INTRODUCTION

1.1 Background of the Study

Procurement plays a critical role in the successful delivery of construction projects, particularly in developing economies like Nigeria where cost overruns, delays, and inefficiencies are prevalent. Procurement practices refer to the processes involved in sourcing goods, services, and works required for project execution, including planning, tendering, supplier selection, contract management, and logistics coordination. In the construction industry, procurement is not merely a purchasing function but a strategic activity that significantly influences project cost, quality, and overall value delivery.

The construction sector is a major driver of economic development, contributing to infrastructure growth, employment generation, and industrial expansion. However, the sector is often characterized by poor cost management, waste of resources, and suboptimal value realization. Studies have shown that ineffective procurement practices contribute significantly to these challenges, leading to inflated project costs and reduced value for money (Aje, 2012). Consequently, improving procurement processes has become a priority for both public and private sector organizations involved in construction.

Cost reduction in construction projects involves minimizing expenses without compromising quality, safety, and project performance. This can be achieved through efficient procurement planning, competitive bidding, strategic supplier relationships, and effective contract management. Procurement practices such as bulk purchasing, framework agreements, and value engineering have been identified as key strategies for reducing project costs (Thai, 2009). In addition, the adoption of modern procurement systems, including e-procurement, has enhanced transparency, efficiency, and cost control in project delivery.

Value optimization, on the other hand, focuses on maximizing the benefits derived from project investments. It involves achieving the best possible balance between cost, quality, and functionality. In construction, value optimization ensures that projects meet client requirements while delivering long-term benefits. Effective procurement practices contribute to value optimization by ensuring the selection of competent contractors, quality materials, and efficient project execution methods (Ogunsanmi, 2013). This aligns with the concept of “value for money,” which emphasizes obtaining the best outcomes from available resources.

In Nigeria, the Public Procurement Act (2007) was introduced to improve procurement processes in public sector projects. Despite this regulatory framework, many construction projects still experience cost overruns and fail to achieve optimal value. This suggests gaps in the implementation of procurement best practices. Factors such as corruption, lack of professional expertise, poor planning, and inadequate monitoring mechanisms continue to undermine procurement effectiveness in the construction industry.

Furthermore, the increasing complexity of construction projects, coupled with rising material costs and economic uncertainties, has made efficient procurement practices more important than ever. Organizations are now adopting innovative procurement strategies such as integrated project delivery, strategic sourcing, and sustainable procurement to enhance cost efficiency and value creation. These approaches emphasize collaboration, transparency, and lifecycle cost considerations.

Given the significant impact of procurement on project outcomes, there is a need to examine how procurement practices influence cost reduction and value optimization in construction projects. Understanding this relationship will provide insights into improving procurement strategies and enhancing project performance in Nigeria’s construction sector.

1.2 Statement of the Problem

Despite the recognized importance of procurement practices in construction project management, many construction projects in Nigeria continue to suffer from cost overruns, budget inefficiencies, and poor value delivery. It is not uncommon for projects to exceed their initial budgets by significant margins, leading to financial strain on both contractors and clients. These challenges raise concerns about the effectiveness of existing procurement practices in achieving cost reduction and value optimization.

One of the major problems is the lack of proper procurement planning. In many cases, project requirements are not clearly defined at the initial stages, leading to frequent changes, delays, and increased costs. Poor planning often results in emergency procurement decisions, which tend to be more expensive and less efficient. Additionally, inadequate market research and lack of competitive bidding processes limit the ability of organizations to secure the best value for their investments.

Another critical issue is the prevalence of unethical practices such as favoritism, bribery, and contract inflation in procurement processes. These practices undermine transparency and accountability, resulting in the selection of incompetent contractors and suppliers. Consequently, project quality is compromised, and costs are unnecessarily inflated. The lack of strict enforcement of procurement regulations further exacerbates this problem.

Moreover, many construction firms lack the technical expertise and capacity to implement modern procurement strategies. Traditional procurement methods, which often prioritize the lowest bid rather than overall value, fail to consider factors such as quality, lifecycle costs, and contractor reliability. This approach leads to poor project outcomes and increased maintenance costs over time.

In addition, weak contract management practices contribute to inefficiencies in construction projects. Poor monitoring and evaluation of supplier performance often result in delays, substandard work, and cost escalations. The absence of effective communication and coordination among stakeholders further complicates project execution.

Another significant challenge is the limited adoption of technology in procurement processes. While e-procurement systems have the potential to improve efficiency and transparency, their implementation remains low in many construction organizations. This limits the ability to track procurement activities, analyze data, and make informed decisions.

Given these persistent challenges, it becomes necessary to critically examine the role of procurement practices in achieving cost reduction and value optimization in construction projects. 1.7 Scope of the Study
