CHAPTER ONE

INTRODUCTION

1.1 Background of The Studies

The need for this project essay has arise by considering the role ofYouth in the community hence it is clear that they are the working class of that the community and also the parent of tomorrow.This is in order to assesses the effectiveness of the various youth programme that   are primarily established to make and provides several vocational training for the development of our youth by making them self employed .and self Reliant.

The research will clearly analyze the extant to which the programme play or role toward making youth with very good behavioural attitude and total changes in their way of life, and how the acquired skill affect the life take of the entire people in their various communities.

Self reliance in a general sense is what actually promotes productivity  and  other  economic  activities  which  obviously lead to the development of a country. From time immemorial people have always engaged in different activities such as farming, fishing, hunting, among others, in order to satisfy their basic needs and enhance their social mobility from one class to another.

Therefore, the idea of self-reliance lays heavily on youth empowerment by training of mind and body of the youth for proper intergration in to the society and for positive development. Umar Dantani states that, “the Nigerian government in collaboration with private organizations should intensify effort to provide gainful employment to the army of unemployment youth, this can be done through the establishment of micro fiancé schemes that assist the youth to be self employed, if this is achieve, redundancy among theyouth would be reduced to the bearest minimum”.

Ibrahim Risikat Stated that, During the Obasanjo administration the Federal Government of Nigeria establish an economic institution known as National poverty Eradication programme (NPEP). This institution was mandated to give capacity building to intended youths to be self-reliant, provide loan facilities to small and large scale enterprises as well as monitor the progress of the loan facilities granted to small and large  scale  enterprises.  To  ensure  wealth  creation  among youth under the National Poverty Eradication programme, graduates were recruited and posted to various Ministries and parastatals to learn public service activities, these graduates were paid #20,000 Monthly, in addition, capacity building and training were conducted under the auspices of attachment  to a particular workshop in accordance to what the youth indicated, these activities range from welding to balkernizing, dying e.t.c. In this perspectives #5000 was given to each of the trainee  and  release  at  the  expected  time  allocated  for  the training,  and  also  youth  were  granted  #5000  under  no capacity training.2

HajiyaSalamatu Husain Suleiman stated that, “youth (boys and girls) this category need to receives training on variety of skills in trades and profession such as tailoring, computer training,  technical  and  commercial  enterprises,  such  as buying, selling and farming e.t.c, which will make them to be self-reliance”3  Therefore, she added that, in addition to skills acquisition, training and empowerment programmes, educational development is also very critical.

Ibrahim Risikat suggested however, that “Small scale enterprises have been also identified as the essential support and engine for nations economic development, it is a lubricant for  employment  generation,  poverty  reduction  and technological development” Therefore, given the vital and salutary roles and contribution which enterprises play in the nations economic development, the government at various levels in Nigeria have roll-out-different entrepreneurial programmes aimed at reducing the incessant unemployment phenomenon and at the same time entrenched the   sprit of self-employed philosophy in our youth instead of looking for white-collar jobs that are not there.

 

1.2     Statement Of The Problem

The socio-Economic problems are the major problem that is bothering our youth, as they are the backbone of the social development. It is very important to provides them with a given kind of trail that can help them to be self-reliant and self employed, so as to clearly deals with their socio-economic problem and also bearable to fully participate toward community development and also takes care ofthemselves. In view of the above, the statement of the problem the isthat, what are the Youth Development Programme that is primarily establish to make our Youth self employed in SaniAbacha Youth Center?

1.3 Purpose Of The Study

The research has the following objective to achieve:-

  • To identify the effectiveness of the Youth development programme in making them self employed in the case study area.
  • To find out the different types of programme that exists in the case study area.
  • To examine the beneficiaries of the programme in the case study area.
  • To evaluate how acquired skill affect the recipient in the process of changing their behavioural and attitude and social condition.
  • To find out the effort of government towards enhancing the progress in the case study areas

1.4 Research Questions

The following are the question that the researchers intended to guide us.

  1. What is the effectiveness of the youth programme in making them self-employed in the case study area?
  2. What are the different types of programme that exist in the case study area?
  3. Who are the beneficiaries of the programme that exist in the case study area?
  4. What ate the effort of the government towards enhancing the programme in the case study area?
  5. What arc the skills acquired towards making youth self-employed in S.A.Y.C? 

1.5 Research Hypothesis

  • There is a significance difference between the youth who derived one of the youth programme and those who did not. This is because, the skills that. can improve their daily earning, this would help the other youth who did not acquired that kind of skill will remain waiting for his parent to do everything for him.
  • It is realized that the acquired skills make youth of the society to be always self-reliance, independent, self-employed and, living with a happier condition. On the other hand, un acquired skills youth are totally dependent to their parent and relatives and also living within a great tendency of having conflict with their parent and relative.

1.6     Significance of The Study

The significant of this research can be over emphasized by considering the contribution of study to education and exist knowledge within various community.

It is equally important to the governmental and non government organization. This is to say, those organization that lets emphasis their duties towards the attainment of well being of the youth.

However, the followed are the significance by which the study will offer to the people.

The study would be useful to the community development Officer, Adult Educator, Social worker and as well as Individuals of the community.

The research will also be useful to the research in vocational education.

It can also be important to non-governmentalorganizations that are primarily established to provide a skill of vocational training.

 

1.7 Operational Definition of Terms

The following are terms define by the researcher which are frequently used as follow:-

Assessment: Educational assessment or educational evaluation is the systematic process of documenting and using empirical data on the knowledge, skill, attitudes, and beliefs to refine programs and improve student learning.

Youth: Youth: There exists deferent explanations with regard to the concept  of  youth  as  an  age  category,  the  united  Nations (2007), agued that “any person between the age of 15 and 24 is a youth”6  Although, the united Nation which is one of the Institution for global governance has specified age category for youth different from African countries.

Development:Development is the process by which the economic well-being and quality of life of a nation, region, local community, or an individual are improved according to targeted goals and objectives.

Youth Programme: Youth programs are particular activities designed to involve people between the ages of 10 and 25. Activities included are generally oriented towards youth development through recreation, social life, prevention, intervention, or education.

Employment: Employment is a relationship between two parties, usually based on contract where work is paid for, where one party, which may be a corporation, for profit, not-for-profit organization, co-operative or other entity is the employer and the other is the employee.
