Project – The Effect of Public Information Accessibility on Citizens’ Awareness of Government Programmes: A Study of Selected Communities in Osogbo, Osun State

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Access to reliable public information is increasingly recognised as an important component of effective governance, democratic participation and public accountability. Public information encompasses information produced, collected or held by government institutions concerning policies, programmes, budgets, projects, public services, administrative decisions and other activities that affect citizens. When such information is accessible, citizens are better positioned to understand what government is doing, identify programmes for which they may be eligible and participate meaningfully in public affairs. UNESCO (2020) explains that access to information enables members of the public to make informed choices, monitor government activities and hold public institutions accountable. Similarly, the World Bank (2016) identifies transparency, understood partly as citizens’ access to information about governmental actions and their consequences, as an important mechanism through which citizens can engage with government. Thus, accessibility of public information is not merely an administrative responsibility but an important condition for effective interaction between government and citizens.

The importance of public information becomes particularly evident in relation to government programmes designed to improve citizens’ social and economic welfare. Governments at federal, state and local levels implement programmes in areas such as education, healthcare, employment, agriculture, social protection, youth empowerment, infrastructure and poverty reduction. However, the existence of a government programme does not automatically mean that intended beneficiaries are aware of it. Information about eligibility requirements, application procedures, implementation locations, deadlines and available benefits must reach citizens in forms that they can understand and use. The Open Government Partnership (OGP) has identified inadequate citizen access to government programmes and low knowledge of governance activities as challenges that can limit citizen participation and effective service delivery in Nigeria. Consequently, information accessibility can be viewed as an important link between the formulation of public programmes and citizens’ actual awareness and ability to interact with those programmes (Open Government Partnership, 2023).

Public information accessibility also involves more than simply placing information somewhere for citizens to find. The quality, timeliness, clarity, affordability and channels through which information is communicated can determine whether citizens can actually obtain and understand it. Information may be available on government websites or official documents but remain practically inaccessible to citizens who lack internet access, digital skills, awareness of the appropriate platform or the ability to interpret administrative language. UNESCO (2024) emphasises the continuing importance of access to information and reports increasing attention to the use of new technologies to advance the right to information. In Nigeria, therefore, public authorities increasingly have opportunities to communicate through websites, social media, radio, television, community meetings, public notices and other channels. Nevertheless, the availability of multiple communication channels does not necessarily guarantee equal access or awareness among all categories of citizens (UNESCO, 2024).

Nigeria has a formal legal framework supporting citizens’ access to public information through the Freedom of Information Act of 2011. The Act was introduced to promote greater openness by providing citizens with a legal basis for obtaining information held by public institutions, subject to the exemptions provided by law. The existence of this framework represents an important institutional recognition that citizens have legitimate interests in information concerning government activities. However, research has identified implementation difficulties, including institutional resistance, bureaucratic practices, inadequate public awareness and challenges associated with enforcing the right of access. Nwoke (2019) argues that difficulties in the implementation and enforcement of Nigeria’s Freedom of Information Act have limited its ability to fully satisfy expectations concerning access to public information. More recent legal scholarship similarly identifies institutional, infrastructural and attitudinal barriers to effective enjoyment of the right to information in Nigeria (Akper & Ogwuda, 2026).

The relationship between information accessibility and citizens’ awareness is also important because citizens cannot effectively benefit from programmes they do not know about or do not understand. Awareness may involve knowledge of the existence of a government programme, its objectives, target beneficiaries, eligibility conditions, application processes, implementation locations and expected benefits. Where public information is timely, understandable and available through channels used by citizens, it can improve opportunities for individuals and communities to identify relevant programmes. Conversely, inadequate communication may result in eligible citizens remaining unaware of programmes or depending on informal sources that may provide incomplete or inaccurate information. In a study of civic communication in Osun State, Adebiyi (2019) found that citizens obtained information about state government activities through channels including radio, social media and television, while communication through government representatives and other interpersonal channels was less prominent. This demonstrates the importance of examining the communication channels through which citizens actually encounter government information within a specific local context.

Osun State provides a relevant context for examining this issue because the state government has historically employed different communication platforms to disseminate information about its activities and programmes. The Osun State Government introduced an online communication platform intended to provide citizens and other members of the public with information about government programmes, development activities, emergency services, officials and other areas of public interest. The platform also included mechanisms through which citizens could communicate enquiries and feedback to government. Such initiatives demonstrate the recognition that effective governance requires mechanisms for communicating government activities to citizens and receiving feedback from them (Osun State Government, 2013). However, the existence of an official communication platform does not by itself establish that residents of individual communities are adequately informed about government programmes. The extent to which information actually reaches citizens remains an empirical question requiring investigation at the community level.

Osogbo, as the capital of Osun State, contains communities with citizens who interact with government through different social, economic, educational and technological circumstances. Residents may obtain information from government offices, community leaders, radio and television broadcasts, newspapers, social media, websites, religious organisations, political representatives and interpersonal networks. Differences in access to these channels may influence the degree to which citizens become aware of government programmes. Adebiyi’s (2019) examination of civic communication in Osun State indicates that communication patterns and citizens’ exposure to government information vary across channels, raising questions about whether information reaches citizens in a sufficiently broad, balanced and accessible manner. Therefore, examining selected communities in Osogbo provides an opportunity to investigate whether accessibility of public information is associated with citizens’ awareness of government programmes and to identify the specific dimensions of information accessibility that may matter most to residents.

