INTRODUCTION

1.1 Background to the Study

Occupational safety and health constitute important aspects of workers’ welfare, productivity and sustainable economic development. Every workplace exposes workers to certain hazards, although the nature and severity of these hazards vary according to the type of occupation, work environment, equipment used and safety measures adopted. Occupational hazards may arise from physical, chemical, biological, ergonomic and psychosocial factors, potentially resulting in injuries, illnesses, disabilities and, in severe cases, fatalities. The International Labour Organization (ILO, 2019) emphasises that safe and healthy working conditions are fundamental to decent work and that preventing occupational injuries and diseases requires systematic attention to workplace hazards. Similarly, the World Health Organization (WHO, 2022) identifies occupational health as an essential component of public health, stressing the need to protect workers from work-related risks and promote healthier working environments.

Occupational risk assessment is a systematic process of identifying workplace hazards, evaluating the likelihood and potential consequences of harm, and determining appropriate measures to eliminate or control the identified risks. It enables employers, supervisors and workers to understand the dangers associated with particular work activities and establish preventive measures before accidents occur. Risk assessment is especially important in workplaces where employees routinely operate machinery, handle hazardous substances, use tools and perform physically demanding tasks. The ILO (2001), through its Guidelines on Occupational Safety and Health Management Systems, explains the importance of identifying hazards, assessing risks and implementing preventive and protective measures as part of an organised occupational safety management system. Therefore, occupational risk assessment provides a foundation for developing effective accident prevention practices in automobile workshops.

Automobile workshops are important occupational environments because they provide vehicle maintenance, repair, servicing and related technical services that support transportation and commercial activities. However, workshop operations may expose artisans to several occupational hazards, including moving machinery, electrical equipment, vehicle lifts, welding operations, sharp tools, hot surfaces, lubricants, fuels, solvents and exhaust emissions. Artisans may also experience ergonomic hazards associated with prolonged standing, awkward working postures, lifting heavy components and repetitive movements. The United States Occupational Safety and Health Administration (OSHA, n.d.) identifies numerous hazards associated with automotive repair, including chemical exposures, fire risks, electrical hazards, machinery-related injuries and risks associated with vehicle servicing. These hazards demonstrate why automobile workshops require appropriate risk assessment and preventive measures to protect artisans from avoidable injuries and occupational illnesses.

The occupational risks encountered by automobile artisans are not limited to sudden accidents; repeated exposure to hazardous working conditions may also produce long-term health consequences. For example, regular exposure to engine exhaust, welding fumes, solvents and other workshop chemicals may affect respiratory health, while excessive noise can contribute to hearing problems. Repeated lifting, bending, kneeling and working in confined positions may cause musculoskeletal discomfort and injuries. The United States National Institute for Occupational Safety and Health (NIOSH) has documented occupational hazards associated with motor vehicle repair, including chemical, physical and ergonomic exposures. These hazards highlight the need for automobile artisans to understand the risks associated with their daily activities and adopt appropriate preventive practices (NIOSH, n.d.; ILO, 2001).

Accident prevention practices refer to the measures adopted to eliminate or reduce the likelihood of work-related injuries and other harmful incidents. In automobile workshops, such practices may include the use of personal protective equipment, proper handling and storage of tools and chemicals, regular inspection and maintenance of equipment, safe lifting procedures, adequate ventilation, good housekeeping and appropriate fire-safety arrangements. Other important measures include safety training, warning signs, emergency preparedness and the isolation of hazardous energy sources before machinery or vehicles are serviced. The ILO recommends that hazards should first be eliminated where possible, followed by controls at the source, safe work procedures and the use of personal protective equipment for residual risks. These principles provide a practical framework for assessing accident prevention practices among automobile artisans (ILO, 2001; ILO, n.d.).

In Nigeria, occupational safety in informal workplaces presents particular challenges because many artisans operate in small enterprises where resources, formal safety systems and access to specialised training may be limited. A study published in Safety Science examined how informal automobile artisans in Nigeria perceived the preventability of occupational safety and health problems. Based on interviews with 43 artisans, the researchers found that perceptions of preventability were shaped by beliefs about the causes of occupational problems and by economic considerations. The study identified economic insecurity and the unavailability of modern equipment as important barriers to prevention, and suggested that accessible loans and regular training could help reduce occupational safety and health problems. These findings provide a relevant Nigerian context for examining how risk assessment and accident prevention are practised in automobile workshops (Safety Science study, 2021).

