CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Land is one of the most fundamental factors of agricultural production. Unlike many other production inputs, land provides the physical space within which crops are cultivated, livestock are raised and other agricultural activities are undertaken. The quantity, quality, location, accessibility and pattern of landholding can therefore influence the capacity of farmers to combine labour, capital, technology and other inputs to produce agricultural output. For smallholder farmers, who generally operate with limited financial and technological resources, the way land is owned and distributed can have particularly important implications for farm productivity.

Smallholder agriculture remains central to food production and rural livelihoods in developing countries. Smallholder farmers produce a substantial proportion of food consumed locally while simultaneously providing employment and income for rural households. However, their productivity is frequently constrained by limited access to land, credit, improved inputs, mechanisation, extension services and markets. The problem is not necessarily the absolute absence of land, but also the manner in which available land is distributed among farmers and organised into individual parcels.

One important land-related problem is land fragmentation. Land fragmentation occurs when the total agricultural land operated by a farmer is divided into several separate and spatially dispersed parcels rather than being concentrated in one contiguous holding. Fragmentation can arise through inheritance, land transactions, population pressure, customary tenure arrangements and repeated subdivision of family holdings. While fragmented holdings may sometimes provide farmers with access to different soil types or reduce the risk associated with environmental variation, excessive fragmentation may create substantial economic and managerial difficulties.

The relationship between land fragmentation and agricultural productivity has attracted considerable attention in agricultural economics. Theoretically, fragmented holdings may reduce productivity because farmers must travel between separate plots, incur additional transportation costs, duplicate certain farm operations and spend more time supervising dispersed fields. Fragmentation can also make mechanisation difficult because agricultural machinery generally operates more efficiently on relatively consolidated and accessible plots. In addition, scattered parcels can increase the cost of applying inputs and make coordinated farm management more difficult.

At the same time, the effect of fragmentation is not necessarily uniformly negative. Some researchers have noted that fragmented holdings can provide farmers with opportunities to diversify production across different ecological conditions, thereby reducing exposure to environmental risks. A farmer cultivating several parcels in different locations may, for example, reduce the possibility that drought, flooding or pest infestation in one location will completely destroy the household’s agricultural production. Thus, the relationship between fragmentation and productivity is an empirical issue that depends on the nature, degree and spatial distribution of the fragmented parcels.

In Nigeria, the persistence of smallholder agriculture is closely connected with the country’s land tenure arrangements. Traditional and customary systems of land acquisition, particularly inheritance, have contributed to the subdivision of agricultural holdings across generations. Okezie, Ahuchuogu and Sulaiman (2012) observed that traditional land tenure systems, together with population growth, contribute to land fragmentation in Nigeria and identified implications for agricultural productivity and commercialisation. Their study of farm households in Umuahia-North Local Government Area demonstrated the importance of examining fragmentation as a factor affecting the performance of small-scale agricultural production.

The issue is particularly relevant because agricultural land is not only becoming increasingly valuable but is also subject to competing demands. Population growth, urbanisation, residential development, infrastructure and commercial activities can increase pressure on agricultural land. Where available land is repeatedly divided among family members, individual holdings may become progressively smaller. The resulting fragmentation can create a situation in which farmers possess land but cannot efficiently utilise it for commercial-scale agricultural production.

Apata (2016), in an empirical analysis of small farms in Nigeria, examined the effects of land tenure, fragmentation and property rights on agricultural productivity. The study, based on a large sample of Nigerian small farmers, found evidence of considerable land fragmentation and showed that highly fragmented holdings were associated with smaller cultivated farm areas. The study demonstrates that the institutional characteristics of landholding are important for understanding the productivity of Nigerian smallholder agriculture.

The Nigerian situation is further illustrated by research conducted specifically in Ogun State. Obayelu, Ogunmola and Oyewole (2019) investigated land fragmentation and its determinants among smallholder farmers in the Ikenne Agricultural Zone of Ogun State. Using data from 120 farmers and the Simpson fragmentation index, the researchers reported an average fragmentation index of 0.38, which indicated a relatively high level of fragmentation. Their study also identified household income, labour force, education, land ownership, available land and farming experience among the factors associated with land fragmentation.

