INTRODUCTION
1.1 Background to the Study
Urbanisation has increasingly transformed the spatial, social and economic structure of cities, creating greater demand for transportation systems that are safe, accessible and efficient for different categories of urban residents. Although motorised transportation often dominates urban mobility planning, walking remains one of the most fundamental forms of movement within cities because virtually every journey involves some degree of walking. Pedestrian infrastructure, including sidewalks, walkways, pedestrian crossings, footbridges, traffic signals, street lighting, curb ramps and other facilities, therefore constitutes an important component of urban transportation infrastructure. The International Transport Forum (2012) observed that walking is a natural and essential component of urban mobility and that cities that fail to provide appropriate pedestrian environments may experience consequences relating to road safety, environmental quality, accessibility and public health. Similarly, the World Health Organization (WHO, 2025) emphasised that safe walking environments can generate transportation, health, environmental and economic benefits. Thus, the quality of pedestrian infrastructure is increasingly recognised as an important indicator of the functionality and liveability of contemporary urban areas.
Walkability refers broadly to the extent to which the built environment enables people to move safely, conveniently, comfortably and efficiently on foot. It is influenced not only by the physical presence of sidewalks but also by factors such as street connectivity, land-use diversity, accessibility to destinations, pedestrian safety, traffic conditions, aesthetics, density and the quality of the surrounding environment. Saelens, Sallis, and Frank (2003) established that characteristics of the built environment are associated with walking behaviour and physical activity, while Oyeyemi et al. (2013) demonstrated that measures such as residential density, land-use mix, street connectivity, traffic safety and neighbourhood infrastructure are relevant to understanding walkability in the Nigerian context. More recent evidence from Lagos also indicates that urban design elements at both street and neighbourhood levels substantially influence the walkability of residential areas (Oluwasegun et al., 2024). Consequently, assessing walkability requires attention to the interaction between physical infrastructure and the broader urban form rather than examining sidewalks or roads in isolation.
The importance of pedestrian infrastructure is particularly pronounced in African cities, where walking and cycling remain significant components of everyday mobility. UN-Habitat, UNEP, and Walk21 (2022) reported that approximately one billion people across Africa walk or cycle daily, highlighting the importance of designing cities around the needs of people who depend on active mobility. The organisation further stressed that making walking safer, healthier and more comfortable should be a central component of efforts to create equitable and low-carbon cities. Similarly, UN-Habitat and the Institute for Transportation and Development Policy (2018) noted that many African cities have historically developed transport systems that inadequately protect pedestrians, resulting in conflicts between pedestrians and motorised vehicles, unsafe crossings and uncomfortable walking conditions. These concerns are relevant to emerging Nigerian urban centres, where rapid urban growth, increasing motorisation and changing land-use patterns can place considerable pressure on existing road and pedestrian infrastructure.
Nigeria’s rapid urban growth has intensified the need for integrated approaches to pedestrian mobility. In many Nigerian cities, roads are constructed primarily from the perspective of vehicular movement, while pedestrians frequently share road space with cars, motorcycles, tricycles and other vehicles. Oyeyemi et al. (2013) found that neighbourhood characteristics such as traffic safety, street connectivity, land-use diversity and walking infrastructure are important components of the Nigerian built environment. Similarly, Olojede et al. (2024) argued that walkability can influence sustainable transport mode choice in Nigeria, noting that walking is often inadequately considered in neighbourhood planning and transport infrastructure investment. The situation creates potential difficulties for children, older adults, persons with disabilities, traders, workers and other residents who depend on walking for access to homes, schools, workplaces, markets, religious institutions, health facilities and public transport. Improving pedestrian infrastructure is therefore not simply a transportation concern but also an issue of accessibility, social inclusion, public health and sustainable urban development.
Within Delta State, Asaba has experienced considerable physical expansion and increasing urban activity, making the city an important emerging urban centre for examining pedestrian infrastructure and walkability. Research by Ojiako, Igbokwe, and Ossai (2018) on the Asaba urban street network demonstrated the considerable extent and changing structure of the city’s road network. Their GIS and remote-sensing analysis identified approximately 2,100 roads and found that about 59% of the road network was paved while approximately 41% was unpaved at the time of their assessment. Although the study focused primarily on the street network rather than pedestrian infrastructure, its findings demonstrate the changing spatial structure within which pedestrian movement occurs. Furthermore, Onah (2023) identified poor road infrastructure design, inadequate road signs, insufficient traffic management and inadequate enforcement as significant challenges affecting the urban road transport system in Asaba. The study recommended, among other measures, improved pedestrian crossings and facilities for vulnerable road users, indicating the need to consider pedestrian movement as an integral part of Asaba’s urban transportation system.
