INTRODUCTION

1.1 Background to the Study

Ethnic politics has become a deeply entrenched feature of Nigeria’s political culture, tracing its roots to the colonial era when the British colonial administration implemented a system of indirect rule. This approach entrenched ethnic divisions by administering the country through traditional rulers and regional structures that corresponded with major ethnic lines. Post-independence efforts to create a unified national identity were undermined by the competition among ethnic groups for political power and economic resources. As a result, ethnicity evolved from a mere cultural identifier into a powerful political tool that continues to influence electoral behavior, access to state resources, and political appointments in Nigeria (Suberu, 2001).

Nigeria’s federal structure, though intended to accommodate the country’s ethnic diversity, has often exacerbated inter-ethnic rivalries. Instead of promoting cooperation and inclusion, federalism in Nigeria has become a battleground for ethnic groups seeking greater control over political and economic power. Political parties, which ideally should be platforms for issue-based competition, often serve as ethnic coalitions that mirror regional interests. This has hindered the development of a national political culture rooted in ideology and civic nationalism (Osaghae & Suberu, 2005). As such, the political space is often dominated by ethnic loyalty rather than competence, weakening efforts at true nation-building.

The 2023 presidential elections vividly exemplified the enduring nature of ethnic politics in Nigeria. With Bola Ahmed Tinubu of the All Progressives Congress (APC), Atiku Abubakar of the People’s Democratic Party (PDP), and Peter Obi of the Labour Party (LP) representing the Yoruba, Hausa-Fulani, and Igbo ethnic groups respectively, the contest took on a deeply ethnic dimension. Each candidate secured the majority of votes from their respective ethnic regions, reinforcing the notion that ethnic affiliation remains a key determinant of electoral outcomes. This trend was further exacerbated by political rhetoric that emphasized ethnic pride and marginalization rather than national unity or development agendas.

Ethnic sentiment permeated both the campaign process and the public discourse surrounding the 2023 elections. Political campaigns were largely tailored to appeal to regional and ethnic identities, with each major candidate portrayed as the representative of his ethnic group. Social media, which has become a powerful political tool, was flooded with ethnic propaganda, hate speech, and misinformation. It has created a political environment where ethnic considerations outweigh merit and where the national interest is often subordinated to regional agendas. The failure to cultivate issue-based politics has denied Nigerians the opportunity to engage in meaningful political debates and to choose leaders based on competence and vision. This has serious implications for national development, social harmony, and the consolidation of democracy.

Given these realities, it is essential to critically examine how ethnic politics affected the conduct and outcomes of the 2023 presidential elections and, by extension, its impact on national integration. Such an investigation is necessary not only to understand the political behavior of Nigerian electorates but also to identify strategies for reducing ethnic polarization in the political space. Only by confronting the challenges posed by ethnic politics can Nigeria hope to build a united, peaceful, and inclusive democratic society.

1.2 Statement of the Problem

Nigeria’s aspiration for national integration has been continuously challenged by deep-rooted ethnic divisions that manifest prominently in the political arena. Although the country has implemented several nation-building strategies—such as the Federal Character Principle, which mandates equitable representation of different ethnic groups in public offices, and the National Youth Service Corps (NYSC), which promotes cross-cultural interaction among Nigerian youth—these efforts have not been sufficient to overcome the pervasive influence of ethnic identity in politics. The political process remains largely driven by ethnic considerations, undermining the effectiveness of these unifying frameworks and weakening the national consciousness needed for sustainable integration.

The 2023 presidential elections revealed the persistent salience of ethnic affiliation in shaping political behavior. Despite being a democratic process where leadership should ideally be chosen based on competence, integrity, and policy vision, many voters chose candidates primarily based on ethnic and regional affiliations. The major contenders—Bola Ahmed Tinubu, Atiku Abubakar, and Peter Obi—each drew the bulk of their support from their respective ethnic strongholds. Campaigns were often devoid of issue-based debates and instead focused on appealing to regional loyalties and ethnic pride. This trend not only skewed the democratic process but also exacerbated inter-group tensions, deepening the lines of division within the country.

This ethnic polarization of political engagement poses a significant threat to democratic development and the cohesion of the Nigerian state. When political competition is reduced to ethnic rivalry, the legitimacy of elected leaders is often questioned, especially by those who feel excluded from the power structure. Such a scenario diminishes national identity and reinforces the perception that political power is a zero-sum game between ethnic groups. As a result, democratic institutions are weakened, public trust in governance declines, and political instability becomes more likely, particularly in the aftermath of contentious elections.

