INTRODUCTION

1.1 Background to the Study

Workplace conflict is an inevitable feature of organizational life because employees and management may differ in their expectations, interests, perceptions, values and interpretations of workplace policies. Such differences may arise from issues relating to remuneration, promotion, workload, supervision, job security, discipline, working conditions, leave, organizational change and the allocation of resources. Although disagreement does not necessarily produce destructive consequences, unresolved workplace disputes can undermine cooperation, employee morale and organizational effectiveness. Consequently, contemporary organizations increasingly recognize the importance of mechanisms that can address disagreements before they escalate into prolonged grievances, formal litigation or industrial action. This study therefore focuses on selected public institutions in Enugu State in order to examine the role of workplace mediation in resolving employee disputes and improving employee–management relations.

1.2 Statement of the Problem

Employee disputes constitute a significant challenge to effective organizational administration because disagreements that are not properly addressed may gradually develop into serious workplace conflict. In public institutions, disputes may arise from promotion, remuneration, workload, transfers, disciplinary decisions, interpretation of employment conditions, participation in decision-making and perceived unfair treatment. The existence of formal administrative procedures does not necessarily guarantee that employees’ concerns will be satisfactorily addressed. Chukwuemeka et al. (2012), in their study of the local government system in Enugu State, found that the framework for managing labour conflict and grievances was poor and that management did not always bargain with staff or adequately explain its positions during conflict situations.