The findings from Ikenne are important to the present study because Ijebu North Local Government Area is also located within Ogun State and shares the broader agricultural and institutional environment of the state. However, geographical proximity does not necessarily imply identical agricultural conditions. Differences in land tenure arrangements, population pressure, farm sizes, cropping patterns, distance between farms and homesteads, market accessibility and farmers’ socioeconomic characteristics can produce different outcomes. Consequently, there remains a need for location-specific investigation.

The effect of fragmentation on agricultural productivity has also been demonstrated in more recent research conducted across Ogun State. Oyebanjo, Ologbon and Dada (2023) examined the effect of land fragmentation and socioeconomic factors on food-crop productivity in Ogun State using data from 118 farmers. The study found that 69.5% of the farmers operated two or more parcels and reported a negative relationship between land fragmentation and productivity. Specifically, the estimated effect of land fragmentation on productivity was negative, while distance from the homestead to farm locations also reduced productivity.

This finding is significant because it suggests that the problem is not simply the number of hectares available to a farmer but also the spatial organisation of those hectares. A farmer with several hectares divided into distant parcels may experience a different level of productivity from another farmer cultivating the same total area in a single contiguous holding. The fragmented farmer may spend more money and time moving between plots, transporting inputs and supervising production activities.

The distance between farm parcels and farmers’ homes is another important dimension of fragmentation. When agricultural plots are scattered across different locations, farmers may spend considerable time travelling between them. This can reduce the time available for farm operations and increase transportation expenses. Oyebanjo et al. (2023) found that distance from the homestead to farm locations had a negative relationship with productivity among food-crop farmers in Ogun State.

Land fragmentation can also interfere with the use of modern agricultural technologies. Mechanised operations such as ploughing, harrowing, planting and harvesting require sufficient field size and accessibility. Small and irregularly shaped parcels may make mechanisation uneconomical. Consequently, farmers operating fragmented holdings may depend more heavily on manual labour. This can increase production costs and restrict the scale at which farmers can operate.

The problem becomes more pronounced when fragmented plots are separated by roads, residential areas, streams, forests or other land uses. Such physical barriers can make movement between parcels more difficult. Where farm roads are poor, the cost of transporting inputs and harvested produce can increase significantly. Fragmentation therefore has implications not only for farm size but also for the efficiency of resource use.

The relationship between fragmentation and technical efficiency has also been established among Nigerian farmers. Research on cassava farmers in southwestern Nigeria found that fragmentation and the distance between farms and farmsteads were significant technical-inefficiency variables. The study concluded that substantial technical inefficiency existed among cassava farmers and recommended land-related reforms to improve production efficiency.

Similarly, research on maize farmers in Odeda Local Government Area of Ogun State found that fragmentation index and distance between plots significantly affected technical efficiency. The study indicates that the problem of fragmented agricultural holdings extends beyond crop yields to farmers’ ability to convert production inputs efficiently into agricultural output.

Farm productivity itself is an important concept in assessing agricultural performance. Productivity generally refers to the quantity of output produced relative to the inputs employed. In crop farming, productivity may be measured through output per hectare, yield per unit of land, gross margin, value of output or other appropriate measures. High productivity indicates that farmers are able to obtain relatively greater output from available resources, while low productivity may indicate inefficient utilisation of land, labour, capital or other inputs.

For smallholder farmers, productivity is particularly important because their livelihood often depends directly on agricultural returns. Low productivity may result in insufficient household income, food insecurity, inability to accumulate productive assets and continued dependence on subsistence production. Improving productivity therefore has implications beyond agricultural output; it can affect household welfare and the sustainability of rural livelihoods.

Land fragmentation can influence productivity through several pathways. First, it can increase the distance that farmers travel between parcels. Second, it can increase labour requirements. Third, it can raise transportation costs. Fourth, it can discourage mechanisation. Fifth, it can complicate supervision and farm management. Sixth, it can reduce economies of scale. Seventh, it can make irrigation and other infrastructure more difficult to install across dispersed parcels.

Nevertheless, it is important not to assume that every form of fragmentation necessarily reduces productivity. Some fragmented farms may benefit from ecological diversification. A farmer may deliberately maintain parcels in different locations because of differences in soil fertility, water availability or crop suitability. Fragmentation may therefore serve as a risk-management strategy under certain circumstances. The magnitude of the fragmentation, the distance among parcels and the costs associated with operating them are consequently important considerations.

