INTRODUCTION

1.1 Background of the Study

Education is universally acknowledged as a vital instrument for national development, social transformation, and economic growth. It serves as the foundation for building human capital, promoting literacy, and fostering innovation. In Nigeria, primary education represents the bedrock of the entire educational system, as it provides the basic skills and knowledge upon which higher levels of education are built. The effectiveness of primary education largely depends on how well schools are managed, and one of the most critical determinants of effective school management is funding.

Funding in education refers to the financial resources allocated to support the planning, administration, and delivery of educational services. It encompasses government budgetary allocations, grants, donations, and internally generated funds used for infrastructure development, teacher salaries, instructional materials, maintenance of facilities, and other administrative needs. Adequate funding ensures that schools operate efficiently and achieve their educational objectives.

The management of public primary schools involves the coordination of human, material, and financial resources to achieve educational goals. School administrators, particularly head teachers, are responsible for planning, organizing, directing, and controlling school activities. Effective management requires adequate resources, especially financial resources, to support teaching and learning processes, maintain school facilities, and ensure staff welfare.

In Nigeria, public primary schools are predominantly funded by the government through federal, state, and local government allocations. Agencies such as the Universal Basic Education Commission (UBEC) and State Universal Basic Education Boards (SUBEBs) play significant roles in funding and managing primary education. Despite these efforts, funding of public primary schools has remained inadequate and inconsistent, leading to numerous challenges in school management.

In Dala Local Government Area of Kano State, public primary schools face several issues related to funding, including dilapidated infrastructure, shortage of teaching and learning materials, overcrowded classrooms, and irregular payment of teachers’ salaries in some cases. These challenges are often attributed to insufficient funding, mismanagement of available resources, and lack of effective financial planning.

Adequate funding is essential for providing a conducive learning environment. It enables schools to construct and maintain classrooms, provide instructional materials such as textbooks and teaching aids, and ensure access to basic facilities such as water, sanitation, and electricity. When schools are well-funded, head teachers can effectively manage resources, motivate staff, and implement educational policies.

Conversely, inadequate funding can severely hinder school management. It may result in poor infrastructure, lack of instructional materials, low teacher morale, and ineffective supervision. These challenges can negatively impact the quality of education provided to pupils and hinder the achievement of educational objectives.

Scholars have emphasized the importance of funding in educational management. According to Ajayi and Ayodele (2002), adequate funding is crucial for the successful implementation of educational programs and policies. Similarly, Olagboye (2004) noted that financial resources are indispensable for effective school administration, as they determine the availability of facilities and resources needed for teaching and learning.

Furthermore, the issue of accountability and transparency in the utilization of funds is critical. Even when funds are available, poor management and lack of accountability can lead to inefficiencies and wastage. Therefore, effective financial management practices are necessary to ensure that available funds are used judiciously to achieve desired outcomes.

Given the importance of funding in educational management, it is essential to examine how financial resources influence the management of public primary schools, particularly in Dala Local Government Area of Kano State. This study aims to investigate the relationship between funding and school management, with a view to identifying challenges and suggesting ways to improve the effective utilization of funds in public primary schools.

1.2 Statement of the Problem

The management of public primary schools in Dala Local Government Area of Kano State has been a subject of concern due to persistent challenges affecting the effective delivery of basic education. Despite government efforts to improve primary education through various funding initiatives, many public primary schools continue to experience difficulties in achieving their educational objectives.

One of the major problems confronting these schools is inadequate funding. Financial resources allocated to public primary schools are often insufficient to meet the growing demands of the education sector. As a result, many schools operate under poor conditions characterized by dilapidated buildings, inadequate classroom space, lack of instructional materials, and insufficient maintenance of facilities.

In addition to inadequate funding, there are concerns about the mismanagement and inefficient utilization of available funds. In some cases, funds meant for school development are either delayed, diverted, or not properly accounted for. This situation undermines the effectiveness of school management and limits the ability of head teachers to implement necessary programs and improvements.

Furthermore, irregular and insufficient funding can negatively affect teacher motivation and performance. When teachers are not adequately supported with teaching materials or when their welfare is not prioritized, their commitment to teaching may decline. This, in turn, affects the quality of instruction and pupils’ learning outcomes.

Another critical issue is the lack of proper financial planning and budgeting in schools. Effective school management requires strategic planning and prudent allocation of resources. However, many school administrators lack the necessary training and skills in financial management, which can lead to poor decision-making and inefficient use of funds.

Moreover, the increasing enrollment of pupils in public primary schools in Dala has placed additional pressure on existing resources. Without corresponding increases in funding, schools struggle to cope with the demand, resulting in overcrowded classrooms and overstretched facilities.

Despite the recognition of funding as a key factor in educational management, there is limited empirical evidence on how funding specifically influences the management of public primary schools in Dala Local Government Area. This gap in knowledge makes it difficult for policymakers and stakeholders to develop effective strategies for improving school management.

Therefore, this study seeks to examine the influence of funding on the management of public primary schools in Dala, Kano State, with the aim of identifying challenges and providing recommendations for improving funding practices and school management.

1.3 Objectives of the Study

The main objective of this study is to examine the influence of funding on the management of public primary schools in Dala Local Government Area of Kano State.

The specific objectives are to:

1. Examine the effect of funding on school infrastructure and facilities.
2. Assess the influence of funding on the provision of instructional materials.
3. Evaluate the impact of funding on staff welfare and motivation.
4. Determine the role of financial management practices in effective school administration.

1.5 Research Hypothesis

H₀: Funding has no significant influence on the management of public primary schools in Dala Local Government Area of Kano State.

H₁: Funding has a significant influence on the management of public primary schools in Dala Local Government Area of Kano State.

1.6 Significance of the Study

1.7 Scope of the Study

This study focuses on the influence of funding on the management of public primary schools in Dala Local Government Area of Kano State. It examines aspects such as infrastructure, instructional materials, staff welfare, and financial management practices.
