INTRODUCTION

1.1 Background of the Study

Education is universally acknowledged as a critical driver of individual and societal development. Primary education, being the foundation of formal learning, plays a pivotal role in shaping knowledge, values, attitudes, and behaviors that influence civic participation and engagement (UNESCO, 2015). Civic engagement encompasses the activities through which citizens participate in the social, political, and economic life of their communities, including voting, volunteering, advocacy, and participation in community decision-making processes (Putnam, 2000).

In Nigeria, the importance of primary education extends beyond literacy and numeracy; it is also essential in cultivating informed, responsible, and participatory citizens (Ogunyemi, 2019). Lagos Mainland Local Government Area, one of the densely populated urban areas in Lagos State, exhibits diverse socio-economic and cultural characteristics. While the region benefits from several educational initiatives, disparities in access, quality, and completion rates of primary education may influence residents’ civic engagement levels. Research suggests that early educational experiences contribute to shaping democratic attitudes and active participation in community life (Nie, Junn & Stehlik-Barry, 1996). Consequently, understanding how primary education impacts civic engagement in urban Nigerian contexts is crucial for policymakers, educators, and community stakeholders aiming to foster participatory governance and social cohesion.

Despite the emphasis on primary education in national policy frameworks, civic engagement among residents remains inconsistent, raising questions about the effectiveness of early educational interventions in nurturing active citizenship. Factors such as teaching quality, curriculum relevance, socio-economic status, and parental involvement may mediate the relationship between primary education and civic participation (Aina & Oladipo, 2020).

1.2 Statement of the Problem

Civic engagement is critical for sustaining democratic governance, social cohesion, and community development. However, evidence from Lagos Mainland Local Government Area indicates a low level of citizen participation in local governance and community initiatives, despite significant improvements in primary school enrollment over the past decades (Lagos State Ministry of Education, 2021). While primary education is expected to instill civic knowledge, values, and social responsibility, it remains unclear how effectively the education system translates into active community participation among residents.

Several issues contribute to this challenge. First, primary education in some schools may not adequately incorporate civic education, leading to limited awareness of civic rights and responsibilities. Second, socio-economic constraints may hinder the ability of residents to engage in community activities even when they are knowledgeable. Third, there is limited empirical research on the direct relationship between primary education and civic engagement in Lagos Mainland LGA, creating a gap in understanding how educational foundations influence participatory behavior. Addressing this gap is essential for improving both educational strategies and civic participation outcomes.

1.3 Research Objectives

The main objective of this study is to examine the impact of primary education on civic engagement among residents of Lagos Mainland Local Government Area. Specific objectives include:

1. To assess the level of primary education attainment among residents of Lagos Mainland LGA.

2. To evaluate the level of civic engagement among residents of Lagos Mainland LGA.

3. To examine the relationship between primary education attainment and civic engagement.

4. To identify factors that enhance or limit civic engagement despite primary education.

1.4 Research Questions

1. What is the level of primary education attainment among residents of Lagos Mainland LGA?

1.5 Hypothesis

Ho: Primary education has no significant impact on civic engagement among residents of Lagos Mainland Local Government Area.
Hi: Primary education has a significant impact on civic engagement among residents of Lagos Mainland Local Government Area.

1.6 Significance of the Study

This study is significant in several ways:

• It provides empirical evidence on the relationship between primary education and civic engagement in an urban Nigerian context, particularly Lagos Mainland LGA.

• It offers insights for policymakers on how to integrate civic education more effectively into primary school curricula.

• It benefits educators by highlighting areas in teaching that foster social responsibility and active citizenship.

• It informs community organizations and NGOs on strategies to increase civic participation among residents.

1.7 Scope of the Study

This study focuses on the impact of primary education on civic engagement among adult residents of Lagos Mainland Local Government Area, Lagos State. It considers residents’ educational attainment, civic participation levels, and socio-economic factors influencing engagement. The study does not extend to other levels of education such as secondary or tertiary education.

1.8 Operational Definition of Terms

• Primary Education: The initial stage of formal education, typically covering basic literacy, numeracy, and introductory civic knowledge, usually lasting six years in Nigeria.

• Civic Engagement: Participation by individuals in activities that contribute to the governance and improvement of their communities, including voting, volunteering, and advocacy.

• Residents: Individuals living in Lagos Mainland Local Government Area for at least five years, irrespective of their current occupation.
