INTRODUCTION
1.1 Background of the Study
Adult education has long been recognized as a powerful instrument for individual and societal transformation, particularly in developing countries where large segments of the population missed formal schooling opportunities. It encompasses organized educational activities designed to improve the knowledge, skills, attitudes, and competencies of adults for personal development, economic participation, and social inclusion. In Nigeria, adult education plays a crucial role in addressing issues such as illiteracy, unemployment, poverty, gender inequality, and low civic participation (Aderinoye, 2002).
Women constitute a significant proportion of Nigeria’s adult population and are central to family welfare, community development, and national growth. Despite their importance, many women—especially at the grassroots level—continue to face educational disadvantages due to cultural norms, early marriage, poverty, domestic responsibilities, and historical gender bias in access to formal education. As a result, adult education programmes have become an essential strategy for promoting women empowerment by equipping women with literacy skills, vocational competencies, entrepreneurial knowledge, health awareness, and civic consciousness (UNESCO, 2016).
Women empowerment refers to the process of enhancing women’s capacity to make choices, access resources, participate meaningfully in economic and social activities, and influence decisions that affect their lives. Education is widely acknowledged as one of the most effective tools for achieving empowerment, as it enables women to improve their income-generating abilities, participate in governance, improve family health outcomes, and challenge discriminatory practices (Kabeer, 2005). Adult education programmes such as literacy classes, skills acquisition centres, continuing education, and community development initiatives are therefore vital platforms for empowering women who did not benefit from formal schooling.
In Nigeria, government agencies, non-governmental organizations, religious bodies, and international development partners have initiated various adult education programmes aimed at empowering women. These programmes include basic literacy education, vocational and technical training, agricultural extension education, health and family life education, and entrepreneurship development schemes. The success of these programmes, however, depends largely on effective planning and implementation. Planning involves identifying learners’ needs, setting realistic objectives, allocating adequate resources, selecting appropriate instructional methods, and involving stakeholders. Implementation refers to the actual execution of planned activities, including teaching, supervision, monitoring, and evaluation (Okedara, Anyanwu & Omole, 2011).
Oredo Local Government Area of Edo State is an urban and semi-urban area with a growing population of women engaged in petty trading, artisan work, agriculture, and informal economic activities. While several adult education programmes have been introduced in the area to enhance women’s literacy and economic empowerment, observations suggest that many of these programmes face challenges such as inadequate funding, poor facilities, shortage of trained facilitators, low participation rates, irregular attendance, and weak monitoring mechanisms. In some cases, programmes are poorly aligned with the actual needs of women, leading to limited impact on their socio-economic empowerment.
Given the strategic importance of adult education in women empowerment and community development, there is a need to critically examine how adult education programmes are planned and implemented at the local government level. Understanding the effectiveness of planning and implementation processes in Oredo Local Government Area will provide insights into how adult education programmes can be strengthened to achieve sustainable women empowerment and contribute to broader development goals.
1.2 Statement of the Problem
Despite the growing recognition of adult education as a key driver of women empowerment in Nigeria, the expected outcomes of many adult education programmes have not been fully realized, particularly at the grassroots level. In Oredo Local Government Area of Edo State, a significant number of women remain economically dependent, socially marginalized, and educationally disadvantaged despite the existence of adult education initiatives designed to empower them.
One of the major challenges appears to be weak planning processes. In some instances, adult education programmes are designed without adequate needs assessment, resulting in curricula and training activities that do not reflect the real-life challenges, interests, and economic realities of women learners. Poor stakeholder involvement, inadequate funding, and insufficient consideration of cultural and time constraints faced by women further undermine effective planning.
In addition, the implementation of adult education programmes in Oredo Local Government Area is often confronted with problems such as irregular programme schedules, lack of instructional materials, shortage of qualified facilitators, poor supervision, and limited monitoring and evaluation. These implementation gaps reduce programme effectiveness and discourage women’s sustained participation. Consequently, many women who enroll in adult education programmes either drop out prematurely or complete the programmes without acquiring meaningful skills that can improve their livelihoods and social status.
The persistence of low literacy levels, unemployment, and limited participation of women in decision-making processes in Oredo Local Government Area raises concerns about the overall effectiveness of adult education programmes targeted at women empowerment. If these programmes are not properly planned and effectively implemented, their potential to transform women’s lives and contribute to local development will remain unrealized.
Therefore, the problem of this study is the apparent inadequacy in the planning and implementation of adult education programmes for women empowerment in Oredo Local Government Area, Edo State, and the need to assess how these processes influence the effectiveness of such programmes in empowering women.
1.3 Purpose of the Study
The main purpose of this study is to examine the planning and implementation of adult education programmes for women empowerment in Oredo Local Government Area, Edo State. Specifically, the study seeks to:

1.4 Research Question
The study is guided by the following research question:

1.5 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: There is no significant relationship between the planning and implementation of adult education programmes and women empowerment in Oredo Local Government Area, Edo State.
1.6 Significance of the Study
The findings of this study will be beneficial to government agencies responsible for adult and non-formal education by providing empirical evidence on the strengths and weaknesses of existing planning and implementation strategies. This will aid in policy formulation and programme improvement.
Adult education planners and facilitators will benefit from the study by gaining insights into best practices for designing and executing programmes that effectively meet the needs of women learners.
Non-governmental organizations and development partners involved in women empowerment will find the study useful in designing sustainable interventions that enhance women’s socio-economic development.
Women participants in adult education programmes will indirectly benefit from improved programme quality, relevance, and effectiveness, leading to enhanced empowerment outcomes.
Finally, the study will contribute to academic literature on adult education and women empowerment and serve as a reference material for future researchers.
1.7 Scope of the Study
This study is limited to the planning and implementation of adult education programmes for women empowerment in Oredo Local Government Area, Edo State. The study focuses on adult women participating in literacy, vocational, and empowerment-oriented adult education programmes within the area. Variables examined include programme planning, implementation processes, and empowerment outcomes.
1.8 Operational Definition of Terms
Adult Education: Organized educational activities designed to improve the knowledge, skills, and competencies of adults outside the formal school system.
Women Empowerment: The process of enhancing women’s ability to access resources, make decisions, and participate meaningfully in economic, social, and political activities.
Planning: The systematic process of identifying needs, setting objectives, allocating resources, and designing strategies for adult education programmes.
Implementation: The execution of planned adult education activities, including instruction, supervision, monitoring, and evaluation.
