INTRODUCTION

1.1 Background to the Study

Education is universally recognized as a vital instrument for national development, social transformation, and economic growth (Fafunwa, 1974). It plays a major role in shaping the intellectual, moral, political, and technological advancement of individuals and societies (UNESCO, 2015). Secondary education, in particular, occupies a strategic position in the educational system because it serves as a bridge between primary and tertiary education (Federal Republic of Nigeria, 2013). It equips students with the knowledge, skills, attitudes, and competencies necessary for higher education and responsible citizenship (Federal Republic of Nigeria, 2013).

In Nigeria, the achievement of educational goals largely depends on effective educational planning and administration (Fadipe, 2000). Educational planning involves the systematic process of setting educational objectives, identifying available resources, forecasting future needs, implementing educational policies, and evaluating educational programmes to achieve desired outcomes (Coombs, 1970). It ensures proper coordination and utilization of educational resources such as personnel, finance, infrastructure, instructional materials, and time for the improvement of teaching and learning (Ehiametalor, 2001).

Educational planning is essential in every school system because it helps to prevent wastage, improve efficiency, and promote academic excellence (Coombs, 1970). According to Coombs (1970), educational planning is the application of rational and systematic analysis to the process of educational development with the aim of making education more effective and efficient in responding to the needs of society and students. Similarly, Ehiametalor (2001) observed that effective planning in education contributes significantly to improved students’ academic performance and institutional development.

Academic achievement refers to the level of success attained by students in examinations, tests, assignments, and classroom activities (Aremu & Sokan, 2003). Students’ academic achievement is often used as a measure of the effectiveness of the educational system (Adeyemi, 2010). Several factors influence students’ academic achievement, including teacher quality, school facilities, parental involvement, availability of instructional materials, school environment, and educational planning (Ajayi & Ogunyemi, 1990). Among these factors, educational planning remains highly important because it determines how educational activities and resources are organized and implemented (Fadipe, 2000).

In many secondary schools in Lagos State, especially within Ikeja Local Government Area, educational challenges such as overcrowded classrooms, inadequate facilities, shortage of qualified teachers, poor supervision, insufficient instructional materials, and weak implementation of educational policies have continued to affect students’ academic performance (Owoeye & Yara, 2011). These challenges are often linked to ineffective educational planning and poor management of school resources (Ehiametalor, 2001).

Proper educational planning ensures adequate allocation of resources, effective curriculum implementation, staff development, infrastructural improvement, and proper monitoring of school activities (Fadipe, 2000). It also helps school administrators and government authorities to predict future educational needs and develop strategies to address them. According to Fadipe (2000), educational planning promotes efficiency and accountability in the school system by ensuring that educational goals are properly implemented and evaluated.

Despite several educational reforms and policies introduced by the government of Lagos State to improve secondary education, the academic performance of students in some secondary schools remains unsatisfactory (Lagos State Ministry of Education, 2020). Reports of poor performance in internal and external examinations such as the West African Examinations Council Senior School Certificate Examination (WASSCE) and National Examinations Council examinations have raised serious concerns among parents, teachers, educational planners, and policymakers (WAEC, 2021).

One of the major reasons for poor academic achievement in secondary schools is inadequate planning in areas such as teacher recruitment, infrastructural development, provision of instructional materials, and student population management (Ehiametalor, 2001). In some schools, poor planning has resulted in overcrowded classrooms, insufficient teaching personnel, inadequate laboratories, and ineffective supervision of academic activities (Owoeye & Yara, 2011). These problems negatively affect the quality of teaching and learning, thereby reducing students’ academic performance.

Furthermore, effective educational planning helps to create a conducive learning environment where students can maximize their academic potential (Adeyemi, 2010). A well-planned educational system provides adequate facilities, qualified teachers, effective supervision, and proper curriculum implementation, all of which contribute to improved academic achievement (Ajayi & Ogunyemi, 1990).

In view of the importance of educational planning in achieving educational objectives, there is a need to examine how educational planning affects students’ academic achievement in secondary schools within Ikeja Local Government Area. This study therefore seeks to assess educational planning and students’ academic achievement in selected secondary schools in Ikeja Local Government Area.

1.2 Statement of the Problem

Educational planning plays a crucial role in the success of the educational system and the academic achievement of students. Despite the efforts of the government and educational authorities to improve the standard of secondary education in Lagos State, many secondary schools still experience poor academic performance among students. This situation has become a major concern to parents, teachers, school administrators, and educational stakeholders.