Land inheritance represents one of the major mechanisms through which fragmentation occurs. In communities where agricultural land is passed from parents to several children, a single holding can be divided into multiple smaller plots. As subsequent generations inherit portions of already divided holdings, fragmentation can become increasingly pronounced. Obayelu et al. (2019) found that land ownership and other socioeconomic characteristics were associated with fragmentation among smallholder farmers in Ogun State.

The pattern of land acquisition is therefore important to understanding agricultural productivity. Oyebanjo et al. (2023) reported that inheritance was the most common mode of land acquisition among the farmers they studied in Ogun State, with rented or borrowed land and purchased land constituting other forms of access. They also found that most farmers operating two or more parcels were exposed to the consequences of fragmented holdings.

Ogun State provides a particularly relevant context for investigating the issue because agriculture remains an important economic activity despite increasing urbanisation and industrial development. The state contains different agricultural zones and supports the production of food crops, cash crops and livestock. Its proximity to Lagos and other major markets creates opportunities for commercial agriculture, but urban expansion and competing land uses also place pressure on agricultural land.

The Ijebu axis of Ogun State has historically been associated with agricultural production and rural economic activities. Ijebu North Local Government Area contains numerous farming communities where smallholder agriculture contributes to household livelihoods. Farmers in these communities may cultivate food crops and other agricultural products on land acquired through inheritance, rental, borrowing or purchase. The nature of land access and the distribution of holdings may consequently influence how efficiently farmers can utilise their land.

Recent research on agricultural extension and smallholder productivity in the Ijebu-Ode agricultural zone of Ogun State provides further evidence of productivity constraints within the wider Ijebu area. A study of smallholder farmers reported relatively small average farm holdings, limited access to credit, low mechanisation and inadequate extension access among farmers in the zone. These conditions are important because fragmentation may interact with other constraints: a farmer operating several small plots may find it even more difficult to benefit from mechanisation, extension visits or input application.

The problem of land fragmentation must therefore be understood within the broader socioeconomic circumstances of smallholder farmers. Land fragmentation does not operate independently of access to credit, labour, extension, improved seeds, fertiliser, farming experience, education, market access and technology. A fragmented farmer with adequate capital and access to mechanisation may potentially overcome some of the difficulties associated with scattered holdings, whereas a resource-constrained farmer may be more severely affected.

Labour availability is particularly relevant. Where farms are scattered, additional labour may be required for movement between plots, land preparation, weeding, harvesting and transportation. Obayelu et al. (2019) identified household labour force as one of the factors associated with farm fragmentation among smallholders in Ogun State. This suggests that household labour capacity may influence farmers’ ability to cope with fragmented landholdings.

Farmers’ education and experience may also influence their response to fragmented holdings. More experienced farmers may develop strategies for managing scattered plots, selecting crops according to location or coordinating labour across different farms. Education may improve farmers’ capacity to adopt technologies and management strategies that reduce the costs associated with fragmentation. Obayelu et al. (2019) found education and farming experience among variables associated with the structure of smallholder landholdings in Ogun State.

Another important consideration is farm size. Fragmentation is not identical to small farm size. A farmer may operate a relatively large total area divided into several parcels, while another may operate a small but contiguous holding. However, fragmentation can contribute to the subdivision of land into smaller parcels and can reduce the effective advantages associated with farm scale. Apata (2016) noted the persistence of small farms and the relationship between land fragmentation and farm size in Nigeria.

Land fragmentation may also affect agricultural commercialisation. Commercial agriculture requires efficient production, timely application of inputs, harvesting, transportation and marketing. Scattered parcels can increase production and transaction costs, potentially reducing the profitability of market-oriented farming. Okezie et al. (2012) similarly linked fragmentation to implications for agricultural commercialisation in Nigeria.

In addition, fragmented land can make long-term investment more difficult. Farmers may be reluctant to invest in permanent improvements such as irrigation systems, drainage, soil conservation structures, tree crops or farm buildings where land tenure is uncertain or parcels are too small and scattered. Secure and economically viable landholdings can therefore encourage investment in agricultural productivity.

