INTRODUCTION

1.1 Background of the Study

Fuel subsidy has been one of the most controversial economic policies in Nigeria for several decades (Sala-i-Martin & Subramanian, 2013). A fuel subsidy refers to government financial support aimed at reducing the cost of petroleum products for consumers (World Bank, 2023). In Nigeria, the government subsidized Premium Motor Spirit (PMS), commonly known as petrol, to make fuel affordable for citizens and to reduce the cost of transportation, production, and living expenses (NNPC, 2022). Since Nigeria is one of the largest oil-producing countries in Africa, fuel subsidy was introduced as a social welfare policy to enable citizens to benefit directly from the country’s petroleum resources (Adegbite & Fasina, 2019).

Over the years, the Nigerian government spent huge amounts of public funds on fuel subsidy payments (IMF, 2023). Successive governments argued that fuel subsidy was necessary to protect citizens from high fuel prices and economic hardship (World Bank, 2023). However, despite these intentions, the subsidy system became associated with corruption, smuggling, inefficiency, and financial mismanagement (Transparency International, 2022). Reports indicated that large sums of money allocated for subsidy payments were diverted through fraudulent claims and illegal fuel importation practices (NEITI, 2021). This created serious concerns regarding transparency and accountability in public administration (Adegbite & Fasina, 2019).

The issue of fuel subsidy removal has generated intense public debate in Nigeria due to its economic, political, and social implications (IMF, 2023). Supporters of subsidy removal argue that the policy consumed excessive government revenue that could have been invested in infrastructure, education, healthcare, and other developmental projects (World Bank, 2023). According to the World Bank (2023), fuel subsidies place significant financial burdens on developing economies and often benefit wealthier citizens more than poor households.

On the other hand, critics of fuel subsidy removal argue that the policy increases the cost of living and worsens poverty among citizens (NBS, 2024). Since fuel affects transportation, electricity generation, food prices, and industrial production, any increase in fuel prices automatically leads to inflation and economic hardship (CBN, 2024). Many Nigerians depend heavily on petrol-powered transportation and generators due to inadequate public transportation systems and unstable electricity supply (Adegbite & Fasina, 2019).

On May 29, 2023, the administration of Bola Ahmed Tinubu announced the removal of fuel subsidy in Nigeria (Presidency of Nigeria, 2023). This decision immediately resulted in a sharp increase in petrol prices across the country (NBS, 2024). The price of fuel increased from about ₦185 per litre to over ₦500 and later exceeded ₦700 per litre in many states (CBN, 2024). The sudden increase in fuel prices affected transportation costs, food prices, business operations, and the general standard of living of Nigerians (World Bank, 2024).

The removal of fuel subsidy had significant implications for public administration in Nigeria (Adebayo, 2001). Public administration involves the implementation of government policies and the management of public resources for national development. The subsidy removal policy placed additional responsibilities on government institutions to manage public reactions, maintain economic stability, implement palliative measures, and ensure effective distribution of public resources (IMF, 2023).

Government agencies were expected to provide relief measures such as transportation support, wage adjustments, food distribution, and social intervention programs to reduce the negative effects of subsidy removal on citizens (Federal Ministry of Finance, 2023). However, concerns emerged regarding the transparency, effectiveness, and fairness of these intervention programs (Transparency International, 2022). Many citizens complained about inadequate implementation of government relief measures and poor coordination among public institutions (NLC, 2023).

The policy also affected socio-economic development in Nigeria (World Bank, 2024). Socio-economic development refers to improvements in the economic and social well-being of citizens, including employment, income, education, healthcare, infrastructure, and living standards (Todaro & Smith, 2020). Following the removal of fuel subsidy, inflation rates increased significantly, leading to higher prices of goods and services across the country (NBS, 2024). Small businesses experienced increased operational costs, while many households struggled with rising transportation and food expenses (CBN, 2024).

The transportation sector was among the most affected sectors after subsidy removal (NBS, 2024). Commercial transport fares increased sharply, making daily movement difficult for workers, students, and traders. The cost of food transportation from rural to urban areas also increased, contributing to rising food inflation and economic hardship among citizens (World Bank, 2024).

