INTRODUCTION

1.0 Background to the Study

Fuel pricing has long been a critical component of Nigeria’s economic and social policy. For many years, the Federal Government maintained a fuel subsidy system that kept the pump price of petrol (Premium Motor Spirit – PMS) below international market levels (Reuters, 2024). This system was intended to make fuel affordable, stabilize transport costs, and reduce inflationary pressures. However, in 2023, the government fully removed the subsidy, exposing domestic prices to the volatility of global oil markets (AP News, 2024). This shift resulted in immediate and significant increases in fuel prices across the country, creating ripple effects in almost every sector of the economy, especially transportation.

Transportation, particularly road transport, is heavily dependent on fuel as a primary input. Consequently, any fluctuation in fuel prices directly affects the cost of providing transport services (Azeez, 2024). When prices rise, operators often struggle to maintain their normal operations, as fuel expenses constitute a substantial proportion of their total operating costs. In most cases, the increase in fuel cost forces operators to raise fares, reduce service frequency, or cut back on vehicle maintenance, ultimately impacting service reliability and customer satisfaction (Areola, 2025).

Road transport is the dominant mode of transportation in Nigeria, responsible for the movement of over 80% of passengers and freight (ResearchGate, 2024). Therefore, fluctuations in fuel prices have far-reaching consequences on mobility, economic activity, and household welfare. Rising fuel prices can make transport services less affordable for low-income earners, reduce accessibility to jobs and education, and contribute to general inflation through increased logistics costs (Balogun, 2025). The combined effect of these challenges underscores the importance of understanding how unstable fuel prices affect both service delivery and passenger satisfaction.

Several operators have adopted different strategies to mitigate the impact of fuel price volatility. Some have switched to alternative fuels such as compressed natural gas (CNG) or optimized routes to reduce fuel consumption (AP News, 2024). Others, however, have resorted to reducing the number of daily trips, increasing fares, or neglecting vehicle maintenance to save costs. While these strategies may sustain business operations in the short term, they often degrade service quality, reduce reliability, and lead to customer dissatisfaction (Areola, 2025).

Customer satisfaction in transportation is determined by factors such as affordability, comfort, safety, reliability, and timeliness. Fluctuating fuel prices disrupt many of these elements because operators are forced to adjust fares and schedules unpredictably (Azeez, 2024). As fare prices rise, passengers often feel they receive less value for their money, particularly when service quality declines. In urban areas like Lagos, Abuja, and Port Harcourt, many commuters have reported dissatisfaction with inconsistent service delivery and increasing fares linked to fuel price hikes (ResearchGate, 2024).

Despite numerous discussions in the media and among policymakers, there is limited empirical research that connects fuel price fluctuations directly to measurable indicators of service delivery and customer satisfaction in Nigeria’s road transport sector (Balogun, 2025). Most existing studies focus on macroeconomic implications such as inflation, fiscal savings, or government expenditure, while neglecting micro-level outcomes affecting daily transport users. This study, therefore, seeks to fill this research gap by investigating the effect of fuel price fluctuations on the quality of transport service delivery and the satisfaction levels of customers in Nigeria.

Understanding this relationship is vital for both policymakers and private transport operators. For policymakers, such insight can inform strategies to stabilize fuel prices, promote alternative energy sources, or provide targeted relief to transport operators and commuters during price surges. For transport operators, the findings can guide decisions on cost control, pricing strategies, and service management that balance profitability with customer satisfaction (Areola, 2025). Thus, the study contributes to the growing body of literature on the intersection between energy policy, transport management, and consumer welfare in developing economies.

1.1 Statement of the Problem

Frequent fuel price fluctuations have become a persistent challenge for Nigeria’s transport sector. Since fuel costs account for a large portion of the total operating expenses of road transport operators, any increase in price directly inflates operational costs (Balogun, 2025). The resulting rise in fares often leads to public dissatisfaction, especially among low- and middle-income earners who rely on public transport for their daily commute. Transport operators, in turn, struggle to maintain service quality and profitability under volatile cost conditions.

