INTRODUCTION

1.1 Background of the Study

Education is widely acknowledged as a fundamental tool for national development, human capital formation, and socio‑economic progress (Obi et al., 2016), and government budget allocation is critical in determining the quality of educational service delivery. Government spending on education is intended to improve access, learning environment, teacher quality, infrastructure, instructional materials, and students’ academic success. Yet, public funding for education in Nigeria frequently falls short of global and national benchmarks, compromising the quality of education across states including Lagos State (BusinessDay NG, 2025; Veriva Africa, 2026).

In Nigeria’s national budget for 2025, education spending was increased to N3.52 trillion, representing approximately 7.08% of total expenditure — still below the UNESCO‑recommended 15–20% benchmark for sustainable education financing (Premium Times; BusinessDay NG, 2025). Across states, education budgets have increased nominally, but longstanding structural and execution challenges persist. States collectively reported a significant budget execution gap with only about 67% of allocated education funds disbursed in 2024, resulting in an approximate N800 billion shortfall in capital projects and other programs (Punch NG, 2025; ThisDayLive, 2025).

Lagos State, Nigeria’s commercial capital, has similarly struggled with translating budget allocations into quality educational outcomes. In the first quarter of 2025, Lagos State recorded a poor budget performance of just 2.7% in its education sector, indicating that only a fraction of the approved N23.16 billion was released to key education agencies during that period (The Whistler, 2025). Such limited fund release has implications for school rehabilitation, teacher support, curricula enhancement, and quality assurance interventions. Simultaneously, Lagos State’s public secondary schools experienced disappointing academic results in the 2024 West African Senior School Certificate Examination (WASSCE), with a reported failure rate of 54.3% among students sponsored by the state government (The Whistler, 2025).

These trends reflect a critical concern: despite fiscal commitments and incremental budget rises, education outcomes have not improved proportionately, suggesting inefficiencies in budget allocation, release, and utilization (Veriva Africa, 2026; BusinessDay NG, 2025). The dynamic in Lagos — between increased budget figures and poor execution, infrastructure deficits, inadequate learning resources, and disappointing examination performance — underscores a complex challenge that warrants systematic investigation.

1.2 Statement of the Problem

Despite successive budgetary allocations to the education sector in Lagos State, evidence suggests that the actual impact on the quality of public secondary education has been limited. A major concern is the wide gap between approved education budgets and the funds actually released and executed. In the first quarter of 2025, Lagos State achieved only 2.7% budget performance in the education sector, leaving significant portions of allocated funds unutilized by essential agencies (The Whistler, 2025). This undermines the state’s ability to maintain school infrastructure, procure instructional materials, or support teacher capacity development effectively.

The poor execution of the education budget has coincided with dismal student performance in standardized examinations. Over half of Lagos State public school students failed the 2024 WASSCE, raising questions about the capacity of existing financing and educational management to yield improved learning outcomes (The Whistler, 2025). This situation echoes broader national issues where increased budget figures have not translated into commensurate quality improvements in learning environments or academic performance, partly due to systemic inefficiencies, inflationary pressures, and a high proportion of recurrent expenditures relative to capital investments (BusinessDay NG, 2025; Veriva Africa, 2026).

Furthermore, Nigeria’s overall education funding remains below global standards, with national allocations hovering around 7% of total budgets — under the UNESCO recommendation — limiting the resources available for public schooling at both federal and sub‑national levels (BusinessDay NG, 2025). Given these persistent gaps in execution and outcome, there is a need to examine whether the quantity and use of government budget allocations genuinely influence the quality of secondary education in Lagos State.

1.3 Research Questions

This study seeks to answer the following questions:

1. To what extent does government budget allocation influence the quality of public secondary education in Lagos State?

2. What is the relationship between education budget execution and academic outcomes in Lagos State public secondary schools?

3. What are the key challenges affecting the utilization of education budget funds in Lagos State?

1.4 Research Objective

The main objective of this study is to assess the impact of government budget allocation on the quality of public secondary education in Lagos State. Sub‑objectives include:

• Evaluating how budget releases correlate with educational performance indicators.

• Identifying challenges that hinder effective utilization of education budgets.

• Making policy recommendations to enhance quality outcomes through improved fiscal planning and execution.

1.5 Research Hypothesis

The study proposes the following hypothesis:

H₀: Government budget allocation has no significant effect on the quality of public secondary education in Lagos State.
H₁: Government budget allocation has a significant effect on the quality of public secondary education in Lagos State.

1.6 Significance of the Study

The findings of this research will be valuable to policymakers, educational administrators, and stakeholders involved in education planning and financing. By elucidating the relationship between government budget allocation, execution, and educational quality, the study can help design strategies to improve budget planning, execution monitoring, and accountability within the education sector. It will also contribute empirical evidence to academic literature on education financing and public sector efficiency in developing economies.

1.7 Scope of the Study

The study will focus on selected public secondary schools in Lagos State and budgetary periods from 2022 to 2025 to capture recent fiscal trends and educational outcomes. It will examine data on budgetary allocations, release schedules, execution rates, and student performance indicators.

1.8 Definition of Terms

• Budget Allocation: The planned distribution of financial resources by government to the education sector within a fiscal year.

• Budget Execution: The actual release and utilization of the allocated budget.

• Educational Quality: Measured through learning outcomes, examination performance, adequacy of infrastructure, and availability of instructional materials.

• Public Secondary Education: Government‑funded schooling that provides education to students typically aged 12–18 years.