1.2 Statement of the Problem

Government programmes are frequently introduced to address social, economic and developmental needs, yet the effectiveness of such programmes may be undermined when intended beneficiaries have inadequate information about them. A government may establish programmes in areas such as employment, education, healthcare, youth development, agriculture, social welfare and infrastructure, but citizens cannot take advantage of programmes whose existence, requirements or implementation procedures are unknown to them. The Open Government Partnership (2023) identifies inadequate citizen access to government programmes and low knowledge of government activities as continuing governance challenges in Nigeria. This creates a practical concern about whether government information is reaching citizens in a form and through channels that enable them to develop meaningful awareness of public programmes.

A second problem concerns the difference between the formal availability of government information and its practical accessibility to citizens. The existence of the Freedom of Information Act provides a legal framework for access to public information, but studies have identified difficulties in implementation, institutional practices and public awareness that can limit the effectiveness of the framework. Nwoke (2019) observed that shortcomings in the implementation and enforcement of the Act have weakened the practical realisation of access to information in Nigeria. More recent evidence also points to continuing challenges associated with infrastructure, institutional practices and public understanding of information-access rights (Akper & Ogwuda, 2026). Thus, the mere existence of information or a legal right to request it may not necessarily translate into citizens having adequate knowledge of government programmes.

Another concern is the multiplicity of communication channels and the possibility that some citizens may be excluded from important government information. Government agencies may use websites, social media, television, radio, newspapers, public meetings and other platforms, but citizens differ in their access to and use of these channels. The Osun State civic engagement study by Adebiyi (2019) reported that radio, social media and television were prominent channels through which citizens received information about state government activities. However, the study also showed relatively lower reliance on direct communication through government representatives and other interpersonal sources. These findings suggest that the availability of communication channels does not necessarily mean that information is distributed equally or that all citizens receive sufficient information about government activities.

The specific problem, therefore, is that although government programmes are intended to benefit citizens and various mechanisms exist for communicating public information, there is insufficient community-level evidence concerning the extent to which accessibility of such information affects citizens’ awareness of government programmes in Osogbo, Osun State. Existing discussions on access to information in Nigeria have largely focused on legal frameworks, transparency, institutional implementation and broader citizen engagement, while less attention has been directed specifically at the relationship between practical public information accessibility and awareness of government programmes among residents of selected communities in Osogbo. The World Bank (2016) notes that transparency can contribute to political engagement, while UNESCO (2020) emphasises that access to information enables citizens to understand decisions affecting their lives. It is therefore necessary to empirically examine whether dimensions such as availability, timeliness, clarity, accessibility of communication channels and ease of obtaining information are associated with citizens’ awareness of government programmes in the study area.

1.3 Aim of the Study

The main aim of this study is to examine the effect of public information accessibility on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State.

The specific objectives are to:

  1. examine the effect of the availability of public information on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State;
  2. determine the effect of the timeliness of public information on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State;
  3. assess the effect of the clarity and comprehensibility of public information on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State; and
  4. investigate the effect of accessibility of government communication channels on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State.

1.4 Research Questions

The following research questions will guide the study:

  1. What is the effect of the availability of public information on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State?
  2. What is the effect of the timeliness of public information on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State?
  3. What is the effect of the clarity and comprehensibility of public information on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State?
  4. What is the effect of accessibility of government communication channels on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State?

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: Public information accessibility has no significant effect on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State.

1.6 Significance of the Study

The study will be significant to government institutions because its findings may provide evidence concerning the extent to which citizens can access information about government programmes. The findings may assist public officials and communication units in identifying weaknesses in the dissemination of information and improving the ways government programmes are communicated to citizens.

The study will also be significant to citizens and community members. Improved understanding of the relationship between information accessibility and programme awareness may encourage citizens to make greater use of available public information channels and participate more actively in programmes that are relevant to their needs.

The study may benefit community leaders, civil society organisations and other community-based actors. Such organisations often serve as intermediaries between public institutions and residents and can help communicate government information to community members. The findings may help them identify information gaps and develop appropriate community-level awareness mechanisms.

The study will further be useful to communication and public administration practitioners. It may provide information that can assist in designing communication strategies that consider the availability, timeliness, clarity and accessibility of information. This is consistent with the broader emphasis on using information and citizen engagement to strengthen accountable and responsive governance (World Bank, 2016; UNESCO, 2024).

Finally, the study will contribute to academic literature on public information, citizen awareness, transparency and government communication in Nigeria. It may serve as a reference for researchers interested in access to information, public administration, development communication, governance and citizen participation, particularly in relation to local communities in Osun State.

1.7 Scope of the Study

The study focuses on the effect of public information accessibility on citizens’ awareness of government programmes in selected communities in Osogbo, Osun State.

Geographically, the study will be limited to selected communities within Osogbo, Osun State. The choice of selected communities is intended to make it possible to examine citizens’ experiences of accessing information concerning government programmes within a defined local setting.

Conceptually, the independent variable is public information accessibility, operationalised through four dimensions: availability of public information, timeliness of information, clarity and comprehensibility of information, and accessibility of government communication channels. The dependent variable is citizens’ awareness of government programmes, which will focus on citizens’ knowledge of the existence, objectives, eligibility requirements, application procedures, implementation and benefits of relevant government programmes.

The study will focus on citizens residing within the selected communities and will not attempt to examine all residents of Osun State. It will also not evaluate the overall performance or effectiveness of individual government programmes. Rather, the emphasis is on whether access to information about government programmes is associated with citizens’ awareness of those programmes.