In many secondary schools within Ikeja Local Government Area, students continue to perform poorly in both internal and external examinations. Several factors have been identified as responsible for this poor academic achievement, including inadequate educational planning, shortage of qualified teachers, insufficient instructional materials, poor infrastructural facilities, overcrowded classrooms, and ineffective supervision of school activities.

One major problem is the inability of educational planners and school administrators to effectively forecast and provide for the increasing population of students in secondary schools. This has led to overcrowded classrooms, inadequate furniture, limited laboratory equipment, and insufficient learning materials, all of which negatively affect teaching and learning.

Another challenge is poor allocation and management of educational resources. In some schools, funds meant for educational development are not adequately utilized for infrastructural improvement, teacher training, or acquisition of instructional materials. As a result, many students learn under unconducive conditions that hinder effective academic performance.

In addition, poor planning in teacher recruitment and staff development has contributed to the shortage of qualified and experienced teachers in some secondary schools. This situation affects the quality of instruction given to students and reduces students’ understanding of academic subjects.

The problem of ineffective implementation of educational policies has also contributed to poor academic achievement in secondary schools. Some educational plans and programmes introduced by government authorities are not properly monitored or implemented at the school level, leading to poor educational outcomes.

Although several studies have been conducted on educational administration and academic achievement, limited studies have specifically focused on the assessment of educational planning and students’ academic achievement in selected secondary schools in Ikeja Local Government Area of Lagos State. This gap in knowledge has created the need for this study.

Therefore, this study seeks to assess the relationship between educational planning and students’ academic achievement in selected secondary schools in Ikeja Local Government Area of Lagos State and to identify planning factors affecting academic performance with a view to recommending possible solutions.

1.3 Purpose of the Study

The main purpose of this study is to assess educational planning and students’ academic achievement in selected secondary schools in Ikeja Local Government Area of Lagos State.

The specific objectives are to:

1. Examine the relationship between educational planning and students’ academic achievement.
2. Determine the effect of resource allocation on students’ academic performance.
3. Investigate the influence of infrastructural planning on teaching and learning.
4. Examine the impact of teacher recruitment and staff development on students’ academic achievement.
5. Suggest possible measures for improving educational planning in secondary schools.

1.4 Research Questions

The following research questions will guide the study:

1. What relationship exists between educational planning and students’ academic achievement?
2. How does resource allocation affect students’ academic performance?
3. What influence does infrastructural planning have on teaching and learning?
4. How does teacher recruitment and staff development affect students’ academic achievement?
5. What measures can be adopted to improve educational planning in secondary schools?

1.5 Research Hypothesis

The following hypothesis will be tested in the study:

H₀: There is no significant relationship between educational planning and students’ academic achievement in selected secondary schools in Ikeja Local Government Area of Lagos State.

1.6 Significance of the Study

This study will be beneficial to school administrators, teachers, students, parents, educational planners, government agencies, and future researchers.

The study will help school administrators and educational planners understand the importance of effective educational planning in improving students’ academic achievement.

Teachers will benefit from the findings because the study will reveal how proper planning, provision of instructional materials, and staff development can improve teaching effectiveness.

Students will benefit from improved educational planning through better learning facilities, qualified teachers, and conducive learning environments that promote academic success.

The findings of the study will also help government authorities and policymakers identify areas requiring improvement in educational planning and policy implementation within secondary schools.

Future researchers will find the study useful as a reference material for further studies related to educational planning and academic achievement.

1.7 Scope of the Study

This study focuses on the assessment of educational planning and students’ academic achievement in selected secondary schools in Ikeja Local Government Area of Lagos State. The study will examine aspects of educational planning such as resource allocation, infrastructural development, teacher recruitment, staff development, and policy implementation as they relate to students’ academic achievement.

The respondents for the study will include principals and teachers from selected secondary schools within the study area.

1.8 Definition of Terms

Educational Planning

This refers to the process of setting educational goals, allocating resources, implementing policies, and evaluating educational programmes to achieve desired educational objectives.

Academic Achievement

This refers to the level of success attained by students in examinations, tests, assignments, and other academic activities.

Secondary School

This is the level of education that follows primary education and prepares students for tertiary education and vocational opportunities.

Resource Allocation

This refers to the distribution and utilization of educational resources such as funds, personnel, facilities, and instructional materials.

Staff Development

This refers to training programmes and professional development activities organized to improve teachers’ skills and effectiveness.
