INTRODUCTION
1.1 Background of the Study

Governments globally are increasingly adopting digital technologies such as electronic document management systems, cloud computing, artificial intelligence, online service platforms, integrated databases, and automated workflow systems to modernise public administration and improve interactions between government institutions and citizens (United Nations, 2022).
Digital technology adoption in public institutions represents a shift from traditional bureaucratic systems based largely on paper-based procedures, physical documentation, and hierarchical decision-making towards more flexible, data-driven, and citizen-centred administrative models. According to Heeks (2006), the adoption of information and communication technologies (ICTs) in government provides opportunities to improve efficiency by reducing administrative delays, enhancing information management, increasing transparency, and facilitating faster decision-making. Digital transformation therefore extends beyond the mere introduction of computers and software; it involves the redesign of organisational processes to achieve improved performance and public value.
Administrative efficiency is a critical objective of modern public sector management because government institutions are expected to provide quality services while ensuring effective utilisation of public resources. Administrative efficiency refers to the ability of an organisation to accomplish its objectives through optimal use of available resources, reduced operational costs, timely decision-making, effective coordination, and improved service delivery. According to Osborne and Gaebler (1992), improving government performance requires innovative approaches that move public administration away from rigid bureaucratic procedures towards more responsive and results-oriented management systems.

However, in many developing countries, including Nigeria, the adoption of digital technology in government institutions has been accompanied by significant challenges. Although digital transformation offers opportunities for improving public administration, many developing countries continue to experience limitations such as inadequate ICT infrastructure, unreliable electricity supply, insufficient digital skills among employees, cybersecurity concerns, limited financial resources, and resistance to organisational change (Ndou, 2004). These challenges often reduce the effectiveness of digital initiatives and limit their ability to improve administrative performance.
Nigeria has increasingly recognised the importance of digital technology adoption as a mechanism for improving governance and public sector efficiency. Choudrie et al. (2017) found that successful e-government implementation requires attention to organisational processes and human factors because technology alone cannot guarantee administrative transformation.
Despite increasing investment in digital systems, limited empirical evidence exists regarding the extent to which digital technology adoption improves administrative efficiency specifically within the Federal Inland Revenue Service Lagos Office. Previous studies have examined e-government adoption broadly or focused on digital tax reforms, but fewer studies have investigated the relationship between digital technology adoption and administrative efficiency within a specific FIRS operational environment.
Therefore, this study examines Digital Technology Adoption and Administrative Efficiency in Government Institutions: A Study of the Federal Inland Revenue Service (FIRS), Lagos Office. The study seeks to determine whether digital technology adoption contributes significantly to improving administrative efficiency and to identify factors influencing effective digital transformation within the organisation.
1.2 Statement of the Problem
Efficient administration remains a major concern within government institutions because public organisations are expected to deliver quality services, manage resources effectively, and respond promptly to citizens’ needs. However, many government agencies in Nigeria continue to experience administrative challenges including slow processing of information, inefficient record management, delayed decision-making, excessive paperwork, and weak coordination among departments.
The traditional administrative systems used by many public institutions have often been associated with bureaucratic delays and operational inefficiencies. These challenges affect organisational productivity and reduce the ability of government institutions to provide timely and effective services. Consequently, digital technology adoption has been promoted as a solution for improving administrative processes and enhancing institutional performance.
Although government institutions, including FIRS, have increasingly introduced digital platforms, questions remain regarding whether these technologies have significantly improved administrative efficiency. The adoption of digital systems requires more than the acquisition of technological tools; it requires effective integration into organisational processes, employee competence, management commitment, and continuous system improvement.
The Federal Inland Revenue Service occupies a critical position in Nigeria’s public administration system because effective tax administration is essential for government revenue generation and national development. However, despite technological reforms within tax administration, challenges relating to service delays, taxpayer interaction, data management, and operational efficiency continue to attract attention.
The problem is further complicated by the limited empirical understanding of how digital technology adoption affects administrative efficiency within specific government institutions. While existing studies have examined e-government development and digital transformation in Nigeria generally, fewer studies have focused specifically on the FIRS Lagos Office as a case study.
Furthermore, there is insufficient evidence regarding which dimensions of digital technology adoption contribute most significantly to administrative efficiency. Questions remain regarding the influence of electronic document management, digital communication platforms, automated processing systems, and online service platforms on administrative outcomes such as speed, accuracy, productivity, and service quality.
Therefore, the problem of this study is the inadequate empirical understanding of the relationship between digital technology adoption and administrative efficiency in the Federal Inland Revenue Service Lagos Office. This study seeks to address this gap by examining how digital technology adoption influences administrative efficiency within the organisation.
1.3 Aim and Objectives of the Study
The main aim of this study is to examine the relationship between digital technology adoption and administrative efficiency in government institutions, with specific reference to the Federal Inland Revenue Service (FIRS), Lagos Office.
The specific objectives of the study are to:
- examine the extent of digital technology adoption within the Federal Inland Revenue Service (FIRS), Lagos Office;
- determine the influence of digital technology adoption on administrative efficiency in FIRS Lagos Office;
- assess the effect of electronic document management systems on administrative productivity and service delivery within the organisation;