The issue has broader implications for food security. Nigeria’s growing population requires sustained increases in agricultural production. If smallholder farmers are unable to improve productivity because of inefficient landholding patterns, increasing food demand may place additional pressure on agricultural imports and food prices. Improving the efficiency of land use is consequently important to national agricultural development.

The problem is also relevant to agricultural policy. Policies aimed at increasing agricultural productivity often emphasise improved seeds, fertiliser, irrigation, mechanisation, extension services and access to credit. While these interventions are important, their effectiveness may be reduced if farmers operate highly fragmented holdings. Mechanisation services, for example, may be difficult to provide economically where plots are too small or widely dispersed.

Evidence from Ogun State strongly supports the need for further investigation. Existing studies have demonstrated land fragmentation in Ikenne Agricultural Zone, examined its determinants and established negative productivity implications in broader parts of Ogun State. However, there is still a need for a focused investigation of selected farming communities in Ijebu North Local Government Area, particularly because the spatial organisation of farms and local landholding practices may differ from those in Ikenne, Odeda and other parts of the state.

The geographical gap is therefore significant. Findings from Ikenne Agricultural Zone or the general Ogun State population cannot automatically be assumed to describe the situation in Ijebu North. Farming communities differ in their histories of land inheritance, land transactions, population pressure, farm locations, crop choices, road networks and access to agricultural services. A study centred specifically on Ijebu North can generate evidence that is more directly useful to farmers, extension officers and policymakers operating within the locality.

There is also an empirical gap concerning the mechanisms through which fragmentation affects productivity at the community level. It is important to determine whether farmers with more fragmented holdings actually experience lower output per hectare, higher production costs, greater labour requirements, greater distances between plots and reduced access to mechanisation and other agricultural services.

The central concern of this study is therefore that smallholder farmers may possess agricultural land but derive reduced productivity from it because their holdings are divided into multiple and spatially dispersed parcels. If this situation persists, it may undermine agricultural income, food production, commercialisation and the livelihood security of farming households.

It is against this background that this study seeks to examine Land Fragmentation and Farm Productivity among Smallholder Farmers: A Study of Selected Farming Communities in Ijebu North Local Government Area, Ogun State. The study will investigate the extent and nature of land fragmentation, identify factors associated with fragmented holdings, examine its implications for farm productivity and assess the relationship between land fragmentation and productivity among smallholder farmers in the selected communities.

1.2 Statement of the Problem

Agriculture remains an important source of livelihood for many households in Nigeria, particularly in rural communities. However, the productivity of smallholder agriculture continues to be constrained by several factors, including inadequate access to finance, low mechanisation, limited extension services, poor infrastructure, high input costs and unfavourable market conditions. An additional but sometimes less visible constraint is the manner in which agricultural land is distributed and organised.

Land fragmentation is a serious land-management problem because it can reduce the efficiency with which farmers utilise their available land. Instead of operating one relatively continuous farm, a farmer may cultivate several small parcels located at different distances from one another. This situation may arise through inheritance, land transactions, population pressure and customary landholding practices. As farms become increasingly divided, farmers may encounter higher costs of transportation, supervision, labour and input application.

The problem is particularly important for smallholder farmers because they often have limited financial and technological capacity. A farmer with substantial financial resources may be able to hire labour, rent transport or obtain mechanisation services to manage scattered farms. A resource-poor farmer may not have these options. Consequently, the productivity implications of fragmentation may be more severe among smallholder farmers.

Evidence from Ogun State suggests that land fragmentation is already widespread. Obayelu et al. (2019), in their study of smallholder farmers in Ikenne Agricultural Zone, reported an average Simpson fragmentation index of 0.38 and concluded that smallholder farmland in the area was highly fragmented. The study further showed that socioeconomic characteristics such as household income, labour force, education, land ownership and available land were associated with fragmentation.

The existence of significant fragmentation in Ikenne raises an important question concerning other agricultural areas of Ogun State, including Ijebu North. While the two areas belong to the same state, differences in local landholding arrangements and farming conditions mean that findings from Ikenne cannot simply be generalised to Ijebu North without empirical verification.

