INTRODUCTION
1.1 Background to the Study
Education has remained a major instrument for social transformation, economic development, technological advancement, and human capital formation. In the contemporary knowledge-driven society, education systems are increasingly expected to move beyond traditional content transmission toward approaches that develop learners’ creativity, problem-solving abilities, digital literacy, collaboration skills, and practical competencies required for participation in the global economy. This shift has encouraged many countries, including Nigeria, to introduce curriculum reforms that emphasize competency development rather than memorization of facts. The emergence of the competency-based curriculum (CBC) reflects a global movement toward learner-centred education where students are expected to acquire knowledge, skills, values, and attitudes applicable to real-life situations.
A competency-based curriculum is an educational approach that focuses on clearly defined learning outcomes and emphasizes what learners can demonstrate after completing a learning experience. Unlike traditional curricula that often prioritize theoretical knowledge and examination performance, competency-based approaches emphasize practical application, critical thinking, creativity, communication, and problem-solving. According to Tosun and Yildirim (2021), competency-based education is designed to ensure that learners develop measurable abilities that prepare them for personal, professional, and societal challenges. Therefore, effective implementation of competency-based curriculum requires innovative instructional strategies, appropriate assessment methods, and adequate learning resources that support active participation of learners.
In Nigeria, curriculum reforms have increasingly focused on improving the quality and relevance of basic education. The revised 9-Year Basic Education Curriculum developed by the Nigerian Educational Research and Development Council (NERDC) emphasizes learner-centred instruction, integration of technology, practical skills acquisition, and preparation of learners for national development. The curriculum recognizes that modern education requires the integration of Information and Communication Technology (ICT) and digital resources to improve teaching effectiveness and students’ learning experiences (NERDC, 2022). Consequently, digital learning resources have become essential tools for achieving the objectives of competency-based education.
Digital learning resources refer to electronically generated and accessed materials used to support teaching and learning processes. They include computers, tablets, interactive whiteboards, educational software, online learning platforms, digital textbooks, multimedia presentations, virtual laboratories, educational videos, and internet-based learning resources. According to UNESCO (2021), digital learning resources provide opportunities for personalized learning, increased learner engagement, collaborative learning, and access to diverse educational content beyond traditional classroom boundaries. These resources have the potential to transform teaching practices by enabling teachers to adopt innovative instructional methods consistent with competency-based learning principles.
The integration of digital learning resources into curriculum implementation has become increasingly important because competency-based curricula require active and experiential learning approaches. Teachers are expected to move from teacher-centred methods toward approaches such as project-based learning, inquiry-based learning, simulations, collaborative activities, and problem-solving tasks. These approaches often require technological tools that allow learners to explore information, create knowledge, and apply concepts practically. According to Redecker (2017), digital technologies enhance learning by supporting interaction, creativity, communication, and learner autonomy. According to Mayer (2021), multimedia learning improves students’ understanding when information is presented through appropriate combinations of words, images, and interactive elements. Thus, digital resources can strengthen competency development by helping learners understand concepts through practical and visual experiences.
Despite the recognized benefits of digital learning resources, their effective integration into Nigerian public schools remains challenging. Many public junior secondary schools experience inadequate access to computers, unreliable electricity supply, poor internet connectivity, limited digital infrastructure, and insufficient technical support. The Federal Ministry of Education (2021) identified inadequate ICT facilities and limited digital capacity among teachers as major barriers affecting technology integration in Nigerian schools. These challenges limit the ability of schools to fully implement competency-based curriculum requirements.
In Abuja Municipal Area Council (AMAC), FCT Abuja, public junior secondary schools operate within a rapidly developing educational environment where expectations for quality and technology-supported learning continue to increase. Although schools within the Federal Capital Territory are generally considered better positioned compared with many other parts of Nigeria due to government attention and infrastructure development, challenges relating to digital resource availability, maintenance, teacher competence, and effective utilization remain evident. These challenges may affect the extent to which competency-based curriculum objectives are achieved.
The successful implementation of competency-based curriculum requires more than the introduction of curriculum documents. It requires supportive educational environments where teachers have access to relevant digital tools and are adequately prepared to use them. Fullan (2020) explains that educational innovations succeed when schools develop the capacity, resources, and professional support necessary for change implementation. This implies that digital learning resources must be integrated into broader strategies involving teacher training, school leadership support, infrastructure development, and continuous monitoring.
School administrators also play a significant role in promoting digital learning integration. Principals influence technology adoption through resource management, teacher motivation, supervision, and creation of supportive learning environments. According to Hallinger (2020), instructional leadership contributes significantly to successful educational innovation because school leaders shape the conditions under which teachers adopt new practices. Therefore, administrative support remains essential for ensuring that digital resources are effectively utilized in implementing competency-based curriculum.
Several empirical studies have examined ICT integration and digital learning in Nigerian education. For instance, Ogunode and Musa (2021) found that inadequate digital infrastructure and limited teacher competence were major challenges affecting technology-supported instruction in Nigerian schools. Similarly, Adebayo and Adu (2021) reported that access to educational resources significantly influences the effectiveness of curriculum delivery. However, many existing studies have focused broadly on ICT adoption without specifically examining the influence of digital learning resources on the implementation of competency-based curriculum at the junior secondary school level.
The need to examine digital learning resources and competency-based curriculum implementation in AMAC, FCT Abuja is therefore important. As educational systems continue to embrace digital transformation, understanding the extent to which digital resources contribute to curriculum effectiveness will provide valuable evidence for policymakers, school administrators, and teachers. This study seeks to investigate the influence of digital learning resources on the implementation of competency-based curriculum in public junior secondary schools in AMAC, FCT Abuja.
