INTRODUCTION

1.1 Background of the Study

Juvenile delinquency, defined as the engagement of minors in illegal, antisocial, or disruptive behaviors, poses a significant challenge to societal development worldwide (Adewumi, 2018). It includes acts such as theft, vandalism, truancy, drug abuse, and gang-related activities. Research has shown that delinquent behaviors often originate from a combination of family, peer, socio-economic, and educational factors (Hirschi, 1969). Among these, education—particularly primary education—plays a crucial role in shaping the moral, cognitive, and social development of children, thereby influencing their likelihood of engaging in delinquent behavior.

Primary education is the first formal stage of education in Nigeria, aimed at providing foundational skills in literacy, numeracy, social values, and civic responsibility (UNESCO, 2015). Beyond academic knowledge, primary education equips children with problem-solving abilities, ethical awareness, and social skills that are essential for personal development and societal conformity (Okeke, 2017). Early exposure to structured learning environments helps inculcate discipline, respect for rules, and positive peer interactions, all of which are protective factors against juvenile delinquency (Ogunyemi, 2019).

In urban areas such as Surulere Local Government Area of Lagos State, juvenile delinquency is particularly prevalent due to rapid urbanization, population density, peer pressure, and exposure to social vices (Lagos State Ministry of Youth and Social Development, 2022). While interventions such as community policing, youth empowerment programs, and parental guidance exist, primary education remains a critical preventive mechanism. Studies indicate that children who successfully complete primary education are more likely to develop self-control, respect for societal norms, and engagement in constructive activities, reducing the risk of delinquent behavior (Aina & Oladipo, 2020).

However, despite policies emphasizing compulsory primary education, gaps remain in access, quality, and parental support, which may undermine its preventive potential. Understanding how primary education influences juvenile delinquency in Surulere LGA is crucial for designing effective educational, social, and policy interventions.

1.2 Statement of the Problem

Juvenile delinquency in Surulere Local Government Area has been a growing concern for local authorities, law enforcement agencies, parents, and educators. Reports indicate rising incidents of petty theft, school dropout, truancy, drug abuse, and gang involvement among adolescents (Lagos State Ministry of Youth and Social Development, 2022). While multiple factors contribute to these behaviors, inadequate or inconsistent primary education may leave children without the moral guidance, problem-solving skills, and social awareness needed to resist delinquent influences.

In some communities, children face challenges such as overcrowded classrooms, poorly trained teachers, and lack of access to extracurricular activities, which limit the developmental benefits of primary education. Consequently, these children may be more susceptible to peer pressure, social vices, and criminal behavior (Okeke, 2017). Despite its recognized importance, empirical evidence on the role of primary education in reducing juvenile delinquency in Surulere LGA is limited, creating a knowledge gap that hinders effective policy and intervention planning. This study seeks to address this gap by examining the relationship between primary education and juvenile delinquency among youths in Surulere.

1.3 Research Objectives

The main objective of this study is to examine the role of primary education in reducing juvenile delinquency in Surulere Local Government Area, Lagos. Specific objectives include:

1. To assess the level of primary education attainment among juveniles in Surulere LGA.

2. To determine the prevalence of juvenile delinquency in Surulere LGA.

3. To examine the relationship between primary education and juvenile delinquency among residents.

4. To identify socio-economic and environmental factors that influence juvenile delinquency despite primary education.

1.4 Research Questions

1. What is the level of primary education attainment among juveniles in Surulere LGA?

2. What is the prevalence of juvenile delinquency in Surulere LGA?

3. How does primary education influence juvenile delinquency in Surulere LGA?

4. What socio-economic and environmental factors influence juvenile delinquency despite primary education?

1.5 Hypothesis

Ho: Primary education has no significant effect on reducing juvenile delinquency among residents of Surulere Local Government Area.
Hi: Primary education has a significant effect on reducing juvenile delinquency among residents of Surulere Local Government Area.

1.6 Significance of the Study

This study is significant in several ways:

• It provides empirical evidence on the influence of primary education on juvenile delinquency, which can guide policymakers and educational authorities in Lagos State.

• It highlights areas in primary education that can be strengthened to prevent delinquent behaviors.

• It benefits parents, educators, and community organizations by identifying preventive measures against juvenile delinquency.

• It contributes to the literature on education and youth development in urban Nigerian contexts, particularly in Lagos State.

1.7 Scope of the Study

This study focuses on the role of primary education in reducing juvenile delinquency among youths aged 10–17 years in Surulere Local Government Area, Lagos. The study considers both formal primary education experiences and socio-economic factors that may mediate delinquent behavior. Other levels of education, such as secondary or tertiary education, are beyond the scope of this study.

1.8 Operational Definition of Terms

• Primary Education: The first stage of formal schooling, typically covering ages 6–12, focusing on basic literacy, numeracy, social values, and early civic education.

• Juvenile Delinquency: Acts of antisocial or criminal behavior committed by individuals under the age of 18.

• Residents: Individuals living in Surulere LGA for at least five years, including both juveniles and adults familiar with local youth behaviors.