Nnewi, in Anambra State, is widely associated with commercial and industrial activities, including automobile-related enterprises and mechanical services. Automobile workshops in the area provide employment and technical services through which artisans contribute to vehicle maintenance, transportation and the local economy. However, the nature of workshop activities makes it important to consider the working conditions under which these services are provided. Artisans may perform tasks involving vehicle inspection, engine repairs, welding, battery servicing, tyre repairs and the handling of mechanical components, each of which may present distinct hazards. A systematic assessment of occupational risks and accident prevention practices in selected workshops in Nnewi can therefore help establish the types of hazards artisans encounter, the extent to which risks are assessed and the preventive measures reportedly used. The ILO’s occupational safety and health management framework supports this approach by emphasising hazard identification, worker participation and continuing evaluation of preventive controls (ILO, 2001; ILO, n.d.).

Against this background, the present study focuses on occupational risk assessment and accident prevention practices among artisans in selected automobile workshops in Nnewi, Anambra State. It will examine the occupational hazards experienced by artisans, assess the risk-assessment practices used in their workshops, determine the accident prevention measures adopted and investigate challenges that may affect the implementation of effective safety practices. By concentrating on selected workshops, the study seeks to generate local evidence that can inform artisans, workshop owners, safety practitioners and relevant public institutions. The investigation is also consistent with the ILO’s position that effective occupational safety and health management requires hazards to be identified, risks to be assessed, appropriate controls to be implemented and safety arrangements to be reviewed continuously (ILO, 2001; ILO, n.d.).

1.2 Statement of the Problem

Automobile workshop activities involve tools, machinery, vehicles, chemicals and work procedures that can expose artisans to occupational injuries and illnesses. Although many of these hazards can be identified and controlled through systematic risk assessment, the presence of hazards does not necessarily mean that workers have received adequate training or that suitable preventive measures are consistently applied. The ILO emphasises that workplace safety requires employers and those responsible for work activities to identify hazards, assess risks and establish appropriate controls. Where these processes are absent, incomplete or inconsistently implemented, artisans may remain exposed to avoidable dangers during routine repair and maintenance activities (ILO, 2001; ILO, n.d.).

A further problem concerns the practical barriers that may prevent artisans from adopting recommended safety measures. In informal automobile workshops, financial constraints may affect the purchase of protective equipment, maintenance of machinery, improvement of ventilation and acquisition of safer tools. Artisans may also differ in their awareness of occupational hazards, access to safety training and perceptions of whether accidents can be prevented. The Nigerian study published in Safety Science reported that economic insecurity and the lack of modern equipment were perceived barriers to preventing occupational safety and health problems among the artisans interviewed. However, those findings do not establish the conditions in every Nigerian workshop, making it necessary to investigate the circumstances of artisans in the selected automobile workshops in Nnewi (Safety Science study, 2021).

Another concern is that the use of individual safety measures, such as gloves, safety boots or protective eyewear, may not be sufficient if broader workplace hazards are not properly managed. Effective accident prevention may also require good housekeeping, safe equipment operation, adequate storage of flammable substances, appropriate handling of chemicals, emergency arrangements and safe work procedures. The ILO recommends prioritising the elimination of hazards and the implementation of engineering and organisational controls before relying on personal protective equipment to address remaining risks. Consequently, it is important to examine not only whether artisans use protective equipment but also whether their workshops apply wider risk-assessment and accident-prevention practices (ILO, 2001; ILO, n.d.).

Specifically, there is a need for context-specific evidence on the occupational hazards encountered by artisans in selected automobile workshops in Nnewi, the extent to which risk assessment is carried out, the accident prevention practices adopted and the challenges affecting their implementation. Without such evidence, workshop owners and relevant stakeholders may have limited information about the safety gaps that require attention within the selected workplaces. This study therefore seeks to assess occupational risks and accident prevention practices among artisans in selected automobile workshops in Nnewi, Anambra State, with a view to providing findings that can support practical improvements in workplace safety.

1.3 Aim and Objectives of the Study

The aim of this study is to assess occupational risks and accident prevention practices among artisans in selected automobile workshops in Nnewi, Anambra State.

The specific objectives are to:

1. Identify the major occupational hazards encountered by artisans in selected automobile workshops in Nnewi, Anambra State.
2. Examine the occupational risk assessment practices adopted in the selected automobile workshops.
3. Assess the accident prevention practices employed by artisans in the selected automobile workshops.
4. Determine the challenges affecting the implementation of occupational risk assessment and accident prevention practices among artisans in the selected automobile workshops.