1.2 Statement of the Problem
The introduction of competency-based curriculum in Nigerian basic education was designed to improve educational quality by developing learners’ practical skills, creativity, critical thinking abilities, and capacity to apply knowledge to real-life situations. However, despite the objectives of curriculum reforms, effective implementation remains a major challenge in many public junior secondary schools. One of the major concerns is the limited integration of digital learning resources required to support competency-based teaching and learning.
Although digital technologies have transformed educational practices globally, many Nigerian public junior secondary schools continue to depend largely on conventional teaching methods. The absence of adequate digital learning resources such as computers, internet facilities, digital textbooks, multimedia equipment, and online learning platforms restricts teachers’ ability to adopt innovative instructional strategies required by competency-based curriculum. Consequently, learners may not acquire the technological skills, creativity, and problem-solving abilities emphasized by modern curriculum reforms.
Another problem concerns teachers’ preparedness to utilize digital learning resources effectively. Many teachers possess limited digital competencies due to insufficient training opportunities, inadequate exposure to educational technologies, and lack of continuous professional development programmes. As a result, available digital resources in some schools may remain underutilized or used only for basic purposes rather than supporting meaningful competency-based learning activities.
Furthermore, inadequate administrative support poses a challenge to digital curriculum implementation. In some schools, limited attention is given to technology integration, maintenance of digital facilities, and teacher support programmes. Without effective leadership and monitoring, digital resources may not contribute significantly to improving curriculum delivery.
Funding constraints also affect the availability and sustainability of digital learning resources. The acquisition, maintenance, and upgrading of technological facilities require continuous financial investment. However, inadequate funding often results in shortages of digital equipment, poor maintenance, and limited access to technology-based learning opportunities.
While previous studies have examined ICT integration, technology adoption, and curriculum implementation separately, limited empirical attention has been given to the specific influence of digital learning resources on competency-based curriculum implementation in public junior secondary schools in AMAC, FCT Abuja. This gap creates the need for a study that examines how digital learning resources influence the successful implementation of competency-based curriculum within this educational context.
1.3 Purpose of the Study
The main purpose of this study is to examine the Influence of Digital Learning Resources on the Implementation of Competency-Based Curriculum in Public Junior Secondary Schools in Abuja Municipal Area Council (AMAC), FCT Abuja.
Specifically, the study seeks to:
- Examine the extent to which availability of digital learning resources influences the implementation of competency-based curriculum.
- Determine the influence of teachers’ digital competence on the effective utilization of digital learning resources for competency-based curriculum implementation.
- Assess the effect of school administrative support on the integration of digital learning resources in curriculum delivery.
- Examine the influence of funding on the provision and sustainability of digital learning resources in public junior secondary schools.
1.4 Research Questions
The study is guided by the following research questions:
- To what extent does the availability of digital learning resources influence the implementation of competency-based curriculum?
- How does teachers’ digital competence influence the utilization of digital learning resources for competency-based curriculum implementation?
- What effect does school administrative support have on the integration of digital learning resources in curriculum delivery?
- How does funding influence the provision and sustainability of digital learning resources in public junior secondary schools?
1.5 Hypothesis
The following null hypothesis will be tested at 0.05 level of significance:
H₀: There is no significant relationship between digital learning resources and the effective implementation of competency-based curriculum in public junior secondary schools in AMAC, FCT Abuja.
1.6 Scope and Delimitation of the Study
This study focuses on the influence of digital learning resources on the implementation of competency-based curriculum in public junior secondary schools in Abuja Municipal Area Council (AMAC), FCT Abuja.
The study is delimited to four major variables: availability of digital learning resources, teachers’ digital competence, school administrative support, and funding. The respondents consist of teachers and school administrators in selected public junior secondary schools within AMAC.
1.7 Significance of the Study
The study will be significant to educational policymakers, school administrators, teachers, students, researchers, and curriculum planners.
Educational policymakers will benefit from the findings by understanding the importance of digital resources in achieving competency-based curriculum objectives. The findings may guide decisions concerning ICT investment, teacher training, and digital education policies.
School administrators will gain knowledge on strategies for improving technology integration through effective leadership, resource management, and teacher support.
Teachers will benefit by understanding the importance of digital competence and effective utilization of technological resources for improving classroom instruction.
Students will benefit indirectly because improved digital learning integration may enhance engagement, creativity, practical skills, and learning outcomes.
Researchers may use the findings as reference material for further studies on digital education, curriculum reforms, and technology integration.
1.8 Operational Definition of Terms
Digital Learning Resources: Electronic tools and materials such as computers, tablets, internet resources, digital textbooks, multimedia content, and educational software used to support teaching and learning.
Competency-Based Curriculum: A curriculum approach that emphasizes learners’ acquisition of knowledge, skills, attitudes, and abilities required for practical application in real-life situations.
Curriculum Implementation: The process of translating curriculum objectives, content, and learning experiences into actual classroom practices.
Digital Competence: Teachers’ ability to effectively use digital technologies for instructional planning, teaching, assessment, and classroom management.
School Administrative Support: The assistance provided by school leaders through supervision, motivation, resource management, and encouragement of technology integration.
Funding: Financial resources provided for acquiring, maintaining, and sustaining digital learning facilities and curriculum implementation activities.
Junior Secondary Schools: The first three years of secondary education designed for learners who have completed primary education, usually covering Junior Secondary School One to Three (JSS I–III).
