CHAPTER ONE: INTRODUCTION

1.1 Background of the Study

Education is a fundamental human right and a cornerstone of socio-economic development, capable of empowering individuals, reducing poverty, and promoting national growth (UNESCO, 2021). In Nigeria, access to secondary education is crucial for developing skills, knowledge, and competencies needed for higher education and employment opportunities. However, access to quality secondary education is often influenced by financial policies, particularly school fees, which can act as both a source of school funding and a barrier for some students (Okonkwo & Nwafor, 2022).

School fees policies determine the amount parents or guardians pay for tuition, enrollment, examination, and other school services. While fees are intended to supplement government funding and support infrastructure, teacher salaries, and instructional resources, excessive or poorly regulated fees can limit enrollment, particularly among low-income households (Adebayo, 2020). Studies have shown that students from families unable to meet school fee requirements are often excluded from secondary education or are forced to drop out, exacerbating inequalities in access (Ifeagwu & Eze, 2019).

In Delta State, and specifically in Asaba, secondary schools operate under a combination of government-subsidized fees and parent-paid tuition. Policies vary across schools, with some government-aided schools charging minimal fees while others levy higher fees for specialized programs, infrastructure improvements, or extra-curricular activities. This variation raises questions about equitable access and whether school fees policies serve to support quality education or inadvertently restrict enrollment (Okonkwo & Nwafor, 2022).

Access to secondary education is not only a matter of enrollment but also continuity and academic performance. Evidence from Nigeria indicates that high or irregular school fees increase absenteeism, reduce learning outcomes, and heighten dropout rates, especially in economically disadvantaged communities (Adebayo, 2020; Ifeagwu & Eze, 2019). Consequently, examining the effect of school fees policies on access is critical for ensuring that financial considerations do not undermine the educational development of students in Asaba.

1.2 Statement of the Problem

Despite government efforts to provide subsidized education in Delta State, school fees remain a major determinant of access to secondary education. Many families in Asaba struggle to meet the fees required for tuition, registration, and other school services, which may restrict enrollment or force students to drop out before completing secondary education (Adebayo, 2020).

The challenge is compounded by disparities in school fees policies across public and private schools. While some schools charge nominal fees, others impose higher fees under the pretext of providing better facilities, teacher incentives, or extra-curricular programs (Okonkwo & Nwafor, 2022). This uneven fee structure raises concerns about equity in educational access and the effectiveness of policies in achieving universal secondary education.

Additionally, there is limited empirical evidence on how school fees policies affect students’ actual enrollment, attendance, and retention rates in Asaba. Without such research, policymakers and school administrators cannot adequately design strategies to balance funding needs with equitable access, risking increased educational disparities in the region.

1.3 Research Questions

1. What are the school fees policies implemented in secondary schools in Asaba, Delta State?

3. What challenges do families face in meeting school fees requirements, and how does this impact access to education?

1.4 Research Objectives

The study aims to:

• Examine the school fees policies in secondary schools in Asaba.

• Assess the effect of school fees on enrollment, retention, and overall access to secondary education.

• Identify the challenges families face in paying school fees and their impact on students’ educational access.

1.5 Research Hypothesis

H₀: School fees policies have no significant effect on access to secondary education in Asaba, Delta State.
H₁: School fees policies have a significant effect on access to secondary education in Asaba, Delta State.

1.6 Significance of the Study

This study is significant to policymakers, school administrators, parents, and educational planners. It will provide evidence on how school fees policies influence access to secondary education, helping to inform equitable funding strategies and policy adjustments. The research may also guide interventions to ensure that financial requirements do not exclude disadvantaged students from secondary schooling in Asaba.

1.7 Scope of the Study

The study will focus on public and private secondary schools in Asaba, Delta State. It will examine current school fees policies, their implementation, and their effects on student enrollment, retention, and access. The research period will cover the last five academic years to capture trends in school fees and enrollment patterns.

1.8 Definition of Terms

• School Fees Policy: The rules and regulations governing tuition and other fees charged to students by educational institutions.

• Access to Education: The ability of students to enroll, attend, and complete secondary education.

• Secondary Education: Post-primary education that prepares students for tertiary education, vocational training, or employment.