1.5 Research Hypothesis
The following null hypothesis will guide the study:
H₀: Digital technology adoption has no significant influence on administrative efficiency in the Federal Inland Revenue Service (FIRS), Lagos Office.
1.6 Significance of the Study

It may serve as a reference source for future studies examining the role of technology in improving government performance in developing countries.
Finally, the study will contribute to broader efforts aimed at improving public sector effectiveness in Nigeria. Efficient government institutions require systems that support faster decision-making, accurate information management, improved coordination, and responsive service delivery. By examining digital technology adoption within FIRS Lagos Office, this research provides recommendations that may contribute to more effective digital governance practices.
1.7 Scope of the Study
This study focuses on Digital Technology Adoption and Administrative Efficiency in Government Institutions: A Study of the Federal Inland Revenue Service (FIRS), Lagos Office.
Thematically, the study examines digital technology adoption as the independent variable and administrative efficiency as the dependent variable. Digital technology adoption will be examined through dimensions such as electronic document management systems, online platforms, digital communication systems, automated processing technologies, and ICT utilisation. Administrative efficiency will be assessed through indicators such as speed of administrative processes, accuracy of information management, employee productivity, cost reduction, coordination effectiveness, and quality of service delivery.
Geographically, the study is limited to the Federal Inland Revenue Service (FIRS), Lagos Office, Lagos State, Nigeria. Lagos Office is selected because Lagos represents Nigeria’s commercial hub with a high concentration of taxpayers, businesses, and revenue administration activities, making effective digital systems essential for efficient operations.
The population of the study consists of employees of FIRS Lagos Office who are directly involved in administrative processes and have experience with the organisation’s digital systems and technological platforms.
The study focuses specifically on how digital technology adoption influences administrative efficiency within FIRS. Other factors that may influence institutional efficiency, such as organisational culture, leadership style, employee motivation, and external economic conditions, are outside the major focus of this research.
1.8 Definition of Terms
Digital Technology Adoption
Digital technology adoption refers to the process through which organisations introduce, integrate, and utilise digital tools, systems, and technologies to improve operational processes and achieve organisational objectives. In this study, it refers to the use of electronic systems, digital platforms, automated technologies, and ICT applications within FIRS Lagos Office.
Administrative Efficiency
Administrative efficiency refers to the ability of an organisation to achieve its objectives through effective utilisation of resources, timely completion of tasks, reduced operational delays, improved coordination, and enhanced productivity.
Government Institution
A government institution refers to an organisation established by the government to perform administrative, regulatory, developmental, or service-related functions on behalf of the state. In this study, it refers specifically to the Federal Inland Revenue Service.
Electronic Document Management System
Electronic document management system refers to computer-based systems used for creating, storing, organising, retrieving, and sharing official documents digitally. These systems reduce dependence on paper-based processes and improve information accessibility.
