INTRODUCTION
1.1 Background to the Study
The integration of Information and Communication Technology (ICT) into education has revolutionized the teaching and learning process worldwide. ICT tools—such as computers, projectors, smartboards, and e-learning platforms—have become essential for effective classroom instruction, enhancing teachers’ efficiency and students’ engagement (Yusuf & Afolabi, 2019). In the 21st century, educational systems increasingly demand teachers who are competent in using digital technologies to deliver learner-centered, interactive, and outcome-based lessons (Anderson & Weert, 2020).
Teachers’ competence in ICT encompasses their ability to plan, implement, and evaluate lessons using technology-based tools that promote understanding and participation. Competence includes technical skills, pedagogical application, and the confidence to integrate ICT into daily instruction (UNESCO, 2018). When teachers are proficient in the use of ICT tools, classroom instruction becomes more dynamic and inclusive, allowing learners to visualize concepts, collaborate digitally, and access a wide range of learning resources (Aduwa-Ogiegbaen & Iyamu, 2021).
In Nigeria, several educational policies—including the National Policy on ICT in Education (Federal Republic of Nigeria, 2019)—emphasize the importance of equipping teachers with ICT skills for effective instructional delivery. Despite these policy frameworks and government investments, studies indicate that many teachers, particularly in public secondary schools, still lack adequate competence in the use of ICT tools (Eze & Onwumere, 2020). The challenges often stem from inadequate infrastructure, lack of professional training, and insufficient motivation to integrate ICT into teaching (Adebayo, 2021).
In Kaduna State, ICT facilities such as projectors, smartboards, and e-learning platforms have been introduced in selected public secondary schools. However, the effective utilization of these resources depends largely on teachers’ competence in operating and integrating them into classroom instruction. This study therefore seeks to assess teachers’ competence in using ICT tools for classroom instruction in public secondary schools in Kaduna State, focusing on how their skills in educational technology affect instructional delivery and students’ learning outcomes.
1.2 Statement of the Problem
Despite the increasing importance of ICT in education, many Nigerian secondary school teachers still rely heavily on traditional teaching methods that limit student engagement and understanding (Eze, 2021). While ICT tools such as smartboards, multimedia projectors, and online platforms are available in some public schools, their usage remains inconsistent or minimal due to teachers’ limited technical competence (Okafor & Anene, 2019).
Research reports by the Universal Basic Education Commission (UBEC, 2020) indicate that only a small proportion of teachers in public schools have received formal ICT training. Inadequate exposure to technological tools leads to a lack of confidence and reluctance to adopt ICT in teaching, thereby affecting instructional effectiveness (Afolayan, 2020). Consequently, lessons are often teacher-centered, with little use of interactive or visual resources that could enhance comprehension and retention.
Given the crucial role teachers play in implementing ICT-based instruction, it is essential to assess their current competence levels, identify gaps, and explore how such competence (or lack thereof) affects classroom instruction. This study seeks to fill this gap by evaluating the competence of public secondary school teachers in Kaduna State in the use of ICT tools for instructional delivery.
1.3 Objectives of the Study
The main objective of this study is to assess teachers’ competence in the use of ICT tools for classroom instruction in public secondary schools in Kaduna State.
The specific objectives are to:

1.5 Research Hypothesis
The following hypothesis will be tested in this study:
H₀₁: There is no significant relationship between teachers’ ICT competence and the effectiveness of classroom instructional delivery in public secondary schools in Kaduna State.
1.6 Significance of the Study
This study is significant for educators, policymakers, and stakeholders in the Nigerian education sector. Firstly, it provides empirical data on teachers’ levels of ICT competence and how these skills influence teaching effectiveness. The findings will assist educational administrators and policymakers in identifying professional development needs and designing targeted ICT training programs for teachers.
Secondly, the study will benefit teachers by highlighting the importance of ICT integration and encouraging the adoption of digital tools that can improve instructional outcomes. It will also help school administrators develop strategies for enhancing teachers’ access to ICT resources and creating supportive environments for technology-based teaching.
For students, effective ICT integration leads to a more engaging and interactive learning experience, fostering creativity, collaboration, and higher achievement. Academically, the study contributes to existing literature on ICT in education by providing localized evidence from Kaduna State, Nigeria.
1.7 Scope of the Study
The study focuses on assessing teachers’ competence in the use of ICT tools—specifically smartboards, multimedia projectors, and e-learning platforms—for classroom instruction in public secondary schools in Kaduna State. The investigation will cover selected schools across the state’s three senatorial districts to ensure representativeness. The study emphasizes teachers’ skill levels, challenges, and the influence of ICT competence on instructional delivery. Private schools are excluded due to differences in funding and resource availability.
1.8 Operational Definition of Terms
