INTRODUCTION
1.1 Background of the Study
Emerging infectious diseases (EIDs) pose significant global health challenges due to their rapid transmission, high morbidity, and potential for causing social and economic disruption. The coronavirus disease 2019 (COVID-19) pandemic, caused by the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), exemplified the profound impact of EIDs on health systems, communities, and economies worldwide (WHO, 2020). In Nigeria, COVID-19 exposed gaps in public health preparedness, disease surveillance, emergency response, and community-level interventions (Shuaib et al., 2021).
Gwagwalada, one of the six area councils of the Federal Capital Territory (FCT), is a semi-urban community with dense population clusters, high mobility, and significant interaction between urban and peri-urban residents. These characteristics made the area particularly vulnerable to rapid transmission of COVID-19 and other emerging infectious diseases. Local public health authorities, in collaboration with the Federal Ministry of Health, implemented multiple interventions to mitigate the pandemic’s impact. Measures included community awareness campaigns, distribution of face masks and sanitizers, establishment of isolation centers, promotion of hand hygiene, enforcement of social distancing, and contact tracing (Eze et al., 2021).
The COVID-19 pandemic highlighted the importance of community-based public health responses in curbing the spread of infectious diseases. Lessons from Nigeria and other countries indicate that timely information dissemination, community engagement, adherence to preventive guidelines, and collaboration between public health authorities and local stakeholders are critical to successful containment (Adebayo et al., 2021). Despite these interventions, Gwagwalada community reported varying levels of compliance with COVID-19 preventive measures, challenges in healthcare access, and a need for improved risk communication strategies.
Studying the public health response to COVID-19 in Gwagwalada community provides an opportunity to evaluate the effectiveness of community-level interventions, identify challenges and gaps in emergency preparedness, and derive lessons applicable to future emerging infectious diseases. Understanding community perceptions, response behaviors, and systemic limitations is essential for strengthening health system resilience and enhancing epidemic control strategies.
1.2 Statement of the Problem
Emerging infectious diseases such as COVID-19 present complex public health challenges that require rapid and coordinated responses at both national and community levels. In Gwagwalada community, the COVID-19 outbreak revealed weaknesses in public health infrastructure, risk communication, and community engagement. Reports from local health facilities and community stakeholders indicate that misinformation, low compliance with preventive measures, inadequate access to personal protective equipment, and delayed contact tracing contributed to the rapid spread of the virus in some neighborhoods.
While national-level strategies were implemented, there is limited empirical evidence on how public health responses were experienced at the community level in Gwagwalada. The effectiveness of interventions such as community awareness campaigns, hygiene promotion, social distancing enforcement, and testing and isolation centers remains underexplored. Without assessing the community-level response, it is challenging for policymakers and health planners to determine which strategies were most effective, which gaps remain, and how lessons from COVID-19 can inform responses to future emerging infectious diseases.
This study aims to investigate the public health response to COVID-19 in Gwagwalada community, identify lessons learned, and assess community engagement, compliance, and perceptions. The findings will provide insights to strengthen preparedness, improve response strategies, and enhance resilience against future outbreaks of emerging infectious diseases.
1.3 Research Objectives
The broad objective of this study is to assess the public health response to emerging infectious diseases in Gwagwalada community using COVID-19 as a case study.
Specific objectives include:
- To examine the public health measures implemented in Gwagwalada community during the COVID-19 pandemic.
- To assess community knowledge, attitudes, and compliance with COVID-19 preventive measures.
- To identify challenges and limitations faced by public health authorities in responding to COVID-19 at the community level.
- To derive lessons from the COVID-19 response that can inform preparedness for future emerging infectious diseases.

1.5 Hypothesis of the Study
H₀: Public health interventions during the COVID-19 pandemic did not significantly influence community compliance and infectious disease control in Gwagwalada.
H₁: Public health interventions during the COVID-19 pandemic significantly influenced community compliance and infectious disease control in Gwagwalada.
1.6 Significance of the Study
This study is significant for several reasons. First, it provides empirical evidence on the effectiveness of community-level public health interventions during the COVID-19 pandemic. Second, it identifies systemic gaps and barriers faced by public health authorities, offering insights for improving emergency preparedness and response strategies. Third, by understanding community perceptions, knowledge, and compliance behaviors, policymakers can design targeted risk communication and engagement strategies for future outbreaks. Finally, the study contributes to academic literature on emerging infectious disease management and community health resilience in Nigeria.
1.7 Scope of the Study
The study focuses on public health responses to COVID-19 in Gwagwalada community from the onset of the pandemic in Nigeria in 2020 to 2023. It examines community awareness programs, hygiene and preventive measures, social distancing enforcement, contact tracing, testing, and isolation interventions. Data will be collected from local health authorities, community residents, and key stakeholders involved in the response.
1.8 Operational Definition of Terms
- Emerging Infectious Diseases (EIDs): Infectious diseases that have newly appeared in a population or are rapidly increasing in incidence or geographic range.
- Public Health Response: Coordinated actions by health authorities to prevent, control, and mitigate the impact of diseases.