The core problem, therefore, lies in the persistent failure of Nigeria’s political system to foster a truly inclusive national identity that transcends ethnic boundaries. Rather than unifying the country, elections have become flashpoints for the expression of ethnic grievances and struggles for dominance. This undermines the very essence of democracy and impedes efforts to build a strong, united Nigeria. Without meaningful reforms that address the structural and psychological foundations of ethnic politics, national integration will remain elusive.

In light of the above, this study seeks to examine the role ethnic politics played in the 2023 presidential elections and to evaluate its broader implications for national integration in Nigeria. By analyzing voting patterns, campaign strategies, and post-election reactions through an ethnic lens, the research aims to highlight how ethnic politics continues to distort the democratic process. Ultimately, the goal is to inform policy directions and civic interventions that can reduce ethnic polarization and promote unity in Nigeria’s political development.

1.3 Objectives of the Study

The general objective of this study is to investigate the effects of ethnic politics on national integration using the 2023 presidential elections as a case study. Specifically, the study aims to:

1. Examine the role of ethnic identity in shaping voter behavior during the 2023 elections.
2. Analyze how political parties and candidates leveraged ethnic sentiments in their campaigns.
3. Assess the impact of ethnic politics on national unity and integration in the aftermath of the elections.
4. Recommend strategies to mitigate the influence of ethnic politics in Nigeria’s democratic processes.

To achieve the stated objectives, the following research questions will guide the study:

1.5 Hypothesis

In order to empirically investigate the research questions, the following hypothesis is proposed:
H₀: There is no significant relationship between ethnic politics and national integration in the 2023 presidential elections.

1.6 Significance of the Study

1.7 Scope of the Study

This study focuses on the 2023 Nigerian presidential elections and examines the ethnic dynamics that shaped the electoral process and its aftermath. While the broader themes of ethnic politics and national integration will be discussed, the primary focus is on the presidential contest and how it reflects and reinforces ethnic cleavages in Nigeria. Geographically, the study covers voting patterns and political behaviors across Nigeria’s six geopolitical zones to provide a comprehensive national perspective.

1.8 Operational Definition of Terms

Ethnic Politics: Ethnic politics refers to the strategic use of ethnic identity as a foundational tool for political mobilization, decision-making, and power acquisition. It involves appealing to voters and supporters based on shared ethnic heritage rather than on ideological beliefs, competence, or policy agendas. In Nigeria, where ethnic diversity is both widespread and politically salient, ethnic politics manifests in party formation, candidate selection, voting behavior, and political appointments. It often leads to the dominance of ethnicity over meritocracy in governance, thereby fostering division, marginalization, and a lack of national cohesion. Ethnic politics thrives in environments where political actors exploit historical grievances and identity-based sentiments to gain political advantage.

National Integration: National integration is the process through which various ethnic, religious, and regional groups within a nation develop a common identity, shared values, and a collective sense of belonging to the state. It is a critical element in building political stability, unity, and sustainable development, particularly in multi-ethnic societies like Nigeria. National integration seeks to bridge differences by promoting equality, social justice, cultural tolerance, and inclusive governance. Mechanisms such as the Federal Character Principle, National Youth Service Corps (NYSC), and unity schools were designed in Nigeria to foster this integration. However, the continued influence of ethnic politics has significantly undermined these efforts.

Presidential Elections: Presidential elections are the democratic process through which the citizens of Nigeria elect the President, who serves as the Head of State and Government. Conducted every four years, these elections provide a critical opportunity for political participation and leadership transition in the country. The process involves voter registration, political campaigns, voting, and the announcement of results by the Independent National Electoral Commission (INEC). Ideally, presidential elections should reflect the popular will of the people based on candidates’ policy proposals, vision, and competence. However, in Nigeria, electoral choices are often shaped by ethnic, regional, and religious affiliations, making the elections a reflection of identity politics rather than democratic maturity.

Ethnicity: Ethnicity is a social construct that categorizes people based on shared cultural elements such as language, religion, ancestry, customs, and traditions. In the Nigerian context, ethnicity is a powerful identity marker that influences how individuals interact with the state, participate in politics, and relate to fellow citizens. While ethnic identity can serve as a source of cultural pride and communal solidarity, it often becomes a tool for political exclusion and favoritism when manipulated. The prevalence of ethnic consciousness in Nigeria’s political and social systems has contributed significantly to group rivalry, mistrust, and conflict, thereby impeding the broader goal of national unity and social integration.