The second dimension of the problem is its possible effect on productivity. Oyebanjo et al. (2023) found a negative relationship between land fragmentation and food-crop productivity in Ogun State. Their study reported that 69.5% of farmers operated two or more parcels and found that land fragmentation reduced productivity. This finding suggests that fragmented holdings may prevent farmers from achieving the level of output that could otherwise be obtained from their available resources.

However, productivity losses may occur through several interconnected mechanisms. Farmers operating distant parcels may spend more time travelling between farms. They may incur additional transportation costs when moving seeds, fertiliser, pesticides, farm tools and harvested crops. The additional time and cost can reduce the profitability of farming and may discourage farmers from applying inputs at recommended levels.

Fragmentation can also increase labour requirements. A farmer cultivating several scattered parcels may need more labour for land preparation, planting, weeding and harvesting than a farmer operating a single consolidated holding. Where household labour is insufficient, the farmer may have to hire additional workers. For smallholder farmers with limited cash resources, this can increase production costs and reduce net farm income.

Mechanisation constitutes another major problem. Modern agricultural production increasingly depends on mechanised operations to improve timeliness and reduce labour requirements. However, very small or irregularly shaped plots may not be attractive to machinery operators because the cost of moving equipment between parcels can be high relative to the area cultivated. Consequently, fragmentation may reinforce farmers’ dependence on manual labour.

The distance between parcels may also affect farmers’ ability to supervise their farms. A farmer with scattered holdings must divide attention among different locations. This can create difficulties in monitoring crop growth, controlling pests and diseases, applying fertiliser at the appropriate time and harvesting crops promptly. Oyebanjo et al. (2023) found that distance from homestead to farm locations negatively affected productivity in Ogun State, reinforcing the importance of spatial distance in understanding agricultural performance.

Another problem concerns the use of agricultural infrastructure. Irrigation, drainage, fencing, storage facilities and other farm improvements may be more difficult or expensive to establish across multiple scattered parcels. Fragmentation may therefore discourage long-term investment and limit the adoption of technologies capable of increasing productivity.

The problem also has implications for agricultural commercialisation. Smallholder farmers are increasingly encouraged to move from subsistence production towards market-oriented agriculture. However, commercial production requires efficient management of land, labour, inputs and transportation. When farms are scattered, the cost of producing and assembling agricultural commodities may increase. This can reduce farmers’ competitiveness and discourage expansion.

There is also a possible food-security implication. Where fragmented holdings reduce productivity, farmers may produce less food despite having access to agricultural land. Reduced production can affect household food availability and income and may increase reliance on purchased food. At the community level, widespread productivity constraints may reduce the contribution of agriculture to local food supply.

The problem is particularly relevant to Ijebu North because farming remains an important economic activity in several communities within the local government area. Farmers may depend on inherited family land, rented plots and other forms of access to land. As land is transferred between generations, there is potential for continued subdivision of holdings. However, the extent to which such fragmentation affects productivity among farmers in selected Ijebu North communities has not been sufficiently established.

There is consequently inadequate local empirical evidence on the relationship between the number and distribution of farm parcels and farm productivity in the study area. It is not sufficient to know that farmers cultivate small farms. It is necessary to determine whether the spatial separation of those farms creates measurable productivity disadvantages.

Furthermore, existing research has concentrated on other areas of Ogun State. Obayelu et al. (2019) focused on Ikenne Agricultural Zone, while Oyebanjo et al. (2023) examined food-crop farmers more broadly across selected areas of Ogun State. Other studies have focused on Odeda or particular crops such as cassava and maize. These studies provide valuable evidence, but they leave a geographical gap regarding Ijebu North.

There is also a need to examine the socioeconomic factors that may determine the extent to which farmers experience fragmentation. Factors such as age, education, farming experience, household labour, farm income, land tenure, total landholding and access to rented land may influence the size and number of parcels operated by farmers. Understanding these factors is necessary for developing appropriate policy responses.

The persistence of land fragmentation may also undermine government efforts to improve agricultural productivity through mechanisation and improved inputs. If agricultural interventions do not take account of the spatial structure of landholdings, their effectiveness may remain limited. For example, distributing improved inputs to farmers may not produce the expected productivity gains if fragmented plots make timely application or efficient supervision difficult.

