Project – The Impact of Flexible Work Arrangements on Employee Performance and Organizational Effectiveness: A Study of Selected Private Companies in Lagos State

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

The contemporary business environment is characterized by rapid technological development, changing employee expectations, globalization, intense competition and increasing pressure on organizations to improve productivity while maintaining an adaptable workforce. These changes have encouraged organizations to reconsider traditional approaches to organizing work, particularly the assumption that employees must perform their duties at fixed times and in fixed locations. Flexible work arrangements (FWAs) have consequently emerged as an important human resource management practice through which organizations provide employees with greater flexibility regarding when, where and sometimes how work is performed. Flexible work arrangements may include flextime, flexible scheduling, compressed workweeks, part-time work, job sharing, teleworking, remote work and hybrid work. Kelliher and Anderson (2010) explain that flexible working has become increasingly important because organizations seek to balance business requirements with employees’ changing expectations concerning autonomy and work-life balance. Similarly, de Menezes and Kelliher (2011), in their systematic review of flexible working and performance, observed that the relationship between flexible working and organizational performance has attracted considerable academic and managerial attention, although the evidence is not uniformly positive across all contexts. Thus, flexible work arrangements have become an important issue in contemporary human resource management because organizations must determine how flexibility can be structured without compromising employee performance and organizational objectives.

Flexible work arrangements are particularly relevant to employee performance because the manner in which work is organized can influence employee autonomy, motivation, concentration, job satisfaction and ability to manage competing work and personal responsibilities. The Job Demands-Resources perspective suggests that employees perform more effectively when they have adequate resources and autonomy to manage job demands. Gajendran and Harrison (2007), in their meta-analysis of telecommuting, found that remote working was generally associated with positive outcomes, including job satisfaction, organizational commitment and perceived autonomy, while also identifying potential boundary-related challenges. More recently, Hackney et al. (2022), after systematically reviewing 37 studies on work-from-home arrangements and performance, reported that many pre-pandemic studies showed positive effects on productivity and performance, although results became more mixed when working from home was mandatory and full-time during the pandemic. This evidence suggests that flexibility can potentially enhance employee performance when appropriately designed, but its effectiveness may depend on the nature of the work, employee characteristics, managerial support and the specific form of flexibility adopted.

Another important dimension of flexible work arrangements is employee autonomy. Employees who have some control over their work schedules or locations may be better positioned to organize their work around periods of high concentration, personal responsibilities and commuting constraints. Such autonomy can contribute to improved work attitudes and performance by giving employees greater control over how they meet organizational expectations. Kelliher and Anderson (2010) found that flexible working arrangements can produce positive outcomes for both employees and organizations, although they also emphasized that flexibility may involve increased work intensity and changes in the psychological relationship between employees and employers. Similarly, Allen et al. (2013) argued that the consequences of flexible work arrangements depend substantially on the type of flexibility available and the organizational context in which it is implemented. Therefore, flexibility should not be viewed automatically as beneficial; rather, organizations need appropriate policies, performance expectations, communication mechanisms and managerial practices to ensure that employee autonomy translates into productive behaviour.

Flexible work arrangements can also influence organizational effectiveness because organizations increasingly require work systems that enable them to respond quickly to changes in markets, technology and employee availability. Organizational effectiveness generally concerns the extent to which an organization achieves its goals efficiently and sustains its ability to operate successfully in a changing environment. Telework and other flexible arrangements can potentially reduce commuting-related constraints, improve access to employees, support business continuity and enable organizations to maintain operations beyond conventional workplace boundaries. A systematic review by Mutiganda et al. (2022) found evidence that teleworking was associated with higher self-reported employee performance and, in some circumstances, improved organizational performance, although the effects varied according to individual characteristics, the degree of teleworking and the nature of work tasks. These findings demonstrate that flexible work arrangements may contribute to organizational effectiveness when organizations establish appropriate systems for coordination, accountability and communication.

The issue of flexible work arrangements became especially prominent following the COVID-19 pandemic, which forced many organizations to adopt remote and flexible working practices to maintain business operations. Although some organizations returned to conventional workplace arrangements after the pandemic, the experience demonstrated that many tasks could be performed through digital platforms and alternative work structures. The increased adoption of remote and hybrid working has subsequently changed employee expectations and organizational approaches to work. Bloom et al. (2015), in a well-known experimental study of working from home, found that employees working from home experienced improvements in performance and reductions in attrition, although the study also showed that individual preferences and workplace conditions matter when determining the appropriate work arrangement. Hackney et al. (2022) similarly concluded that the effects of work-from-home arrangements depend substantially on whether the arrangement is voluntary or mandatory and whether employees have the necessary conditions for productive remote work. Consequently, post-pandemic organizations increasingly face the challenge of determining how much flexibility should be offered and how such flexibility can be aligned with organizational effectiveness.

