INTRODUCTION
1.1 Background to the Study
Public service delivery is one of the fundamental responsibilities of government and an important basis for assessing the effectiveness of public institutions. Governments are expected to provide services that meet the needs of citizens, promote social welfare, maintain infrastructure, regulate economic activities and create conditions that support development. The quality of these services influences how citizens perceive government institutions and their willingness to trust and cooperate with them. When public services are accessible, reliable, timely and responsive, citizens are more likely to develop positive perceptions of government. Conversely, delays, bureaucratic bottlenecks, poor communication and inefficient administrative procedures can generate dissatisfaction and weaken public confidence.
The traditional approach to public administration has largely depended on face-to-face interactions, paper-based documentation, physical government offices and hierarchical administrative procedures. Although these systems can provide essential services, they may also create difficulties for citizens, particularly where administrative processes are lengthy, complex or poorly coordinated. The growth of information and communication technologies (ICTs) has consequently created new opportunities for governments to transform the way they administer public services and interact with citizens.
Electronic governance, commonly referred to as e-governance, represents one of the major developments associated with the digital transformation of public administration. E-governance involves the use of information and communication technologies to support government administration, provide public information, facilitate transactions, communicate with citizens and improve public service delivery. Carter and Bélanger (2005) explain that electronic government provides opportunities for governments to use information technologies to deliver services and interact with citizens in new ways. The concept therefore extends beyond simply placing government information on the internet; it involves using technology to transform administrative processes and relationships between government and citizens.
The development of e-governance reflects a wider shift towards digital government and citizen-centred public administration. According to the Organisation for Economic Co-operation and Development (OECD, 2020), digital government involves the use of digital technologies as an integrated part of governments’ modernisation strategies to create public value. The OECD emphasises that digital transformation should involve government processes, organisational structures and service design rather than simply digitising existing procedures. This perspective is important because a government agency may possess a website or online portal without necessarily achieving meaningful improvements in service delivery.
Electronic governance has several potential advantages for public administration. It can improve the accessibility of government services by allowing citizens to access information and initiate transactions remotely. It can also reduce the time and cost associated with physical visits to government offices, reduce paperwork, facilitate information sharing and improve administrative efficiency. Heeks (2006) argues that e-government has the potential to improve the efficiency and effectiveness of public-sector operations, although successful implementation depends on institutional capacity, infrastructure, human resources and organisational processes.
The use of digital technologies in public administration has become particularly important in developing countries, where citizens may experience significant bureaucratic and administrative challenges. E-governance can potentially simplify government processes and make public institutions more responsive to citizens. However, the success of digital government depends on whether citizens can actually access, understand and use the services provided.
Nigeria has increasingly recognised digital transformation as an important component of national development. The National Digital Economy Policy and Strategy (NDEPS) 2020–2030 provides a national framework for developing Nigeria’s digital economy and promoting the application of digital technologies across government and other sectors (Federal Ministry of Communications and Digital Economy, 2020). The policy identifies digital services and digital government as important components of Nigeria’s broader digital transformation agenda.
The Nigerian government has subsequently expanded the use of electronic systems for several public services. Government agencies have introduced online registration systems, electronic payment platforms, digital identity services, online tax services, electronic procurement systems, websites, portals and other digital channels. These developments reflect the increasing attempt to move public administration away from traditional paper-based processes towards digitally enabled service delivery.
The importance of digital public services has also been recognised internationally. The World Bank (2022) identifies GovTech as a citizen-centred approach to public-sector modernisation that seeks to improve government systems and service delivery through technology. The World Bank emphasises that successful digital transformation requires not only technological infrastructure but also institutions and services that are accessible and responsive to citizens.
The expansion of e-governance in Nigeria is particularly relevant in Lagos State. Lagos is one of Nigeria’s most economically important states and has a large and diverse population. It is a major commercial, financial and administrative centre, resulting in high demand for public services. Citizens interact with government agencies for a wide range of services, including taxation, transportation, land administration, environmental regulation, business permits, registration, education, healthcare and other administrative functions.
The Lagos State Government has increasingly adopted digital technologies to improve the accessibility and efficiency of public services. The state’s official digital platform provides residents with access to a wide range of government services and transactions. The move towards integrated online services represents an attempt to reduce dependence on physical government offices and make government services more convenient for residents.
