders in the education sector. For teachers, the study will highlight the importance of developing and improving their practical competence in order to enhance effective teaching and learning of Biology. For school administrators and government agencies, it will provide empirical evidence to support increased investment in laboratory infrastructure and the regular supply of consumables. Curriculum plannersand teacher training institutions will also benefit by using the findings to design more effective pre-service and in-service training programs that emphasize laboratory-based instruction. Ultimately, students will benefit through improved learning outcomes and interest in Biology.
1.7 Scope of the Study
This study is limited to public secondary schools in Rivers State, Nigeria. It focuses on Biology teachers and students at the senior secondary school level (SSS I–III). The study specifically examines the availability and utilization of laboratory resources, teachers’ practical competence, and their combined influence on the teaching and learning of Biology.
1.8 Operational Definition of Terms

Laboratory Resources: These refer to the physical facilities, equipment, reagents, and instructional materials available for conducting Biology practicals.

Teachers’ Practical Competence: The ability of Biology teachers to effectively design, conduct, and supervise laboratory experiments and practical activities.
