INTRODUCTION
1.1 Background to the Study
Flooding is one of the most devastating environmental hazards affecting urban areas globally, particularly in rapidly growing coastal cities. It occurs when an area that is normally dry becomes inundated by excess water due to heavy rainfall, poor drainage, rising sea levels, or inadequate land-use planning. Urban flooding has become more frequent and severe in recent decades due to climate change, population growth, and unregulated urban development (IPCC, 2021; UN-Habitat, 2020).
Globally, cities located in low-lying coastal zones are increasingly vulnerable to flood risks. According to the World Bank (2021), urban flooding accounts for significant economic losses annually, with developing countries bearing the highest burden due to weak infrastructure and poor enforcement of planning regulations. The expansion of built-up areas without adequate drainage systems has intensified surface runoff and reduced natural water infiltration, thereby increasing flood frequency and intensity (Douglas et al., 2008).
In Africa, urban flooding is largely driven by rapid urbanization, informal settlements, and inadequate stormwater management systems. Many cities expand without proper estate planning or environmental consideration, resulting in blocked waterways, encroachment on wetlands, and increased impermeable surfaces (Adelekan, 2016). These factors collectively worsen flood vulnerability in urban residential environments.
Nigeria is particularly affected by urban flooding due to its rapidly growing cities and weak infrastructural capacity. Lagos State, being the economic hub of Nigeria, experiences recurrent flooding episodes annually. The combination of high rainfall, low elevation, coastal location, and extensive urban development makes Lagos highly susceptible to flood hazards (Aderogba, 2012). Flooding in Lagos has led to loss of lives, destruction of property, displacement of residents, and disruption of economic activities.
Lekki Phase I, located in Eti-Osa Local Government Area of Lagos State, is one of the most prominent high-income residential and commercial estate developments in Nigeria. It was originally planned as a well-structured urban district with modern infrastructure, drainage systems, and residential layouts. However, over time, rapid real estate development, population influx, and infrastructural stress have altered its environmental balance.
The area is characterized by extensive land reclamation, high-density estate developments, and increasing impervious surfaces such as concrete roads, buildings, and parking spaces. These developments have significantly reduced natural drainage capacity and increased surface runoff during rainfall events. Studies have shown that Lekki and its surrounding areas frequently experience flooding due to inadequate drainage design, blocked channels, and tidal influence from the Atlantic Ocean and Lagos Lagoon (Ajibade et al., 2013; Nkwunonwo et al., 2015).
Estate development in Lekki Phase I has also led to the encroachment on wetlands and natural floodplains that previously served as water retention zones. The destruction of these natural buffers has exacerbated flood risks, especially during peak rainfall seasons. Furthermore, poor maintenance of drainage infrastructure and uncoordinated estate expansion have contributed to localized flooding within residential estates.
Climate change has further intensified the situation by increasing the frequency and intensity of extreme rainfall events and rising sea levels, which affect coastal drainage efficiency. Consequently, flood risk management in Lekki Phase I has become a critical urban governance issue requiring urgent attention.
Therefore, analyzing estate development and flood risk management in Lekki Phase I is essential for understanding how urban planning practices influence flood vulnerability and for developing sustainable mitigation strategies.
1.2 Statement of the Problem
Despite its status as a planned and high-value residential district, Lekki Phase I continues to experience recurrent flooding episodes, raising concerns about the effectiveness of estate development planning and flood risk management strategies in the area.
One major problem is the rapid and sometimes unregulated estate development that has increased surface imperviousness. The construction of residential buildings, commercial complexes, and road networks has significantly reduced natural water infiltration, leading to increased runoff during rainfall events.
Another critical issue is inadequate and poorly maintained drainage infrastructure. Although Lekki Phase I was designed with drainage systems, many of these systems are either undersized, blocked, or poorly maintained. This results in water overflow during heavy rainfall, causing flooding in residential streets and estates.
Encroachment on wetlands and natural floodplains also poses a serious challenge. Areas that previously served as natural water retention zones have been converted into high-end estates and commercial properties. This has eliminated natural drainage buffers and increased flood exposure.
In addition, poor coordination between estate developers, urban planners, and regulatory agencies has contributed to fragmented development patterns. Many estates are developed without adequate consideration of broader hydrological systems, leading to drainage mismatches and localized flooding.
Furthermore, climate change impacts such as rising sea levels and increased rainfall intensity have worsened flood risk in Lekki Phase I. However, flood risk management strategies have not adequately adapted to these changing environmental conditions.
Although several studies have examined flooding in Lagos, there is limited focused analysis on how estate development practices specifically influence flood risk management in Lekki Phase I. Most existing studies focus on general urban flooding in Lagos without isolating the role of planned estate development areas.
Therefore, the problem of this study lies in the insufficient evaluation of how estate development practices in Lekki Phase I contribute to flood risk and the effectiveness of existing flood management strategies in mitigating these risks.
1.3 Aim and Objectives of the Study
Aim of the Study
The aim of this study is to analyze estate development and flood risk management in Lekki Phase I, Eti-Osa Local Government Area, Lagos State, Nigeria.
Specific Objectives
The study seeks to:
- examine the pattern of estate development in Lekki Phase I;
- assess the impact of estate development on flood occurrence in the area;
- evaluate existing flood risk management strategies in Lekki Phase I;
- identify challenges affecting effective flood risk management in the study area.

1.6 Significance of the Study
This study is significant because it provides empirical insight into the relationship between estate development and flood risk in Lekki Phase I. The findings will be useful to urban planners, estate developers, and government agencies in improving land-use planning and flood mitigation strategies.
It will also assist policymakers in developing sustainable urban development frameworks that integrate flood risk considerations into estate planning approvals. Furthermore, the study will contribute to academic literature on urban flooding, estate development, and environmental risk management in coastal cities.
1.7 Scope of the Study
This study is geographically limited to Lekki Phase I in Eti-Osa Local Government Area, Lagos State, Nigeria. It focuses on estate development patterns and flood risk management practices. It does not cover other parts of Lekki or Lagos State beyond the study area.