The increasing adoption of digital public services raises an important question: Does electronic governance actually improve citizens’ satisfaction with public service delivery? The existence of online government platforms does not automatically mean that citizens are satisfied with the services they receive. A digital platform may be available but difficult to navigate, unreliable, slow, insecure or insufficiently responsive.
Citizen satisfaction is therefore an important measure of the effectiveness of electronic governance. Welch, Hinnant and Moon (2005) examined the relationship between citizen satisfaction with e-government and trust in government. Their findings showed that satisfaction with e-government was positively related to trust in government, demonstrating that citizens’ experiences with electronic services can have implications beyond individual transactions.
Citizen satisfaction can be understood in terms of the extent to which the services provided by government meet citizens’ expectations. In an electronic environment, satisfaction may depend on factors such as accessibility, reliability, ease of use, responsiveness, information quality, security and convenience.
The Technology Acceptance Model (TAM) developed by Davis (1989) provides an important theoretical explanation for the acceptance of electronic government services. Davis (1989) identifies perceived usefulness and perceived ease of use as important determinants of users’ acceptance of information technology. Applied to e-governance, this suggests that citizens are more likely to use electronic government services when they perceive them as useful and easy to operate.
Perceived usefulness may arise when citizens believe that online services save time, reduce transportation costs, simplify administrative procedures and enable faster access to government services. Perceived ease of use, on the other hand, concerns the extent to which citizens believe that the digital platform can be used without excessive effort.
The relevance of ease of use is particularly important because citizens possess different levels of digital literacy. A government platform may be technically sophisticated but ineffective if citizens find it difficult to navigate. Clear instructions, simple interfaces and accessible language can therefore influence citizens’ experiences and satisfaction.
Another important factor is service reliability. Citizens expect government digital platforms to operate consistently and accurately. Technical failures, system downtime, incomplete transactions and errors can discourage citizens from using electronic services. Ighomereho et al. (2022), in a study of electronic service users in Lagos State, identified reliability, responsiveness, security, fulfilment and ease of use as important dimensions of e-service quality.
Responsiveness is another important element of citizen satisfaction. The primary purpose of digital transformation is not merely to automate government processes but to improve the speed and quality of government responses. Citizens expect applications, enquiries, complaints and requests submitted electronically to receive timely attention.
A government portal that accepts applications but does not provide timely feedback may fail to achieve the expected benefits of e-governance. Responsiveness therefore involves both technological capability and organisational commitment. Government agencies must ensure that online requests are connected to internal administrative processes capable of producing timely responses.
Accessibility is also essential to electronic governance. Digital services can potentially allow citizens to access government services from different locations and outside traditional office hours. However, this benefit depends on access to internet connectivity, electricity, digital devices and relevant skills.
The digital divide therefore represents a major challenge to electronic governance. The International Telecommunication Union (ITU, 2023) notes that digital inequalities remain significant globally, with differences in connectivity, affordability and digital skills affecting people’s ability to participate in the digital society. In Nigeria, differences in internet access, electricity supply, affordability and digital literacy can affect citizens’ ability to benefit equally from digital government services.
This issue is especially important in Lagos because the state contains communities with different socioeconomic characteristics. While some residents have access to smartphones, broadband internet and advanced digital skills, others may experience difficulties accessing reliable internet services or navigating online government systems.
Another important consideration is information quality. Citizens require accurate, complete and understandable information when accessing public services. Incorrect information, outdated requirements or unclear instructions can create confusion and increase the likelihood of unsuccessful applications. DeLone and McLean (2003), through their updated Information Systems Success Model, identify information quality, system quality and service quality as important dimensions of information-system success.
The DeLone and McLean model is particularly relevant to electronic governance because it emphasises the relationship between system quality, information quality, service quality, use and user satisfaction. According to DeLone and McLean (2003), the success of an information system should be assessed not merely by its technical existence but by the quality of the system and information it provides and the benefits users derive from it.
Security and privacy also influence citizens’ willingness to use digital government services. Government agencies often collect personal information, identification details, financial information and other sensitive data. Citizens may be reluctant to use online platforms if they do not trust government agencies to protect their information.
Carter and Bélanger (2005) emphasise the importance of trust in the adoption of e-government services. Citizens need confidence that electronic transactions are secure and that their information will not be misused. Therefore, cybersecurity and data protection are important components of effective digital public service delivery.