The relationship between urban planning, infrastructure provision and pedestrian movement is also important in understanding the challenges confronting emerging areas of Asaba. Onyemenam, Ojoh, and Eyetan (2025), in their study of planning laws and policies in the Asaba Metropolitan Region, found that weaknesses in the enforcement of planning regulations constitute an important challenge to effective urban development. Effective pedestrian infrastructure requires more than the construction of isolated sidewalks; it requires appropriate planning standards, adequate right-of-way protection, proper road design, drainage, traffic management, maintenance and enforcement. Where these components are poorly coordinated, pedestrian facilities may be obstructed by commercial activities, informal parking, roadside trading, construction materials, drainage structures or poorly designed access points. Such conditions can reduce pedestrian comfort and safety and may compel pedestrians to walk on carriageways, increasing their exposure to traffic hazards. The planning and enforcement dimensions are therefore essential to understanding walkability in rapidly developing neighbourhoods.
The issue is particularly relevant because there remains limited empirical research specifically examining pedestrian infrastructure and neighbourhood walkability in selected residential and emerging neighbourhoods of Asaba. Existing research on Asaba has largely focused on road networks, traffic management, general urban development and planning regulations rather than systematically examining the availability, condition, continuity, accessibility and safety of pedestrian facilities. Evidence from other Nigerian cities demonstrates why such an assessment is necessary. For example, Oyeyemi et al. (2013) showed that the built environment has measurable implications for walking-related behaviour in Nigeria, while recent research in metropolitan Lagos found generally low levels of neighbourhood walkability and identified specific street- and community-level urban design elements that influence walkability (Oluwasegun et al., 2024). The World Health Organization (2025) similarly advocates integrated policies that provide safe, connected and accessible infrastructure for walking. Against this background, examining pedestrian infrastructure and walkability in selected neighbourhoods of Asaba, Delta State, is important for identifying existing infrastructure conditions, understanding barriers to pedestrian movement and generating evidence that can support more inclusive, safer and sustainable urban planning.
1.2 Statement of the Problem
The rapid expansion of emerging urban centres creates increasing pressure on transportation and public infrastructure, yet pedestrian needs are often insufficiently incorporated into urban development. Asaba has experienced substantial growth in its road network and urban activity, but the expansion of vehicular infrastructure does not necessarily correspond with adequate provision of facilities for pedestrians. Ojiako et al. (2018) documented substantial changes in the Asaba street network, while Onah (2023) identified inadequate road infrastructure design, insufficient traffic management and weak pedestrian facilities as important challenges within the metropolis. This creates a situation in which pedestrians may have access to roads without having adequate, continuous and safe spaces for walking. The problem becomes more significant in neighbourhoods experiencing rapid development, where new buildings, commercial activities and traffic volumes may develop faster than pedestrian infrastructure.
A second problem concerns the quality, continuity and usability of existing pedestrian facilities. The mere presence of a sidewalk or walkway does not necessarily mean that an area is walkable. Pedestrian infrastructure can become ineffective where sidewalks are discontinuous, poorly maintained, too narrow, obstructed, poorly drained, unsafe or disconnected from important destinations. Research on Nigerian neighbourhood environments has shown that infrastructure and safety for walking, traffic conditions, street connectivity and land-use characteristics are important dimensions of the walking environment (Oyeyemi et al., 2013). UN-Habitat and the Institute for Transportation and Development Policy (2018) similarly emphasised the importance of safe, accessible and comfortable pedestrian environments in African cities. Where these characteristics are absent, pedestrians may be forced to compete for road space with motorised vehicles, thereby increasing discomfort, reducing accessibility and potentially exposing vulnerable road users to traffic-related risks.
A third problem is the interaction between pedestrian infrastructure and broader urban planning and traffic-management challenges in Asaba. The growth of commercial activities, informal roadside uses, parking demands, increasing motorisation and weak enforcement can reduce the space available for pedestrians. Onah (2023) reported challenges involving traffic congestion, inadequate road signs, insufficient traffic signals and weaknesses in traffic-law enforcement in Asaba, while Onyemenam et al. (2025) identified poor enforcement as a major impediment to effective implementation of urban planning laws and policies in the Asaba Metropolitan Region. These problems may contribute to the encroachment or ineffective use of spaces intended for pedestrians. Consequently, the challenge of walkability cannot be separated from the wider questions of land-use management, planning enforcement, road design and transportation governance.
Finally, there is a research gap concerning the specific condition of pedestrian infrastructure and the level of walkability within selected neighbourhoods of Asaba. Although previous studies have examined the city’s street network, urban transportation challenges and planning regulations, relatively less attention has been given to systematically evaluating pedestrian infrastructure from the perspective of availability, condition, connectivity, accessibility, safety and user experience. Studies from other Nigerian cities, particularly Lagos, have demonstrated the value of neighbourhood-level walkability assessment in understanding how urban design influences pedestrian movement (Oluwasegun et al., 2024). Without comparable evidence for Asaba, urban planners, transport authorities and other stakeholders may lack location-specific information required to prioritise pedestrian improvements. This study therefore seeks to examine pedestrian infrastructure and walkability in selected neighbourhoods of Asaba, Delta State, with a view to identifying major deficiencies and providing evidence-based recommendations for improving pedestrian mobility and the overall quality of the urban environment.
