INTRODUCTION
1.1 Background to the Study
Waste management has become one of the most critical environmental challenges confronting rapidly urbanizing cities across the world. It involves the collection, transportation, treatment, recycling, and disposal of solid and liquid wastes generated from households, industries, markets, and commercial activities. Effective waste management is essential for protecting public health, maintaining environmental quality, and promoting sustainable urban development (UNEP, 2015).
Globally, urbanization and population growth have significantly increased the volume of waste generated in cities. The World Bank (2018) estimates that global municipal solid waste generation will rise from about 2.01 billion tonnes in 2016 to 3.40 billion tonnes by 2050, with developing countries contributing the largest share. This rapid increase has outpaced the capacity of many cities to manage waste effectively, resulting in environmental pollution, flooding, greenhouse gas emissions, and public health risks.
In developing countries, particularly in sub-Saharan Africa, waste management systems are often characterized by inadequate infrastructure, poor funding, weak institutional frameworks, and low public participation (Ogbonna et al., 2007). As a result, improper waste disposal practices such as open dumping, burning of waste, and indiscriminate discharge into drainage channels are common, contributing to environmental degradation and urban health challenges.
Nigeria, as Africa’s most populous country, faces significant waste management challenges due to rapid urbanization, industrialization, and changing consumption patterns. Cities such as Lagos, Abuja, and Port Harcourt generate large volumes of waste daily, much of which is not properly collected or disposed of (Adegoke et al., 2017). This situation has led to increasing environmental concerns including blocked drainage systems, flooding, air pollution from waste burning, and contamination of land and water resources.
Port Harcourt City Local Government Area (PHALGA), located in Rivers State, is one of the most densely populated and economically active urban centres in the Niger Delta region. The city hosts residential, commercial, and industrial activities, including oil and gas operations, markets, and transportation hubs. These activities generate significant quantities of municipal solid waste daily. However, the waste management system in Port Harcourt has been widely criticized for inefficiency, irregular collection, inadequate disposal facilities, and poor enforcement of environmental regulations (RIWAMA, 2021).
Studies have shown that waste is often dumped in open spaces, roadsides, drainage channels, and unauthorized dumpsites within Port Harcourt, leading to severe environmental consequences such as flooding, foul odour, breeding of disease vectors, and degradation of urban aesthetics (Igoni & Harry, 2019; Ogbonna et al., 2021). The Rivers State Waste Management Agency (RIWAMA), responsible for waste collection and disposal, has struggled with logistical, financial, and institutional constraints, limiting its effectiveness (RIWAMA, 2021; Sibe et al., 2022).
In addition, increasing urban population pressure has worsened waste generation rates beyond the capacity of existing infrastructure. The lack of adequate waste bins, irregular evacuation schedules, and low public awareness of proper waste disposal practices further compound the problem. Consequently, environmental sustainability in Port Harcourt is threatened, as improper waste management contributes to pollution, climate impacts, and deteriorating public health conditions.
Therefore, evaluating waste management practices in Port Harcourt City LGA is crucial for understanding the extent of the problem and identifying strategies for improving environmental sustainability in the area.
1.2 Statement of the Problem
Despite the establishment of waste management institutions such as the Rivers State Waste Management Agency (RIWAMA), waste management in Port Harcourt City LGA remains inefficient and environmentally unsustainable. The city continues to experience persistent challenges associated with improper waste disposal and inadequate waste management services.
One of the major problems is the indiscriminate dumping of waste in streets, drainage channels, and open spaces. This practice not only degrades the aesthetic value of the city but also contributes significantly to urban flooding, especially during heavy rainfall periods. Blocked drainage systems caused by accumulated waste have become a recurring environmental hazard in Port Harcourt.
Another major issue is the irregular and insufficient waste collection services. Many residential and commercial areas experience delays in waste evacuation, leading to waste accumulation and eventual illegal dumping by residents. In some cases, waste remains uncollected for extended periods, creating breeding grounds for disease vectors such as mosquitoes and rodents.
Furthermore, the existing waste management infrastructure is inadequate to cope with the increasing volume of waste generated daily. There is a shortage of functional waste bins, collection vehicles, and engineered sanitary landfills. Most waste disposal practices still rely on open dumpsites, which pose serious environmental and health risks due to leachate contamination and air pollution.
Public awareness and participation in proper waste management practices are also low. Many residents lack adequate knowledge of environmental sustainability practices, while enforcement of environmental sanitation laws remains weak. This has resulted in widespread non-compliance with waste disposal regulations.
Although several studies have examined waste management in Port Harcourt, most focus on general municipal solid waste issues or specific aspects such as collection efficiency or environmental health impacts. There is limited comprehensive evaluation of waste management practices in relation to environmental sustainability specifically within Port Harcourt City LGA.
Therefore, the problem of this study lies in the inadequate and inefficient waste management practices in Port Harcourt City LGA and their negative implications for environmental sustainability, public health, and urban livability.
1.3 Aim and Objectives of the Study
Aim of the Study
The aim of this study is to evaluate waste management practices and their implications for environmental sustainability in Port Harcourt City Local Government Area, Rivers State, Nigeria.
Specific Objectives
The study seeks to:
- examine the current waste management practices in Port Harcourt City LGA;
- identify the major challenges affecting effective waste management in the area;
- assess the environmental impacts of existing waste management practices;
- evaluate the relationship between waste management practices and environmental sustainability.

1.6 Significance of the Study
This study is significant because it provides empirical insight into waste management practices in Port Harcourt City LGA and their implications for environmental sustainability. The findings will be useful to policymakers, especially the Rivers State Waste Management Agency (RIWAMA), in improving waste management strategies and service delivery.
It will also assist urban planners and environmental agencies in designing sustainable waste management systems that reduce environmental pollution and enhance urban livability. Furthermore, the study will contribute to academic literature on municipal solid waste management in developing urban centres and serve as a reference for future research.
1.7 Scope of the Study
This study is geographically limited to Port Harcourt City Local Government Area in Rivers State, Nigeria. It focuses on municipal solid waste management practices, including waste collection, transportation, and disposal, as well as their environmental sustainability implications. It does not cover industrial hazardous waste management in detail.
