Chapter One: Introduction

1.1 Background to the Study

In the evolving landscape of education, the effectiveness of teaching is paramount to achieving desired student outcomes (Ogunniyi & Famuyiwa, 2024). In Lagos State, Nigeria, secondary school teachers play a pivotal role in shaping students’ educational experiences. However, the dynamic nature of educational demands requires that teachers continually update their skills and knowledge (Iyunade, 2017). Continuous Professional Development (CPD) has emerged as a key mechanism to address this need.

CPD encompasses a range of activities aimed at enhancing teachers’ professional knowledge, skills, and attitudes, including workshops, seminars, in-service training, and collaborative learning opportunities (Alade & Odebode, 2014). The Teachers’ Registration Council of Nigeria (TRCN) emphasizes CPD as essential for maintaining teaching standards and improving educational quality (TRCN, n.d.). In Lagos State, initiatives like the Teachers’ Professional Development Programme (TPDP) under the Lagos “Eko” Secondary Education Project have been implemented to support teachers’ professional growth (Alade & Odebode, 2014).

Despite these efforts, there is still limited empirical evidence on the impact of CPD on teaching effectiveness in Lagos State secondary schools (Olujuwon & Omiyale, 2021). While some studies explore CPD benefits in other regions, localized research is sparse. This study seeks to fill this gap by examining how CPD influences teaching effectiveness in Lagos State.

1.2 Statement of the Problem

Teaching effectiveness in secondary schools is influenced by multiple factors, including teachers’ professional development (Iyunade, 2017). In Lagos State, although CPD programs exist, there is a lack of empirical evidence detailing their direct impact on teaching effectiveness. This information gap hinders policymakers and school administrators from designing and implementing more effective CPD programs (Olujuwon & Omiyale, 2021). Hence, this study investigates the relationship between CPD participation and teaching effectiveness to provide evidence-based recommendations for improving educational practices in the state.

1.3 Objectives of the Study

The study aims to:

1. Assess the extent of CPD program implementation in Lagos State secondary schools.

2. Evaluate the impact of CPD on teachers’ instructional strategies and classroom management.

3. Examine the relationship between CPD participation and student academic performance.

4. Identify challenges teachers face in accessing and benefiting from CPD programs.

1.4 Research Questions

1. What is the level of implementation of CPD programs in secondary schools in Lagos State?

2. How does participation in CPD programs affect teachers’ instructional strategies and classroom management?

3. Is there a significant relationship between teachers’ participation in CPD programs and student academic performance?

4. What challenges do teachers encounter in accessing and benefiting from CPD programs?

1.5 Research Hypothesis

H₀: There is no significant relationship between teachers’ participation in CPD programs and their teaching effectiveness in secondary schools in Lagos State

1.6 Significance of the Study

This study provides empirical evidence on the impact of CPD on teaching effectiveness in Lagos State (Iyunade, 2017). Findings will inform policymakers, school administrators, and teacher training institutions about the effectiveness of CPD initiatives and areas needing improvement (Olujuwon & Omiyale, 2021). Additionally, the study contributes to literature on teacher professional development in Nigeria, offering insights applicable to other regions with similar educational contexts (Alade & Odebode, 2014).

1.7 Scope of the Study

The study focuses on public secondary schools in Lagos State, Nigeria, examining teachers who participated in CPD programs over the past five years. Various CPD activities, including workshops, seminars, and in-service training, are assessed for their impact on teaching effectiveness as perceived by the teachers themselves (TRCN, n.d.).

1.8 Operational Definition of Terms

• Continuous Professional Development (CPD): Ongoing learning activities that enhance teachers’ professional knowledge, skills, and attitudes (TRCN, n.d.).

• Teaching Effectiveness: The ability of teachers to deliver quality instruction that facilitates student learning and academic achievement (Ogunniyi & Famuyiwa, 2024).

• Secondary Schools: Educational institutions for students aged 12–18, encompassing junior and senior secondary levels (Iyunade, 2017).

• Lagos State: A southwestern Nigerian state, with a diverse educational landscape (Alade & Odebode, 2014).

1.9 Structure of the Study

• Chapter One: Introduction – background, problem statement, objectives, research questions, hypothesis, significance, scope, and definitions.

• Chapter Two: Literature Review – theoretical frameworks, empirical studies, and existing literature on CPD and teaching effectiveness.

• Chapter Three: Methodology – research design, population, sampling, data collection instruments, and analysis methods.

• Chapter Four: Results and Discussion – presentation and interpretation of findings.

• Chapter Five: Summary, Conclusions, and Recommendations – summary of findings, conclusions, and policy/practice recommendations.