Another problem is that land fragmentation may interact with other constraints rather than operating independently. A fragmented farmer who also lacks credit, extension services and transportation may face substantially greater productivity constraints than a farmer with similar land fragmentation but better access to resources. Therefore, studying fragmentation alongside relevant socioeconomic and farm characteristics can provide a more complete understanding of productivity outcomes.

There is also an important distinction between farm size and land fragmentation. A reduction in farm size does not necessarily mean that land is fragmented, while a farmer may operate a relatively substantial total area divided into numerous parcels. Consequently, research that focuses only on farm size may fail to capture the productivity consequences of spatial dispersion. This study addresses this gap by treating land fragmentation as a distinct factor requiring empirical examination.

The central problem is therefore that, despite the importance of smallholder agriculture in Ijebu North Local Government Area, there is insufficient empirical evidence on the extent to which fragmented agricultural holdings affect the productivity of smallholder farmers in selected farming communities. The lack of such evidence makes it difficult to determine whether land fragmentation constitutes a significant productivity constraint in the area and which aspects of fragmentation are most consequential.

The problem becomes more significant when viewed against the need to increase agricultural productivity, improve food security, enhance rural incomes and promote sustainable agricultural development. If fragmented landholdings significantly reduce productivity, interventions aimed at improving farm performance must address not only inputs and technology but also the structure and management of agricultural land.

Therefore, this study seeks to investigate the relationship between land fragmentation and farm productivity among smallholder farmers in selected farming communities in Ijebu North Local Government Area, Ogun State. Specifically, it will examine the extent of fragmentation, identify factors associated with fragmentation, assess the productivity of farmers operating fragmented holdings and determine whether a significant relationship exists between land fragmentation and farm productivity.

1.3 Purpose of the Study

The main purpose of this study is to examine the relationship between land fragmentation and farm productivity among smallholder farmers in selected farming communities in Ijebu North Local Government Area, Ogun State.

The specific objectives are to:

  1. determine the extent of land fragmentation among smallholder farmers in the selected farming communities;
  2. identify the major factors responsible for land fragmentation among smallholder farmers in the study area;
  3. examine the effects of land fragmentation on farm productivity among smallholder farmers;
  4. determine the relationship between the number of farm parcels operated by farmers and farm productivity;

1.4 Research Questions

The following research questions will guide the study:

  1. What is the extent of land fragmentation among smallholder farmers in the selected farming communities?
  2. What are the major factors responsible for land fragmentation among smallholder farmers in the study area?
  3. What effects does land fragmentation have on farm productivity among smallholder farmers?
  4. What relationship exists between the number of farm parcels operated by farmers and farm productivity?

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: There is no significant relationship between land fragmentation and farm productivity among smallholder farmers in selected farming communities in Ijebu North Local Government Area, Ogun State.

1.6 Significance of the Study

Smallholder Farmers

The study will provide smallholder farmers with greater understanding of how the size, number and spatial distribution of their farm parcels may influence production efficiency. The findings may encourage farmers to adopt strategies such as cooperative farming, joint production, appropriate land-use planning and improved farm management where feasible.

Government

The findings will provide policymakers with empirical evidence on whether land fragmentation represents a significant constraint to agricultural productivity in Ijebu North. Such evidence can contribute to policies on land administration, agricultural development, mechanisation and rural infrastructure.

Ogun State Government

The study will be useful to the Ogun State Government and agricultural development agencies in designing interventions that reflect the actual landholding conditions of smallholder farmers. Where fragmentation is found to significantly reduce productivity, agricultural policies may incorporate land consolidation, cooperative farming and improved access to agricultural services.

Agricultural Extension Agencies

Extension officers may use the findings to understand the particular challenges faced by farmers cultivating scattered plots. This can help in designing extension approaches that consider farm location, transportation challenges, input application and crop-management practices.

Financial Institutions

The study may provide useful information to financial institutions and agricultural finance programmes concerning the operational realities of smallholder farmers. Understanding landholding structures may assist in designing financial products and agricultural investment programmes suitable for small-scale producers.

Agricultural Mechanisation Programmes

The findings may be useful to mechanisation service providers. If fragmentation is found to restrict machinery access, cooperative approaches and shared mechanisation services may be promoted as possible responses.

Rural Development