Small and medium-sized enterprises (SMEs), which play a major role in Nigeria’s economy, were also negatively affected by increased fuel costs (SMEDAN, 2023). Many businesses rely on fuel-powered generators due to unstable electricity supply. The rise in petrol prices increased production and operational costs, forcing some businesses to reduce staff, increase prices, or shut down operations entirely (CBN, 2024).

Despite these challenges, supporters of subsidy removal argued that the policy could produce long-term economic benefits if properly managed (IMF, 2023). They claimed that subsidy removal would reduce government expenditure, increase public revenue, attract foreign investment, and encourage local petroleum refining (World Bank, 2023). The government also argued that savings from subsidy removal would be redirected toward infrastructure development, education, healthcare, and social welfare programs (Federal Ministry of Finance, 2023).

The subsidy removal policy also had political and administrative implications (Adebayo, 2001). Public protests and criticisms emerged in several parts of the country as citizens expressed dissatisfaction with the economic hardship caused by rising fuel prices (BBC News, 2023). Labour unions such as the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) organized demonstrations and negotiations with the government over wage increases and social support measures (NLC, 2023).

In addition, the removal of fuel subsidy raised questions about policy implementation and accountability in public administration (Transparency International, 2022). Citizens demanded transparency regarding how subsidy savings were being utilized by the government. Concerns were also raised about whether the policy truly benefited ordinary Nigerians or merely increased economic hardship without adequate social protection (World Bank, 2024).

Several scholars have examined fuel subsidy policies and their effects on economic development. According to Adegbite and Fasina (2019), fuel subsidy removal in Nigeria has both positive and negative implications depending on government transparency and economic management. Similarly, Sala-i-Martin and Subramanian (2013) argued that poor management of oil revenues and public resources contributes significantly to underdevelopment in resource-rich countries like Nigeria.

The International Monetary Fund (IMF) and World Bank have repeatedly recommended fuel subsidy reforms in Nigeria, arguing that subsidy removal could improve fiscal sustainability and encourage investment in productive sectors (IMF, 2023; World Bank, 2023). However, these organizations also emphasized the need for effective social protection measures to cushion the impact on vulnerable populations (World Bank, 2024).

Between 2023 and 2026, Nigeria experienced significant economic adjustments following fuel subsidy removal (CBN, 2024). Inflation rates increased, exchange rate instability worsened, and public dissatisfaction grew due to rising living costs (NBS, 2024). At the same time, the government continued to emphasize the potential long-term benefits of subsidy reform for economic growth and fiscal stability (Federal Ministry of Finance, 2023).

Although several studies have examined fuel subsidy policies in Nigeria, there is still a need to assess the specific effects of fuel subsidy removal on public administration and socio-economic development during the period of 2023–2026 (Adegbite & Fasina, 2019). Existing studies often focus mainly on economic implications without adequately examining administrative challenges, policy implementation, and public accountability issues.

Therefore, this study seeks to examine the effect of fuel subsidy removal on public administration and socio-economic development in Nigeria between 2023 and 2026. The study will assess the impact of subsidy removal on governance, economic conditions, public welfare, and national development while identifying the challenges associated with policy implementation.

1.2 Statement of the Problem

Fuel subsidy removal in Nigeria has generated serious economic, political, and administrative challenges since its implementation in 2023. Although the policy was introduced to reduce government expenditure and promote economic growth, many Nigerians continue to experience severe economic hardship due to rising fuel prices and inflation.

The increase in petrol prices following subsidy removal significantly affected transportation costs, food prices, electricity generation, and business operations across the country. Many households experienced reductions in purchasing power as the prices of essential goods and services increased rapidly. Small businesses and low-income earners were particularly affected by the rising cost of living and unstable economic conditions.

One of the major problems associated with fuel subsidy removal is the inadequate implementation of government intervention measures aimed at cushioning its negative effects. Although the government introduced palliative programs and promised to invest subsidy savings into developmental projects, many citizens believe that these measures have not been effectively implemented. Concerns regarding corruption, lack of transparency, and poor coordination among public institutions continue to affect public confidence in government policies.

Furthermore, public administration institutions faced increasing pressure to manage economic instability, public dissatisfaction, and policy implementation challenges resulting from subsidy removal. Labour unions, civil society organizations, and citizens have repeatedly criticized the government over poor communication, inadequate social support, and ineffective management of subsidy savings.

