INTRODUCTION
1.1 Background to the Study
The construction industry plays a vital role in the economic development of nations by providing infrastructure, housing, and employment opportunities. However, the industry is also a significant generator of waste, which poses serious environmental, health, and economic challenges (Osmani, 2012). Construction waste comprises materials such as concrete, metals, timber, bricks, glass, plastics, and packaging materials discarded during construction, renovation, or demolition activities (Tam & Tam, 2006). If not properly managed, these wastes contribute to pollution, resource depletion, and increased project costs.
In developing countries like Nigeria, the rapid rate of urbanization and population growth has resulted in a corresponding increase in construction activities, especially in major cities such as Lagos (Oladiran & Olatunji, 2020). Lagos, being the commercial hub of Nigeria, experiences extensive infrastructural development projects, which generate large volumes of construction waste daily (Adewuyi & Odesola, 2015). Despite this, the management of construction waste remains inefficient and largely unregulated. Many construction sites lack standardized waste management systems, leading to indiscriminate dumping of debris and materials along roadsides, waterways, and open spaces (Ayodele, Ogunbode, & Aluko, 2019).
Effective waste management involves a systematic approach encompassing waste minimization, segregation, reuse, recycling, and proper disposal (Udofia & Nnaji, 2021). Globally, the principles of the “3Rs”—Reduce, Reuse, and Recycle—have been advocated as the cornerstone of sustainable construction waste management (Poon, Yu, & Ng, 2001). However, in Nigeria, implementation has been constrained by inadequate regulatory enforcement, poor site practices, lack of awareness, and weak institutional capacity (Dania, Kehinde, & Bala, 2007).
Consequently, assessing waste management practices on construction sites in Lagos Metropolis is critical to understanding existing challenges, identifying areas for improvement, and promoting sustainable practices within the sector. This study therefore investigates how construction waste is generated, handled, and managed on selected sites in Lagos, and evaluates the level of compliance with environmental standards.
1.2 Statement of the Problem
The increasing rate of construction waste generation in Lagos Metropolis has become a major environmental concern. Most construction sites operate without a structured waste management plan, leading to poor handling, indiscriminate dumping, and environmental degradation (Oladiran & Olatunji, 2020). This has contributed to clogged drainage systems, flooding, air pollution, and health hazards for nearby residents and workers. Moreover, valuable materials that could be reused or recycled are often wasted due to poor sorting and lack of awareness about sustainable practices (Adewuyi & Odesola, 2015).
Despite the existence of environmental regulations such as the Lagos State Environmental Protection Agency (LASEPA) Act and policies on waste management, compliance within the construction industry remains low (Udofia & Nnaji, 2021). The absence of reliable data on waste management practices further hinders effective policy formulation and enforcement. Hence, there is a pressing need to evaluate current practices, identify barriers to proper waste management, and propose strategies to enhance sustainability in construction operations within Lagos Metropolis.
1.3 Aim and Objectives of the Study
The main aim of this study is to assess waste management practices on construction sites in Lagos Metropolis.
The specific objectives are to:

1.4 Research Questions
This study will be guided by the following research questions:

1.5 Research Hypothesis
To guide the study, the following hypothesis is formulated and will be tested:
H₀: There is no significant relationship between contractors’ level of awareness of waste management practices and the effectiveness of waste management on construction sites in Lagos Metropolis.
H₁: There is a significant relationship between contractors’ level of awareness of waste management practices and the effectiveness of waste management on construction sites in Lagos Metropolis.
1.6 Significance of the Study
This study is significant in several ways. It contributes to the growing body of knowledge on sustainable construction and environmental management in Nigeria. Findings will help policymakers and regulatory bodies such as LASEPA and the Federal Ministry of Environment design better frameworks for enforcing waste management standards in the construction industry. For construction firms and contractors, the study provides insights into efficient site management practices that can reduce waste, lower costs, and enhance environmental performance. Furthermore, it will serve as a reference material for future researchers, students, and stakeholders interested in sustainable construction and waste reduction strategies.
1.7 Scope of the Study
The study focuses on construction sites within Lagos Metropolis, covering both public and private sector projects. It examines waste generated from building, road, and infrastructural construction activities. The study will assess waste management practices including segregation, collection, storage, reuse, recycling, and disposal. Data will be obtained from contractors, site managers, and artisans working on active construction sites within the metropolis. The temporal scope of the study covers waste management practices observed between 2022 and 2025.
1.8 Limitations of the Study
Some anticipated limitations include limited access to some construction sites due to security and safety concerns, reluctance of contractors to share waste management data, and time constraints. However, these challenges will be mitigated through appropriate scheduling, use of structured questionnaires, and assurance of confidentiality to respondents.