The issue of trust is important because citizen satisfaction and trust can reinforce one another. Welch et al. (2005) found that satisfaction with e-government was associated with trust in government. When citizens experience efficient and transparent digital services, their confidence in government institutions may increase. Conversely, poor digital experiences can reinforce negative perceptions of government.
Electronic governance can also contribute to transparency. Digital platforms can provide information about government procedures, service requirements, fees, application status and administrative processes. Greater transparency can reduce uncertainty and potentially discourage arbitrary administrative practices.
However, digital technology does not automatically guarantee transparency. Government agencies must ensure that information provided online is accurate, complete and regularly updated. Where digital platforms contain outdated information or fail to disclose important procedures, citizens may remain dependent on informal channels and physical interactions.
Another potential benefit of e-governance is the reduction of administrative costs. Digital systems can reduce the need for paper documentation, improve record management and facilitate information sharing between government departments. Citizens can also save transportation expenses and time when services are accessible electronically.
However, poorly designed digital systems can create new costs. Citizens may spend considerable time dealing with technical difficulties, repeated uploads, failed payments or complicated registration procedures. Therefore, digitalisation should not simply reproduce traditional bureaucracy in electronic form.
The issue of system integration is also important. Citizens often require services from multiple government agencies. Where government systems are fragmented, citizens may be required to create multiple accounts, submit the same information repeatedly or navigate different platforms. Integrated systems can reduce these difficulties and provide a more seamless citizen experience.
OECD (2020) argues that governments need to move towards a coherent digital-by-design approach in which digital technologies are integrated into policy and service design from the beginning. This approach recognises that successful digital government requires organisational transformation rather than isolated technological projects.
The Lagos State context provides an important opportunity to examine these issues. Lagos has invested substantially in digital public services, making it appropriate to assess whether these initiatives have translated into improved experiences for citizens. Nchuchuwe and Ojo (2017), in their study of e-governance in Ojo and Alimosho Local Government Areas of Lagos State, identified challenges including inadequate ICT infrastructure, internet access, electricity and computer literacy. Although digital infrastructure and government platforms have developed considerably since that study, the findings demonstrate the importance of considering implementation conditions when evaluating e-governance.
More recent research has also examined digital governance and public service delivery in Lagos. Nwosu (2024) investigated digital governance and public service delivery in Lagos State, focusing on areas such as accessibility, efficiency, transparency and citizen satisfaction. Such research demonstrates the increasing relevance of citizen-centred evaluation of digital government.
The need for such evaluation is heightened by the growing investment in digital public services. Government agencies allocate financial and human resources to develop websites, portals, applications and digital infrastructure. It is therefore important to determine whether these investments are producing measurable improvements in citizens’ experiences.
The issue is not simply whether citizens can access government services electronically, but whether electronic access results in better, faster, more reliable, transparent and satisfactory services. This distinction forms the basis for examining the relationship between electronic governance and citizen satisfaction.
Electronic governance can potentially transform public administration by moving government from a provider-centred model to a more citizen-centred model. Citizens can become active users who access information, initiate transactions, provide feedback and monitor government processes. However, this potential can only be achieved where digital services are designed around citizens’ actual needs and supported by effective organisational systems.
The growing importance of electronic governance in Nigeria, combined with the increasing demand for efficient public services, therefore creates a need for empirical research into how citizens perceive digital government services.
It is against this background that this study examines Electronic Governance and Citizen Satisfaction with Public Service Delivery in Nigeria: A Study of Selected Government Agencies in Lagos State.
1.2 Statement of the Problem
Public service delivery in Nigeria continues to face challenges associated with bureaucratic procedures, delays, poor communication, inadequate information, inefficient administrative processes and difficulties in accessing government institutions. Citizens may spend considerable time travelling to government offices, waiting in queues, completing paper forms and following up repeatedly on applications. Such experiences can contribute to dissatisfaction with government services and negatively influence citizens’ perceptions of public institutions.
Electronic governance has been promoted as one of the mechanisms for addressing these challenges. Through digital platforms, government agencies can provide information, process applications, receive payments, communicate with citizens and deliver services electronically. Ideally, electronic governance should make government services faster, more accessible, transparent, convenient and responsive.
However, a major problem is that the adoption of electronic governance does not automatically translate into citizen satisfaction. Government agencies may establish online platforms without adequately considering the actual experiences of citizens using those platforms. Consequently, there may be a gap between the availability of digital government services and the quality of services experienced by citizens.