The Nigerian business environment provides a relevant context for examining flexible work arrangements because organizations operate within an environment characterized by traffic congestion, long commuting distances, technological change, workforce diversity and increasing dependence on digital communication. Lagos State, in particular, is Nigeria’s major commercial and economic centre, with a concentration of private companies across banking, telecommunications, consulting, technology, manufacturing, professional services and other sectors. The practical relevance of flexible working is therefore substantial because employees may spend considerable time commuting between residential areas and business districts. Nigerian research is beginning to examine the relationship between flexibility and employee outcomes. For example, a Nigerian study by Suleiman and Salawudeen (2024) examined flexible work arrangements and employee job performance and argued that flexible working can provide organizations with an important mechanism for addressing changing workforce expectations and productivity challenges. Similarly, recent research among employees in Nigerian universities found that flexible work had a significant positive effect on job performance and work engagement, suggesting that flexibility can produce beneficial employee outcomes when properly implemented.

Despite the potential benefits of flexible work arrangements, their effect on employee performance and organizational effectiveness remains complex and context-dependent. Flexible working can create difficulties relating to employee monitoring, communication, coordination, work-home boundaries, technological access, organizational culture and managerial trust. De Menezes and Kelliher (2011) noted that the evidence linking flexible working directly to business performance was not conclusive, partly because studies differed substantially in how flexibility and performance were measured. Similarly, the 2024 review by Çivilidağ and Durmaz identified a substantial body of research examining flexible work arrangements and employee performance while emphasizing the need to understand the conditions under which flexibility produces positive or negative outcomes. Recent meta-analytic evidence has also shown that different types of flexibility, including flexibility in time and flexibility in location, may produce different outcomes. These issues demonstrate the need for empirical research within specific organizational and geographical contexts rather than assuming that flexible work arrangements will have the same effect in every organization.

The growing use of hybrid and flexible working practices therefore creates an important management question for private companies in Lagos State: whether providing employees with greater flexibility actually improves their performance and contributes to broader organizational effectiveness. Existing international research provides evidence of both positive and mixed outcomes, while emerging Nigerian studies suggest that flexible work can improve employee performance under appropriate conditions. However, there remains a need to investigate the issue specifically among employees of selected private companies in Lagos State, where organizational culture, managerial practices, technological infrastructure, commuting conditions and employee expectations may differ from those in other environments. This study therefore seeks to examine the impact of flexible work arrangements on employee performance and organizational effectiveness among selected private companies in Lagos State. The study is expected to provide empirical evidence that can assist private-sector organizations in determining whether arrangements such as flexible working hours, remote work, compressed work schedules and hybrid work can be strategically used to improve employee performance and organizational effectiveness.

1.2 Statement of the Problem

The traditional model of organizational work, in which employees are expected to work at fixed hours and remain physically present at designated workplaces, is increasingly being challenged by changes in technology, employee expectations and the nature of contemporary business operations. Although many private companies in Nigeria continue to rely heavily on conventional work structures, employees increasingly expect greater flexibility in how and when work is performed. The difficulty for management is that flexibility can potentially improve employee autonomy, job satisfaction and productivity, but it can also create problems of supervision, communication, coordination and accountability. The systematic review by de Menezes and Kelliher (2011) found that evidence regarding the business benefits of flexible working was not conclusive, indicating that organizations cannot simply assume that introducing flexibility will automatically improve performance. The problem is therefore how private companies can design flexible work policies that provide employees with useful flexibility while maintaining expected standards of performance and organizational control.

A second problem concerns employee performance. Although flexible working may enable employees to manage their time more effectively and reduce commuting pressures, it may also expose employees to distractions, blurred work-home boundaries, communication difficulties and reduced supervision. The outcomes may consequently vary between employees and organizations. Hackney et al. (2022) found that the impact of work-from-home arrangements on productivity and performance differed depending on whether working from home was voluntary or mandatory and whether the arrangement was implemented under normal conditions or during the extraordinary circumstances of the COVID-19 pandemic. Similarly, Mutiganda et al. (2022) found that teleworking could be associated with improved performance, but that the magnitude of the effect depended on individual and organizational circumstances. This creates uncertainty for private companies in Lagos State regarding whether flexible work arrangements will improve employee performance or instead create conditions that reduce productivity.