Empirical observations indicate that fuel price increases frequently lead to fare adjustments, reduced trip frequency, and deteriorating vehicle conditions due to cost-cutting measures (ResearchGate, 2024). These outcomes collectively affect the timeliness, safety, and comfort of transport services, thereby reducing customer satisfaction. However, despite widespread anecdotal evidence, few empirical studies have statistically examined how fluctuations in fuel prices influence both service delivery and customer perceptions in the Nigerian context.

The scarcity of such studies creates a knowledge gap for effective policy and business responses. Without clear data on the extent of the impact, transport managers may find it difficult to plan operations effectively, and policymakers may struggle to design targeted interventions to stabilize service delivery and protect consumers (Azeez, 2024). Therefore, there is a pressing need for research that provides concrete evidence of the relationship between fuel price fluctuations, service delivery, and customer satisfaction in Nigeria.

1.2 Objectives of the Study

General Objective:
To examine the effect of fuel price fluctuations on transportation service delivery and customer satisfaction in Nigeria.

Specific Objectives:

1. To determine how changes in fuel prices affect the quality of transport service delivery in Nigeria.

2. To assess how fuel price fluctuations influence customer satisfaction among road transport users.

3. To identify coping strategies adopted by transport operators and passengers in response to fuel price volatility.

4. To propose recommendations for maintaining efficient service delivery and customer satisfaction amid changing fuel prices.

1.3 Research Questions

1. How do fluctuations in fuel prices affect transportation service delivery in Nigeria?

3. How do transport operators and customers adapt to changes in fuel prices?

1.4 Research Hypothesis

H₁: Fuel price fluctuations have a significant negative effect on transportation service delivery and customer satisfaction in Nigeria.

1.5 Significance of the Study

This study is significant for several reasons. Firstly, it will provide empirical evidence linking energy price volatility to service delivery performance in Nigeria’s transport sector. Secondly, the findings will assist transport operators in understanding how fluctuating fuel prices affect customer satisfaction and in formulating cost-control and pricing strategies (Azeez, 2024). Thirdly, policymakers and government agencies such as the Federal Ministry of Transportation can use the findings to develop palliative measures, promote alternative fuels, and regulate fare adjustments during fuel crises (AP News, 2024). Finally, this study contributes to the academic discourse on energy economics and transport management, providing a foundation for future research in developing countries.

1.6 Scope and Limitations of the Study

This study focuses on road transport services in selected Nigerian cities—Lagos, Abuja, and Port Harcourt—where fuel price fluctuations have the most visible impact on public transport operations. The research examines both intercity and intracity transport services, including commercial buses, taxis, and ride-hailing services. The period under consideration covers the years 2023 to 2025, corresponding to the post-subsidy removal era (Reuters, 2024).

However, the study is limited by certain factors. Many small-scale operators do not keep detailed financial or operational records, which may limit data accuracy. Also, factors such as inflation, exchange rate volatility, and road infrastructure conditions may interact with fuel prices, making it difficult to isolate the sole effect of fuel price fluctuations (Balogun, 2025). Despite these limitations, triangulating multiple data sources and adopting robust analysis methods will ensure credible and meaningful findings.

1.7 Definition of Key Terms

• Fuel Price Fluctuation: The continuous increase or decrease in the retail price of petroleum products caused by market forces, subsidy removal, or changes in global crude oil prices.

• Transportation Service Delivery: The process by which transport operators provide mobility services, measured in terms of reliability, timeliness, safety, and comfort.

• Customer Satisfaction: The level of contentment passengers feel regarding the quality, reliability, and affordability of transport services they receive.

• Road Transport Operators: Businesses or individuals providing transportation services using vehicles such as buses, taxis, or trucks within and between Nigerian cities.