One major problem concerns accessibility. Although electronic government platforms can theoretically make services available from any location, citizens require internet connectivity, electricity, appropriate digital devices and sufficient digital literacy to use them. The ITU (2023) continues to identify digital inequalities in connectivity, affordability and skills as significant barriers to full participation in the digital environment.
A second problem concerns reliability. Government digital platforms may experience system failures, downtime, slow processing, failed transactions and other technical difficulties. Where citizens cannot complete transactions successfully, they may be forced to return to traditional physical channels, thereby reducing the expected benefits of digitalisation.
A third problem is ease of use. Citizens differ considerably in their technological abilities. Complicated registration procedures, unclear instructions and poorly designed interfaces can discourage citizens from using government platforms. Davis (1989) established that perceived ease of use is an important determinant of technology acceptance. Therefore, technically available services may remain underutilised if citizens perceive them as difficult to use.
A fourth problem is responsiveness. One of the expectations associated with electronic governance is faster service delivery. However, citizens may submit applications or complaints electronically without receiving timely responses. If the internal administrative processes of government agencies remain slow, simply placing the first stage of a transaction online may not substantially improve service delivery.
A fifth problem concerns information quality. Citizens depend on government websites and portals for information about requirements, procedures, fees and application processes. Inaccurate, incomplete or outdated information can lead to unsuccessful applications and frustration. DeLone and McLean (2003) identify information quality as an important determinant of information-system success and user satisfaction.
A sixth problem concerns security and privacy. Citizens increasingly submit personal and financial information through government digital platforms. Concerns about data protection, unauthorised access and cybercrime may reduce citizens’ confidence in electronic services. Carter and Bélanger (2005) identify trust as an important factor in citizens’ acceptance of e-government services.
A seventh problem is limited transparency and accountability. Although digital platforms can improve access to information, citizens may still face difficulties tracking applications, obtaining explanations for delays or communicating with responsible officials. Digitalisation therefore needs to be accompanied by effective accountability mechanisms.
An eighth problem relates to fragmented digital systems. Citizens may interact with different government agencies that operate separate platforms. Where these platforms are not integrated, citizens may be required to submit similar information repeatedly. This reduces convenience and can undermine the citizen-centred objective of digital government.
The Lagos State context makes these issues particularly important. Lagos is a major economic and administrative centre with a large population and significant demand for public services. The state has invested in digital platforms and electronic service delivery, but the existence of these systems does not necessarily demonstrate that citizens are satisfied with them.
Nchuchuwe and Ojo (2017) found that e-governance implementation in selected local governments in Lagos State faced challenges related to ICT infrastructure, electricity, internet access and computer literacy. Although considerable progress has been made since their study, these challenges demonstrate that technological adoption must be evaluated in relation to the conditions experienced by users.
Furthermore, previous studies have examined different aspects of e-governance in Nigeria, but there remains a need for more focused empirical evidence concerning citizen satisfaction with electronic public service delivery in selected government agencies in Lagos State. Welch et al. (2005) demonstrated internationally that satisfaction with e-government can be associated with trust in government, while Ighomereho et al. (2022) identified important dimensions of electronic service quality among users in Lagos. These findings suggest that the quality of digital service delivery deserves systematic assessment.
There is therefore an empirical gap regarding the extent to which electronic governance dimensions such as accessibility, ease of use, reliability, responsiveness, transparency and security influence citizen satisfaction within selected government agencies in Lagos State.
There is also a practical gap. Government agencies may measure digital transformation through indicators such as the number of online platforms created, number of registered users or number of electronic transactions. Such measures do not necessarily reveal whether citizens are satisfied with the quality of the services received.
Citizen satisfaction provides an important user-centred measure of public-sector performance. Citizens ultimately determine whether a public service is convenient, accessible, understandable, reliable and responsive through their experiences with the service.
The problem is therefore that despite the increasing adoption of electronic governance and the expansion of digital public services in Nigeria, citizens may continue to experience difficulties relating to accessibility, reliability, ease of use, responsiveness, security and information quality, thereby raising questions about whether electronic governance has significantly improved satisfaction with public service delivery.
This situation creates the need for empirical investigation into the relationship between electronic governance and citizen satisfaction. Understanding this relationship is particularly important for Lagos State because of the state’s large population, high demand for public services and increasing reliance on digital platforms.
The study therefore seeks to determine whether electronic governance is significantly related to citizen satisfaction with public service delivery in selected government agencies in Lagos State.
