INTRODUCTION
1.1 Background of the Study
Access to safe water, adequate sanitation, and proper hygiene practices is critical to public health and the prevention of infectious diseases. The World Health Organization (WHO) estimates that approximately 829,000 deaths each year are attributable to inadequate water, sanitation, and hygiene (WASH) practices, mainly due to diarrheal diseases, cholera, and other preventable infections (WHO, 2019). Low- and middle-income countries, including Nigeria, bear the greatest burden of these health risks, with rural and peri-urban communities often experiencing limited access to safe water and sanitation facilities (JMP, 2021).
In Nigeria, infectious diseases such as diarrhea, cholera, typhoid, and parasitic infections remain major public health concerns, particularly in areas with poor WASH conditions (Obi & Igbokwe, 2020). Kuje Community, a peri-urban settlement in the Federal Capital Territory (FCT), has historically reported frequent outbreaks of waterborne and hygiene-related infectious diseases, highlighting the urgent need for effective interventions. In response, governmental agencies, NGOs, and local organizations have implemented WASH programs aimed at improving water supply, promoting sanitation, and encouraging hygienic behaviors such as handwashing with soap, safe food handling, and proper waste disposal (Onyeneho et al., 2018).
Studies have shown that WASH programs, when properly designed and implemented, significantly reduce the incidence of diarrheal diseases, cholera, and other preventable infections, improving overall health outcomes (Freeman et al., 2017; Wolf et al., 2018). Community-level interventions, including the construction of boreholes, provision of latrines, household water treatment, and hygiene education campaigns, are particularly effective when accompanied by active community engagement.
Despite these interventions, Kuje Community continues to experience sporadic outbreaks of cholera, typhoid, and diarrhea, suggesting that WASH programs may not be achieving their full potential. Implementation challenges, inadequate community adoption, resource limitations, and behavioral barriers may reduce the effectiveness of these initiatives. Assessing the impact of WASH programs in Kuje Community is therefore essential for informing public health planning, optimizing resource allocation, and reducing infectious disease burdens.
1.2 Statement of the Problem
Infectious diseases remain a leading cause of morbidity and mortality in Kuje Community, particularly among children under five years of age. Outbreaks of diarrheal diseases, cholera, typhoid fever, and other sanitation-related illnesses are frequent and often linked to unsafe water sources, poor sanitation, and inadequate hygiene practices.
Although several WASH programs have been introduced, including borehole construction, latrine provision, and hygiene promotion campaigns, infectious disease outbreaks persist. Evidence from local health centers indicates that WASH interventions in Kuje Community have sometimes been inconsistent, poorly monitored, or insufficiently tailored to local needs. Some households continue to rely on untreated water, practice open defecation, and fail to adopt recommended hygiene behaviors. Socioeconomic constraints, cultural practices, and limited awareness further hinder adoption.
Without empirical evaluation, it is difficult to determine the effectiveness of WASH programs, identify barriers to success, or develop strategies to improve outcomes. This study aims to assess the effect of WASH programs on infectious disease control in Kuje Community, examine the extent of community adoption of hygienic practices, and identify challenges and facilitators to program success.
1.3 Research Objectives
The broad objective of this study is to assess the effect of Water, Sanitation, and Hygiene (WASH) programs on infectious disease control in Kuje Community.
Specific objectives include:
- To examine the implementation and coverage of WASH programs in Kuje Community.
- To assess community adoption of hygiene practices promoted through WASH programs.
- To evaluate the effect of WASH programs on the incidence of infectious diseases in Kuje Community.
- To identify barriers and facilitators affecting the effectiveness of WASH programs.

1.5 Hypothesis of the Study
H₀: WASH programs do not have a statistically significant effect on reducing infectious disease incidence in Kuje Community.
H₁: WASH programs have a statistically significant effect on reducing infectious disease incidence in Kuje Community.
1.6 Significance of the Study
This study will provide evidence on the effectiveness of WASH programs in controlling infectious diseases in Kuje Community. It will guide health authorities, NGOs, and policymakers in designing and implementing more efficient and sustainable interventions. Additionally, it will identify behavioral, social, and infrastructural barriers that may limit program impact, enabling targeted strategies to improve adoption and compliance. Academically, the research will contribute to literature on WASH interventions and infectious disease control in Nigerian communities.
1.7 Scope of the Study
The study focuses on WASH programs implemented in Kuje Community over the past five years. It examines water supply initiatives, sanitation facilities, and hygiene promotion activities and their influence on selected infectious diseases such as diarrhea, cholera, and typhoid. The research includes perspectives from households, program implementers, and local health officials.
1.8 Operational Definition of Terms
