INTRODUCTION

1.1 Background of the Study

Regional integration has long been recognised as a strategic tool for promoting economic development, political cooperation, and collective security among states. In West Africa, the challenges of political instability, violent conflicts, weak governance, and underdevelopment have made regional cooperation particularly necessary. Since the post-independence period, the sub-region has experienced numerous security challenges, including civil wars, military coups, electoral violence, terrorism, and transnational crimes such as human trafficking, arms proliferation, and drug trafficking. These threats often transcend national borders, making unilateral state responses insufficient.

The Economic Community of West African States (ECOWAS) was established in 1975 primarily to promote economic integration and cooperation among its member states. However, the outbreak of violent conflicts in Liberia and Sierra Leone in the late 1980s and 1990s highlighted the inseparable link between economic integration and security. As a result, ECOWAS gradually expanded its mandate to include peace and security, recognising that regional stability is a prerequisite for sustainable development and integration.

ECOWAS has since developed an elaborate security cooperation framework aimed at preventing and managing conflicts in the sub-region. Key instruments include the ECOWAS Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping and Security (1999), the ECOWAS Conflict Prevention Framework (ECPF, 2008), and the establishment of the ECOWAS Standby Force. Through these mechanisms, ECOWAS has engaged in diplomatic mediation, peacekeeping, election observation, early warning, and sanctions against unconstitutional changes of government.

In addition to conflict management, ECOWAS has promoted security cooperation through initiatives targeting transnational threats such as terrorism, organised crime, and maritime insecurity. Joint military exercises, intelligence sharing, and harmonisation of security policies have become important aspects of regional integration in West Africa. ECOWAS interventions in countries such as Liberia, Sierra Leone, Côte d’Ivoire, Mali, Guinea, and The Gambia demonstrate the organisation’s commitment to maintaining peace and stability within the sub-region.

Despite these efforts, West Africa continues to face significant security challenges, including recurring military coups, violent extremism in the Sahel, communal conflicts, and democratic backsliding. These developments raise critical questions about the effectiveness of regional integration and security cooperation initiatives spearheaded by ECOWAS. This study therefore seeks to assess ECOWAS’s role in promoting stability in West Africa by examining the relationship between regional integration and security cooperation in the sub-region.

1.2 Statement of the Problem

Although ECOWAS has made notable strides in promoting regional integration and security cooperation, instability and insecurity persist across West Africa. In recent years, the resurgence of military coups, the spread of violent extremism, and the erosion of democratic governance have undermined regional stability. These developments suggest that existing regional integration and security mechanisms may not be sufficiently effective in addressing the evolving security landscape.

One major problem confronting ECOWAS is the tension between state sovereignty and collective security. While ECOWAS has adopted norms against unconstitutional changes of government and political violence, enforcement remains inconsistent due to political considerations and lack of consensus among member states. In some instances, sanctions and diplomatic measures have failed to produce lasting stability, raising doubts about ECOWAS’s deterrence capacity.

Additionally, limited financial and logistical resources constrain the implementation of ECOWAS security initiatives. The organisation relies heavily on external donors for funding, which affects the sustainability and autonomy of its security operations. Coordination challenges between ECOWAS institutions, national governments, and regional partners further complicate security cooperation efforts. The gap between early warning signals and timely response remains a persistent challenge.

Given the continued prevalence of insecurity despite decades of regional integration efforts, there is a need for a systematic assessment of ECOWAS’s role in promoting stability in West Africa. Without such an assessment, it is difficult to determine whether regional integration and security cooperation frameworks are achieving their intended objectives or require significant reform. This study seeks to address this gap by critically examining ECOWAS’s contributions to regional stability through security cooperation and integration initiatives.

1.3 Objectives of the Study

The main objective of this study is to assess the role of ECOWAS in promoting stability through regional integration and security cooperation in West Africa.

The specific objectives are to:

1. examine the evolution of regional integration and security cooperation within ECOWAS;

2. assess ECOWAS’s role in promoting peace and stability in West Africa;

3. identify the challenges facing ECOWAS in implementing security cooperation initiatives;

4. evaluate the effectiveness of ECOWAS mechanisms in addressing security threats in the sub-region.

1.4 Research Questions

1. How has regional integration evolved within ECOWAS?

2. What role does ECOWAS play in promoting security cooperation in West Africa?

3. What challenges limit the effectiveness of ECOWAS in promoting regional stability?

4. To what extent has ECOWAS contributed to peace and stability in the sub-region?

1.5 Research Hypothesis

H₀: Regional integration and security cooperation under ECOWAS do not have a significant effect on promoting stability in West Africa.

1.6 Significance of the Study

The study will be valuable to policymakers, ECOWAS institutions, security agencies, scholars, and regional organisations. It will provide insights into the strengths and weaknesses of ECOWAS-led integration and security initiatives and contribute to policy debates on strengthening regional stability mechanisms in West Africa.

1.7 Scope of the Study

The study focuses on regional integration and security cooperation initiatives undertaken by ECOWAS, with emphasis on peace and stability in West Africa from the post-Cold War period to the present.

1.8 Operational Definition of Terms

• Regional Integration: The process by which states cooperate and coordinate policies to achieve common economic, political, and security goals.

• Security Cooperation: Collaborative efforts among states to address shared security threats.

• ECOWAS: Economic Community of West African States, a regional organisation promoting integration and security in West Africa.

• Stability: The presence of peace, political order, and functional governance structures.

• Conflict Prevention: Measures aimed at preventing the outbreak or escalation of violent conflict.