A third problem relates to organizational effectiveness. Organizations do not exist merely to provide employees with favourable working conditions; they must achieve strategic goals, deliver quality products and services, control costs, satisfy customers and remain competitive. Consequently, a flexible work arrangement can only be considered successful if it contributes to organizational objectives rather than benefiting employees at the expense of organizational performance. Previous research has produced mixed findings regarding the organizational consequences of flexible working. De Menezes and Kelliher (2011) identified inconsistencies in the evidence linking flexibility to business performance, while more recent research has shown that teleworking and flexible work can produce positive organizational outcomes under certain conditions. This inconsistency indicates that the organizational effectiveness implications of flexible work arrangements cannot be taken for granted. There is therefore a need to determine whether flexible work arrangements among selected private companies in Lagos State contribute to improved organizational effectiveness through better employee performance, productivity, efficiency and goal attainment.

A further problem is the limited empirical evidence specifically linking different forms of flexible work arrangements with both employee performance and organizational effectiveness among private companies in Lagos State. Existing studies have examined teleworking, work-from-home, flexible scheduling and hybrid work in different countries and sectors, while some Nigerian studies have focused on particular sectors such as universities, hospitals or public organizations. For instance, Salau et al. (2024) investigated flexible work arrangements and employee performance in private hospitals in Lagos State, while more recent research has examined flexible working and job satisfaction among entrepreneurial firms in Lagos State. However, these studies do not fully resolve the broader question of how flexible work arrangements affect both employee performance and organizational effectiveness across selected private companies. This creates a contextual and empirical gap that the present study seeks to address by examining the relationship between flexible work arrangements, employee performance and organizational effectiveness within selected private companies in Lagos State.

1.3 Purpose of the Study

The general purpose of this study is to examine the impact of flexible work arrangements on employee performance and organizational effectiveness among selected private companies in Lagos State.

The specific objectives are to:

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: Flexible work arrangements have no significant effect on employee performance and organizational effectiveness among selected private companies in Lagos State.

1.6 Significance of the Study

This study will be significant to the management of private companies because it will provide empirical information on whether flexible work arrangements contribute to employee performance and organizational effectiveness. The findings may assist managers in determining the appropriate forms of flexibility to introduce and the conditions necessary for such arrangements to succeed.

The study will be significant to employees because it will provide evidence regarding the potential benefits and challenges of flexible working. The findings may help employees understand how flexible working arrangements can be used responsibly without compromising productivity, accountability and organizational objectives.

The study will also be useful to human resource managers and practitioners. Human resource departments are increasingly responsible for designing policies that accommodate changing employee expectations while supporting organizational performance. The findings may provide guidance for developing policies relating to flexible hours, remote work, hybrid work and other forms of workplace flexibility.

The study will be useful to owners and executives of private companies because organizational effectiveness depends partly on the ability to utilize human resources efficiently. Evidence from the study may assist organizational leaders in determining whether flexible work arrangements can contribute to productivity, employee commitment, efficiency and achievement of organizational goals.

The study will also be useful to policymakers and labour-related institutions. As workplace practices evolve, empirical evidence regarding flexible work may contribute to discussions concerning appropriate workplace policies, employee welfare and organizational productivity in Nigeria.

Finally, the study will contribute to academic literature on human resource management, organizational behaviour and business administration. It will provide a basis for future researchers interested in flexible work arrangements and their consequences in Nigeria and other developing economies.

1.7 Scope of the Study

The study focuses on the impact of flexible work arrangements on employee performance and organizational effectiveness among selected private companies in Lagos State.

The study will concentrate on selected dimensions of flexible work arrangements, including flexible working hours, remote working and hybrid work arrangements.

Employee performance constitutes the major employee-level dependent variable, while organizational effectiveness constitutes the broader organizational outcome. Employee performance will be considered in terms of productivity, quality of work, timeliness and achievement of assigned responsibilities. Organizational effectiveness will be considered in terms of organizational productivity, efficiency, goal attainment and adaptability.

Geographically, the study is restricted to selected private companies operating in Lagos State, Nigeria. The study will focus on employees and relevant management personnel within the selected organizations.