1.3 Purpose of the Study
The main purpose of this study is to examine pedestrian infrastructure and walkability in selected neighbourhoods in Asaba, Delta State.
Specifically, the study seeks to:
- assess the availability of pedestrian infrastructure in selected neighbourhoods in Asaba;
- examine the physical condition and adequacy of existing pedestrian facilities;
- determine the level of walkability in the selected neighbourhoods;
- examine the major factors affecting pedestrian movement and walkability in the study area
1.4 Research Questions
The following research questions will guide the study:
- What pedestrian infrastructure is available in selected neighbourhoods in Asaba?
- What is the condition and adequacy of existing pedestrian facilities in the selected neighbourhoods?
- What is the level of walkability in the selected neighbourhoods?
- What factors affect pedestrian movement and walkability in the study area?
1.5 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: There is no significant relationship between pedestrian infrastructure provision and walkability in selected neighbourhoods in Asaba, Delta State.
1.6 Significance of the Study
The study will be significant to urban and regional planners because it will provide empirical information on the condition and adequacy of pedestrian facilities within selected neighbourhoods of Asaba. The findings may assist planners in understanding how existing street layouts, pedestrian facilities, land-use patterns and traffic conditions influence walkability.
The study will also be useful to transport authorities and road-management agencies. By identifying specific deficiencies such as inadequate sidewalks, unsafe crossings, poor connectivity, obstruction and poor maintenance, the findings may assist relevant authorities in prioritising pedestrian infrastructure interventions.
The study will benefit residents and pedestrians by drawing attention to infrastructure conditions that affect their ability to move safely and conveniently within their neighbourhoods. Particular attention to vulnerable road users may contribute to more inclusive urban environments.
The study will further contribute to sustainable urban development. Walking is a low-cost and environmentally sustainable form of mobility, and improving pedestrian infrastructure can support active transportation while reducing excessive dependence on short-distance motorised travel. The WHO (2025) recognises walking and cycling infrastructure as important components of healthier, safer and more sustainable communities.
Finally, the study will contribute to academic knowledge by providing evidence on pedestrian infrastructure and walkability within an emerging Nigerian urban centre. It may serve as a reference for future researchers in urban planning, transportation, geography, environmental management, public health and related disciplines.
1.7 Scope of the Study
The study will focus on pedestrian infrastructure and walkability in selected neighbourhoods in Asaba, Delta State. The geographical scope will be limited to selected neighbourhoods within Asaba metropolis.
The study will examine pedestrian infrastructure such as sidewalks, walkways, pedestrian crossings, road markings, traffic signals, street lighting, curb ramps, pedestrian bridges where applicable, drainage interfaces and other facilities relevant to pedestrian movement.
The study will also assess dimensions of walkability including accessibility, connectivity, pedestrian safety, continuity of walking routes, convenience, comfort, traffic conditions and the relationship between pedestrian facilities and important destinations.
The study will involve relevant residents, pedestrians and other users of the selected neighbourhoods, as well as observations of existing pedestrian infrastructure. The research will not attempt to examine every road or neighbourhood in Asaba; rather, selected neighbourhoods will be studied in sufficient detail to provide evidence about pedestrian conditions within the study area.
1.8 Operational Definition of Terms
Pedestrian: A person who travels on foot, including persons walking to residential, commercial, educational, recreational, religious or transport-related destinations.
Pedestrian Infrastructure: Physical facilities designed to support safe and convenient movement by pedestrians. These include sidewalks, walkways, crossings, pedestrian signals, road markings, curb ramps, footbridges, street lighting and related facilities.
Walkability: The extent to which the physical and environmental characteristics of an area make walking safe, convenient, accessible, comfortable and attractive.
Pedestrian Safety: The degree to which pedestrians are protected from conflicts with motorised vehicles, unsafe crossings, poor road design and other hazards while walking.
Sidewalk: A designated portion of the road or street right-of-way provided primarily for pedestrian movement and separated, wholly or partly, from vehicular traffic.
Street Connectivity: The extent to which streets are interconnected and provide pedestrians with multiple direct routes between origins and destinations.
Emerging Urban Centre: An urban area undergoing significant population, physical, economic and infrastructural growth and transformation.
Neighbourhood: A defined residential or mixed-use urban area within Asaba characterised by a relatively identifiable street pattern, land-use structure and community of residents.
Pedestrian Accessibility: The ease with which pedestrians can reach homes, workplaces, schools, markets, public transport facilities, health centres and other important destinations.
Pedestrian Infrastructure Condition: The physical state of pedestrian facilities in terms of maintenance, usability, continuity, safety and structural adequacy.