Another major problem is the growing rate of inflation and unemployment associated with increased production and transportation costs. Many small and medium-sized enterprises struggle to survive due to high operational expenses, while some businesses have reduced staff strength or shut down completely. These conditions negatively affect socio-economic development and worsen poverty levels among citizens.

Despite government claims that subsidy removal would promote long-term economic growth and infrastructural development, many Nigerians question whether the policy has achieved its intended objectives. There are concerns regarding whether public revenue generated from subsidy removal is being utilized effectively for national development.

Although previous studies have examined fuel subsidy policies in Nigeria, few studies have specifically focused on the combined effects of fuel subsidy removal on public administration and socio-economic development during the period of 2023–2026. Most existing studies concentrate mainly on economic impacts without adequately examining governance, policy implementation, transparency, and public accountability issues.

Therefore, this study seeks to assess the effect of fuel subsidy removal on public administration and socio-economic development in Nigeria between 2023 and 2026. The study will examine how subsidy removal has affected governance, economic welfare, public institutions, and national development.

1.3 Objectives of the Study

The main objective of this study is to examine the effect of fuel subsidy removal on public administration and socio-economic development in Nigeria between 2023 and 2026.

The specific objectives are to:

1. Examine the effect of fuel subsidy removal on public administration in Nigeria.
2. Assess the impact of fuel subsidy removal on socio-economic development in Nigeria.
3. Determine the extent to which fuel subsidy removal has affected the standard of living of Nigerians.
4. Identify the challenges associated with the implementation of fuel subsidy removal policies.
5. Suggest possible measures for improving policy implementation and reducing economic hardship among citizens.

1.4 Research Questions

The study seeks to answer the following questions:

1. What effect has fuel subsidy removal had on public administration in Nigeria?
2. How has fuel subsidy removal affected socio-economic development in Nigeria?
3. To what extent has fuel subsidy removal influenced the standard of living of Nigerians?
4. What challenges are associated with the implementation of fuel subsidy removal policies?
5. What measures can be adopted to improve policy implementation and reduce economic hardship among citizens?

1.5 Research Hypothesis

H₀: Fuel subsidy removal has no significant effect on public administration and socio-economic development in Nigeria.

H₁: Fuel subsidy removal has a significant effect on public administration and socio-economic development in Nigeria.

1.6 Significance of the Study

This study will be beneficial to government policymakers, public administrators, economists, researchers, students, and citizens. The findings of the study will help government institutions understand the implications of fuel subsidy removal on governance and socio-economic development.

The study will also assist policymakers in developing effective economic and social intervention strategies to reduce the negative effects of subsidy removal on citizens.

Students and researchers in Public Administration, Economics, Political Science, and Development Studies will benefit from the study as it will contribute to existing literature on fuel subsidy policies and governance in Nigeria.

Furthermore, the study will educate citizens on the relationship between public policy implementation, economic development, and public accountability.

1.7 Scope of the Study

This study focuses on the effect of fuel subsidy removal on public administration and socio-economic development in Nigeria between 2023 and 2026.

The study will examine the impact of subsidy removal on governance, economic conditions, public welfare, inflation, transportation, and business activities within Nigeria.

1.8 Limitation of the Study

The researcher may encounter certain limitations during the study, including financial constraints, limited access to government records, time limitations, and possible unwillingness of respondents to provide accurate information.

There may also be challenges in obtaining updated statistical data regarding fuel subsidy savings and socio-economic indicators. However, efforts will be made to ensure the reliability and validity of the study.

1.9 Definition of Terms

Fuel Subsidy:
Government financial assistance aimed at reducing the retail cost of petroleum products for consumers.

Public Administration:
The implementation of government policies and management of public institutions and resources.

Socio-Economic Development:
Improvements in the economic and social welfare of citizens, including income, education, healthcare, employment, and living standards.

Inflation:
A sustained increase in the general prices of goods and services over time.

Palliative Measures:
Government relief programs designed to reduce the negative effects of economic hardship on citizens.

Economic Development:
The process of improving a nation’s economy through increased productivity, investment, and improved living conditions.
