INTRODUCTION
1.1 Background of the Study
Education is universally recognized as a vital tool for personal, social, and national development. The effectiveness of learning in schools depends not only on the quality of teachers, curriculum, and resources but also on the safety and security of the school environment. School security and safety encompass measures taken to protect students, staff, and school property from physical harm, theft, accidents, and other potential hazards (UNESCO, 2017). A secure and safe environment fosters a conducive atmosphere for learning, increases students’ attendance, reduces stress, and enhances academic performance.
Globally, research has shown that school security and safety significantly influence students’ learning outcomes. Schools with well-implemented security measures, such as controlled access, surveillance, adequate lighting, emergency preparedness, and proper discipline policies, tend to have higher attendance rates, better student engagement, and improved academic achievement (Earthman, 2002; Osher et al., 2014). Conversely, schools that lack proper safety protocols or are prone to insecurity often experience increased absenteeism, distractions, fear among students, and lower academic performance.
In Nigeria, issues related to school safety and security have gained prominence due to rising cases of violence, vandalism, kidnappings, and other forms of insecurity affecting schools, especially in rural and peri-urban areas. Such challenges undermine the teaching and learning process, cause psychological distress among students and teachers, and negatively affect academic outcomes (Federal Republic of Nigeria [FRN], 2013). Schools without adequate safety and security measures may fail to provide a stable learning environment, leading to decreased motivation and engagement among students.
Abaji, a Local Government Area in the Federal Capital Territory (FCT), is a semi-rural region where several secondary schools are located. Observations and reports suggest that some schools in the area face challenges related to school security, including lack of security personnel, inadequate fencing, poor lighting, and insufficient emergency preparedness. Such conditions can compromise students’ sense of safety and well-being, affecting their concentration, attendance, and academic performance (FCT Ministry of Education, 2021).
Empirical studies have indicated that secure and safe school environments are positively associated with learning outcomes. Students in schools with effective safety measures demonstrate higher levels of engagement, lower absenteeism, and improved academic performance (Osher et al., 2014). Despite the importance of school safety, there is limited research examining its influence on learning outcomes in secondary schools in Abaji, FCT. This study seeks to fill this gap by investigating the relationship between school security and safety and students’ learning outcomes in the area.
1.2 Statement of the Problem
Learning outcomes in secondary schools are influenced by numerous factors, including the safety and security of the school environment. In Abaji, FCT, some secondary schools face challenges such as inadequate security personnel, lack of fencing, poor lighting, and limited emergency preparedness. These conditions expose students and staff to potential threats and create a sense of insecurity that can negatively affect students’ ability to focus on learning, participate in classroom activities, and attend school regularly.
Poor school security and safety can lead to absenteeism, anxiety, distraction, and disengagement among students, ultimately affecting academic achievement. Teachers may also struggle to maintain classroom order and implement effective teaching strategies if the school environment is perceived as unsafe. While government interventions have aimed to improve school safety, there is limited empirical evidence on the specific relationship between school security and safety and learning outcomes in Abaji secondary schools. The lack of localized data makes it difficult for policymakers, school administrators, and education planners to implement effective safety measures that enhance students’ academic performance.
Therefore, the problem addressed in this study is the insufficient understanding of how school security and safety influence learning outcomes in secondary schools in Abaji, FCT. This study aims to provide empirical evidence to inform policies and strategies for improving school security and promoting better academic performance.
1.3 Purpose of the Study
The main purpose of this study is to examine the influence of school security and safety on learning outcomes in secondary schools in Abaji, FCT.
1.4 Objectives of the Study
The specific objectives of the study are to:

H₀: School security and safety have no significant influence on students’ learning outcomes in secondary schools in Abaji, FCT.
1.7 Significance of the Study
The findings of this study will benefit policymakers, school administrators, teachers, students, and researchers. Policymakers and the FCT Ministry of Education will gain empirical evidence to guide the implementation of school safety policies and resource allocation. School administrators will understand the importance of maintaining secure and safe school environments to enhance learning outcomes. Teachers and students will benefit from safer, more conducive learning environments, while researchers will find the study valuable for future studies on the relationship between school security and academic performance, especially in semi-urban and rural areas.
1.8 Scope of the Study
This study is limited to public secondary schools in Abaji, FCT. It focuses on school security and safety as the independent variable and students’ learning outcomes as the dependent variable. Other factors influencing learning outcomes, such as teacher quality and socio-economic background, are acknowledged but not examined in this study.
