CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Education is universally recognized as an important instrument for individual development, social transformation and national development. Through education, individuals acquire knowledge, skills, attitudes and values necessary for effective participation in society. The quality of education provided in any society is influenced by several factors, including curriculum, instructional resources, school leadership, teachers, students and the general environment in which teaching and learning take place. The school is not merely a physical location where teaching and learning occur; it is an organized social system in which administrators, teachers, students and other stakeholders interact continuously to achieve educational objectives. Consequently, the nature and quality of relationships and practices within the school can significantly influence both teachers and students.

One important organizational factor that has received considerable attention in educational management is school organizational climate. Organizational climate refers to the prevailing characteristics, practices, relationships, attitudes and perceptions that distinguish one organization from another and influence the behaviour of its members. In the school setting, organizational climate describes how teachers and other members of the school perceive the leadership style, communication patterns, interpersonal relationships, professional support, participation in decision-making, academic expectations, rules and general working conditions within the school. Hoy, Tarter, and Bliss (1990) established that organizational climate and school health are important dimensions of school effectiveness, with school climate being associated with teachers’ commitment and students’ academic outcomes.

School organizational climate is therefore broader than the physical condition of a school. It includes the psychological, social and professional atmosphere created through interactions among school administrators, teachers and students. A school characterized by supportive leadership, open communication, cooperation, fairness, professional autonomy, recognition and strong academic expectations is likely to create an environment that promotes positive attitudes and commitment among teachers. In contrast, a school characterized by authoritarian leadership, poor communication, interpersonal conflict, inadequate recognition and exclusion of teachers from decision-making may generate dissatisfaction and weaken teachers’ attachment to the organization.

The importance of organizational climate becomes particularly evident when considering the position of teachers within the educational system. Teachers constitute one of the most important human resources in schools because they are directly responsible for translating curriculum objectives into classroom experiences. Their responsibilities extend beyond classroom instruction to lesson preparation, assessment, classroom management, participation in school activities, student counselling and other professional duties. The extent to which teachers perform these responsibilities effectively can be influenced by the conditions under which they work. Where teachers feel respected, supported and valued, they are more likely to demonstrate dedication to their professional responsibilities.

Teachers’ commitment to work refers to the extent to which teachers identify with their professional responsibilities and demonstrate willingness to devote their time, energy and abilities towards achieving school objectives. Committed teachers are more likely to prepare adequately for lessons, attend school regularly, participate actively in school programmes, monitor students’ progress and make additional efforts to support students who experience learning difficulties. Teacher commitment is therefore an important component of school effectiveness because the achievement of educational objectives depends substantially on teachers’ willingness to perform their responsibilities consistently.

The relationship between school climate and teacher commitment has received empirical support. Collie, Shapka, and Perry (2011), in a study of 664 public school teachers in British Columbia and Ontario, found that positive school climate significantly predicted different forms of teacher commitment, including general professional commitment, future professional commitment and organizational commitment. They further found that student relationships and collaboration among staff were particularly important predictors of teacher commitment. This suggests that the social and organizational conditions within schools can influence the degree to which teachers remain committed to their professional and organizational responsibilities.

The relationship between working conditions and teacher commitment has also been emphasized in the broader literature. Firestone and Pennell (1993) argued that working conditions and organizational arrangements are important in understanding teacher commitment. Similarly, Day, Elliot, and Kington (2005) emphasized the importance of organizational and professional conditions in sustaining teachers’ commitment in the face of educational reforms and changing expectations. These studies suggest that teachers’ commitment should not be viewed exclusively as an individual characteristic because it can also be shaped by the organizational environment in which teachers carry out their professional responsibilities.

Leadership is an important dimension of school organizational climate. School administrators, particularly principals, influence the organizational atmosphere through their approach to supervision, communication, decision-making, conflict resolution and staff motivation. A principal who communicates effectively, treats teachers fairly, recognizes their contributions and provides opportunities for professional participation may create an atmosphere of trust and cooperation. Conversely, poor leadership practices may result in dissatisfaction, conflict and reduced commitment. Hoy et al. (1990) demonstrated that organizational health and climate were associated with important school outcomes, emphasizing the importance of organizational processes in determining school effectiveness.

Communication is another important dimension of school climate. Effective communication enables school administrators to communicate expectations, policies and responsibilities clearly while allowing teachers to express concerns and contribute ideas. When communication is open and transparent, teachers may develop greater trust in school leadership. Poor communication, on the other hand, may create misunderstanding, suspicion and conflict among staff. Since teachers spend a considerable amount of their professional lives within the school organization, the quality of communication can influence their perception of the institution and their willingness to contribute towards its objectives.

Collegial relationships among teachers are also central to organizational climate. Teaching is not an isolated activity because teachers often work collectively in departments, committees, staff meetings and school programmes. Positive relationships among colleagues can promote the exchange of teaching ideas, peer assistance and professional learning. Collie et al. (2011) found that collaboration among staff was one of the school climate variables that predicted teacher commitment. This indicates that teachers’ willingness to cooperate with colleagues may be strengthened when the school environment encourages trust, mutual respect and professional interaction.

1.2 Statement of the Problem

The effectiveness of any educational system depends significantly on the ability of schools to create conditions that support effective teaching and meaningful learning. However, concerns about teachers’ commitment to their professional responsibilities and variations in students’ academic performance remain important challenges within the Nigerian educational system. Although several factors may account for these challenges, insufficient attention to the organizational climate within which teachers work and students learn may limit understanding of the problem.

In some schools, teachers may operate under conditions characterized by poor communication, limited participation in decision-making, inadequate administrative support, weak staff relationships, insufficient recognition and unfavourable working conditions. Such organizational conditions may affect how teachers perceive their schools and their willingness to commit themselves fully to their professional responsibilities. Where teachers feel excluded, unsupported or unfairly treated, they may become less enthusiastic about school activities and may restrict their efforts to minimum assigned duties.

The problem becomes more serious when low teacher commitment affects instructional effectiveness. Teachers who are less committed may be less likely to devote additional time to lesson preparation, student assessment, remedial instruction, academic counselling and extracurricular responsibilities. Since teachers constitute the major human resource responsible for classroom instruction, persistent low commitment may have implications for the quality of teaching provided to students.

1.3 Aim of the Study
