INTRODUCTION
1.1 Background to the Study
Urban construction and environmental health are crucial components of sustainable development in rapidly growing cities. As urban areas expand, the need for effective drainage infrastructure becomes increasingly vital to prevent flooding, control erosion, and protect public health. Drainage systems are designed to channel stormwater, wastewater, and surface runoff efficiently, ensuring a safe and hygienic environment (Olanrewaju, 2012). However, in many developing countries, including Nigeria, poor planning, maintenance, and design of drainage systems have resulted in severe environmental and construction-related challenges (Okonkwo & Nwankwo, 2019).
Port Harcourt, the capital of Rivers State and one of Nigeria’s major oil-producing cities, has witnessed rapid urbanization and industrial expansion in recent decades. Unfortunately, this growth has not been matched by adequate drainage infrastructure (Ede, 2010). Poor drainage systems in Port Harcourt often lead to recurrent flooding, road damage, building foundation failures, and outbreaks of waterborne diseases (Amadi & Eze, 2019). Inadequate maintenance, indiscriminate waste disposal into drains, and unregulated urban construction have compounded these problems, undermining both environmental health and infrastructural sustainability.
The connection between drainage and construction is particularly important. Poorly designed or clogged drainage channels increase the hydrostatic pressure on building foundations, leading to structural instability, cracks, and eventual collapse (Oyekan, 2018). Similarly, stagnant water around construction sites promotes mosquito breeding, contaminates groundwater, and poses serious health risks to urban residents (World Health Organization [WHO], 2018). These conditions are aggravated by the effects of climate change, which have intensified rainfall patterns and flooding events in coastal cities like Port Harcourt (Nwafor, 2006).
Consequently, understanding the effects of poor drainage systems on both urban construction and environmental health is essential for promoting sustainable urban development. This study therefore seeks to examine the causes, effects, and implications of inadequate drainage systems in Port Harcourt, with a view to recommending strategies for effective environmental and infrastructural management.
1.2 Statement of the Problem
Despite several government interventions and urban renewal programs, poor drainage remains a persistent problem in Port Harcourt. Blocked, undersized, and poorly maintained drains have become common features across the metropolis, especially in areas like Diobu, Rumuokoro, Mile 3, and Trans-Amadi (Amadi & Eze, 2019). These drainage challenges result in recurrent flooding, which disrupts transportation, damages buildings, and threatens public health.
Furthermore, unplanned urban development, lack of proper construction supervision, and the dumping of solid waste into drains have worsened the situation (Okonkwo & Nwankwo, 2019). The consequences include erosion of construction sites, foundation instability, and increased vector-borne diseases such as malaria and cholera (WHO, 2018). The environmental and economic costs are enormous — frequent repair of infrastructure, loss of property, and health care burdens on residents.
The persistence of these problems raises critical questions about the adequacy of drainage system planning, construction, and maintenance in Port Harcourt. This study therefore investigates how poor drainage systems affect urban construction quality and environmental health, while identifying possible solutions to mitigate the problem.
1.3 Aim and Objectives of the Study
The main aim of this study is to examine the effects of poor drainage systems on urban construction and environmental health in Port Harcourt.
The specific objectives are to:

H₁: There is a significant relationship between the effectiveness of drainage systems and environmental health outcomes in Port Harcourt.
1.6 Significance of the Study
This study is significant for several reasons. It will contribute to the growing body of knowledge on urban environmental management and sustainable construction in Nigeria. The findings will help policymakers, urban planners, and construction professionals understand the link between drainage infrastructure, environmental health, and structural stability.
The study also aims to support the Rivers State Ministry of Environment and other relevant agencies in developing effective drainage maintenance frameworks. For engineers and architects, the results will highlight the need for drainage-conscious design in urban construction projects. Furthermore, it will raise public awareness about the health risks associated with poor drainage management and encourage community participation in environmental sanitation. Academically, the research will serve as a reference material for students and scholars studying environmental health, civil engineering, or urban planning.
1.7 Scope of the Study
The study focuses on the effects of poor drainage systems on urban construction and environmental health within Port Harcourt metropolis, Rivers State. It covers areas including Diobu, Rumuokoro, Mile 3, Trans-Amadi, and Eleme—zones prone to frequent flooding and infrastructural damage. The study examines both technical and environmental aspects, including drainage design, construction practices, maintenance, and public health outcomes. The temporal scope spans observations and data between 2020 and 2025, reflecting recent trends in urban drainage management.
1.8 Limitations of the Study
Potential limitations include restricted access to drainage design data from government agencies, limited cooperation from construction companies, and financial constraints affecting the extent of fieldwork. In addition, seasonal variations in rainfall during the study period may influence observations. Despite these limitations, care will be taken to ensure the reliability and validity of findings through triangulation of data sources.