1.3 Aim of the Study
The main aim of this study is to examine the relationship between electronic governance and citizen satisfaction with public service delivery in selected government agencies in Lagos State, Nigeria.
1.3.1 Specific Objectives
The study seeks to:
- examine the extent of electronic governance adoption among selected government agencies in Lagos State;
- determine the influence of electronic service accessibility on citizen satisfaction with public service delivery;
- examine the influence of ease of use of electronic government platforms on citizen satisfaction;
- assess the relationship between electronic service reliability and citizen satisfaction;
1.4 Research Questions
The study will answer the following research questions:
- To what extent is electronic governance adopted by selected government agencies in Lagos State?
- What influence does electronic service accessibility have on citizen satisfaction with public service delivery?
- What influence does ease of use of electronic government platforms have on citizen satisfaction?
- What relationship exists between electronic service reliability and citizen satisfaction?
1.5 Research Hypothesis
The following null hypothesis will be tested at 0.05 level of significance:
H₀: There is no significant relationship between electronic governance and citizen satisfaction with public service delivery in selected government agencies in Lagos State, Nigeria.

The study will be significant to government agencies, public administrators, policymakers, citizens, ICT professionals, researchers and other stakeholders involved in public-sector digital transformation.

The study will contribute to the literature on electronic governance, digital government, citizen satisfaction and public service delivery in Nigeria. It will also provide a useful reference for researchers conducting related studies.
1.7 Scope of the Study
The study focuses on Electronic Governance and Citizen Satisfaction with Public Service Delivery in Nigeria, with particular reference to selected government agencies in Lagos State.
The independent variable is electronic governance, operationalised through:
- electronic service accessibility;
- ease of use;
- service reliability;
- service responsiveness;
- transparency; and
- security.
The dependent variable is citizen satisfaction with public service delivery, measured through citizens’ perceptions of:
- service quality;
- service speed;
- convenience;
- responsiveness;
- information quality; and
- overall satisfaction.
Geographically, the study will be restricted to selected government agencies in Lagos State. The particular agencies included in the study will be specified in Chapter Three.
The respondents will consist primarily of citizens who have used or interacted with electronic services provided by the selected government agencies. This will ensure that respondents have sufficient experience to assess the quality and effectiveness of electronic public services.
1.8 Operational Definition of Terms
Electronic Governance: The use of ICT and digital technologies by government institutions to administer government activities, communicate with citizens and provide public services electronically.
Electronic Government: The use of digital technologies by government agencies to provide information and services to citizens and other stakeholders.
Citizen Satisfaction: The extent to which citizens’ expectations concerning government services are met or exceeded by their actual experiences.
Public Service Delivery: The process through which government institutions provide services, information, programmes and administrative functions to citizens.
Electronic Service Accessibility: The extent to which citizens can conveniently access government services through electronic platforms.
Ease of Use: The degree to which citizens perceive an electronic government system as simple, understandable and easy to operate.
Service Reliability: The ability of an electronic government platform to provide accurate, consistent and dependable services.
Service Responsiveness: The extent to which government agencies respond promptly to citizens’ online requests, applications, enquiries and complaints.
Transparency: The extent to which government procedures, requirements, fees, information and administrative processes are openly and clearly communicated to citizens.
Digital Security: Measures designed to protect citizens’ personal information and electronic transactions from unauthorised access, misuse or cyber threats.
Digital Divide: Differences among individuals or groups in access to digital technologies, internet connectivity and the skills required to use them effectively.
Government Agency: A public institution established by government to perform specific administrative, regulatory or service-delivery functions.
1.9 Organisation of the Study
The study will be organised into five chapters.
Chapter One presents the introduction, including the background to the study, statement of the problem, aim and objectives, research questions, hypothesis, significance of the study, scope, operational definitions and organisation of the study.
Chapter Two will review relevant literature on electronic governance and citizen satisfaction with public service delivery. It will comprise the conceptual review, theoretical framework, empirical review and summary of the reviewed literature.
Chapter Three will present the research methodology. It will discuss the research design, population, sample size, sampling technique, research instrument, validity, reliability, data-collection procedure and method of data analysis.
Chapter Four will present the results and analysis of data obtained from respondents. Descriptive statistics will be used to answer the research questions, while the hypothesis will be tested at the 0.05 level of significance.
Chapter Five will present the summary of findings, conclusion and recommendations. It will also provide suggestions for further studies.