1.4 Research Questions

The following research questions will guide the study:

1. What are the major occupational hazards encountered by artisans in selected automobile workshops in Nnewi, Anambra State?
2. What occupational risk assessment practices are adopted in the selected automobile workshops?
3. What accident prevention practices are employed by artisans in the selected automobile workshops?
4. What challenges affect the implementation of occupational risk assessment and accident prevention practices among artisans in the selected automobile workshops?

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: There is no significant relationship between occupational risk assessment practices and accident prevention practices among artisans in selected automobile workshops in Nnewi, Anambra State.

1.6 Significance of the Study

The findings of this study are expected to be useful to the following groups:

Artisans: The study may increase artisans’ awareness of occupational hazards and the importance of identifying and controlling risks. Its findings may encourage safer working habits, appropriate use of protective equipment and greater attention to accident prevention.

Workshop Owners and Managers: The findings may assist workshop owners in identifying safety gaps and considering practical measures such as equipment maintenance, safety training, improved housekeeping and the provision of protective equipment.

Government and Regulatory Agencies: The study may provide local evidence that can inform occupational safety awareness programmes, workplace inspections and initiatives aimed at improving safety in informal enterprises.

Occupational Safety Practitioners: The findings may help safety practitioners understand the types of hazards and prevention challenges reported by automobile artisans and inform the development of context-appropriate safety interventions.

Researchers and Students: The study may serve as a reference for future research on occupational health, workplace risk assessment, accident prevention and informal-sector working conditions in Nigeria.

The Community: Improvements in workshop safety may help reduce the human and economic consequences of occupational accidents, including disruption to artisans’ livelihoods and the costs associated with injury and illness.

1.7 Scope of the Study

The study will focus on occupational risk assessment and accident prevention practices among artisans in selected automobile workshops in Nnewi, Anambra State, Nigeria.

Geographical scope: The research will be conducted in selected automobile workshops within Nnewi, Anambra State.

Content scope: The study will examine occupational hazards, risk assessment practices, accident prevention measures and challenges affecting the implementation of workplace safety practices.

Population scope: The study will involve artisans working in the selected automobile workshops, including mechanics and other relevant automobile repair workers, as determined by the study’s sampling procedure.

Study variables: Occupational risk assessment practices will be examined in relation to accident prevention practices. The study will also consider the hazards artisans encounter and the challenges that may affect safety implementation.

1.8 Operational Definition of Terms

Occupational Safety and Health: The discipline concerned with protecting workers from injuries, illnesses and other harmful effects arising from workplace activities and conditions.

Occupational Hazard: Any workplace condition, substance, activity or situation with the potential to cause injury, illness or harm to an artisan.

Occupational Risk: The combination of the likelihood that a hazardous event or exposure will occur and the severity of the resulting harm.

Risk Assessment: The systematic process of identifying workplace hazards, evaluating associated risks and determining appropriate measures to eliminate or control them.

Accident Prevention Practices: Measures adopted to prevent or minimise workplace accidents, injuries and other harmful incidents.

Artisans: Skilled or semi-skilled workers who undertake practical technical activities, particularly vehicle maintenance, servicing and repair, within the automobile workshops selected for this study.

Automobile Workshop: A workplace where vehicles are inspected, maintained, repaired or serviced by mechanics and other automobile artisans.

Personal Protective Equipment (PPE): Protective clothing and equipment, such as safety boots, gloves, goggles and appropriate protective clothing, intended to reduce workers’ exposure to occupational hazards.

Safety Training: The process of providing workers with the knowledge and practical skills required to identify hazards, assess risks and perform work activities safely.

Selected Automobile Workshops: The automobile repair and maintenance establishments in Nnewi, Anambra State, that will be included in this research.

1.9 Organisation of the Study

The study will be organised into five chapters.

Chapter One presents the introduction, background to the study, statement of the problem, aim and objectives, research questions, research hypothesis, significance of the study, scope of the study and operational definition of terms.

Chapter Two will review related literature on occupational hazards, occupational risk assessment, accident prevention practices, relevant theories and previous empirical studies. It will also identify the research gap the present study intends to address.

Chapter Three will describe the research methodology, including the research design, area of study, population, sample size, sampling techniques, research instrument, validity and reliability, data collection procedures and methods of data analysis.

Chapter Four will present and analyse the data collected from respondents, answer the research questions and test the research hypothesis.

Chapter Five will present the summary of findings, conclusion and recommendations based on the results of the study.
