INTRODUCTION
1.1 Background of the Study
Local government is widely recognised as the level of government closest to the people and an important institutional mechanism for translating public policies into services that directly affect citizens. Through local government administration, government is expected to respond to community needs in areas such as environmental sanitation, primary healthcare, local roads, markets, community infrastructure, waste management, social development and other grassroots services. The importance of local government therefore lies not merely in its existence as an administrative structure but in its ability to respond effectively, efficiently and responsibly to the needs of the people within its jurisdiction.
In Nigeria, local government constitutes the third tier of government within the federal system. The 1999 Constitution of the Federal Republic of Nigeria (as amended) recognises local government councils and assigns them responsibilities relating to grassroots administration and development. The logic behind local government is that government functions can be performed more responsively when decision-making is brought closer to citizens. Local authorities are expected to understand local conditions better and therefore be able to identify and address community needs more effectively than distant central institutions.
The effectiveness of local government, however, depends considerably on the quality of its administrative processes and the accountability of public officials. Administrative accountability refers broadly to the obligation of public officials and institutions to explain and justify their decisions, actions and use of public resources to appropriate oversight bodies and citizens. Bovens (2007) conceptualises accountability as a relationship in which an actor is obliged to explain and justify conduct to a forum that can question the conduct and pass judgement. In the public sector, accountability therefore implies that officials entrusted with public authority and resources should be answerable for how such authority and resources are exercised.
Accountability is particularly important in local government because local administrations manage public resources while making decisions that have direct consequences for residents. Where administrative officials are accountable, public resources are more likely to be applied for intended purposes, administrative decisions are more likely to be scrutinised, and citizens have greater opportunities to demand explanations concerning government performance. Conversely, weak accountability can create opportunities for corruption, financial mismanagement, abuse of office, favouritism, poor supervision and inefficient allocation of public resources.
Koppell (2005) explains that accountability in public administration has several dimensions, including transparency, liability, controllability, responsibility and responsiveness. These dimensions demonstrate that accountability is broader than simply producing financial statements or responding to audits. An accountable local government should be transparent about its activities, responsive to citizens, responsible in its use of public resources and subject to mechanisms through which inappropriate conduct can be questioned and corrected.
The relationship between accountability and service delivery is therefore important. Effective service delivery involves the provision of public goods and services in a manner that is accessible, timely, efficient, equitable, responsive and consistent with established standards. A local government may have financial resources and administrative structures, but if its officials are not accountable for the utilisation of those resources, service delivery may remain poor. Administrative accountability can contribute to effective service delivery by strengthening planning, monitoring, supervision, resource management and responsiveness to community needs.
The importance of accountability in service delivery is also consistent with the broader principles of good governance. Good governance requires public institutions to operate with transparency, accountability, participation, effectiveness, efficiency and responsiveness. The United Nations Development Programme (UNDP, 1997) identifies accountability, transparency, participation, responsiveness and effectiveness as important dimensions of good governance. These principles are particularly relevant to local government because citizens interact with local institutions in relation to everyday public services.
The Nigerian local government system has, however, experienced persistent challenges affecting its ability to deliver effective services. These challenges include inadequate financial resources, administrative weaknesses, corruption, political interference, weak institutional capacity, poor planning, limited autonomy and ineffective accountability mechanisms. Fatile and Ejalonibu (2015) argue that excessive state control over local governments has constrained the ability of local authorities to perform their constitutionally assigned responsibilities effectively. They observe that inadequate autonomy can undermine both local accountability and quality service delivery.
The issue of local government autonomy is closely connected to accountability. Although autonomy may provide local governments with greater discretion to make decisions, such discretion needs to be accompanied by appropriate accountability mechanisms. Administrative autonomy without accountability can create opportunities for abuse, while accountability without adequate administrative authority may make it difficult for local governments to respond effectively to community needs. Effective local governance therefore requires an appropriate balance between authority, responsibility and accountability.
Recent Nigerian scholarship continues to highlight this challenge. Okorie, Obasi, Nwosu and Arua (2023) found that limitations on local-government autonomy have implications for the quality of grassroots service delivery. Their study emphasised that political, administrative and fiscal autonomy are important to local governments’ capacity to initiate and execute development projects.
Accountability problems may also occur through inadequate monitoring of public projects and programmes. Local government projects require proper planning, procurement, implementation and evaluation. When administrative processes are weak, projects may be poorly executed, delayed, abandoned or implemented without adequately reflecting the priorities of residents. Accountability mechanisms such as financial controls, internal auditing, legislative oversight, public reporting, community participation and external auditing can help to reduce such problems.
The importance of accountability becomes even more significant in urban local governments where population growth places substantial pressure on public services. Rapid urbanisation creates increasing demands for waste management, drainage, roads, environmental health, public markets, social infrastructure and other services. Local governments operating within densely populated urban communities therefore require effective administrative systems capable of managing resources and responding to changing public needs.
Lagos State provides an important context for examining these issues. As one of Nigeria’s most economically significant and densely populated states, Lagos experiences substantial demand for public infrastructure and local services. Local governments within the state operate within complex administrative and socio-economic environments characterised by rapid urban development, population growth and increasing expectations from citizens. The quality of local administration is therefore important to the daily experiences of residents.
Alimosho Local Government Area is particularly relevant to this study because of its large and diverse population and the extensive demand for grassroots public services. The official Alimosho Local Government website identifies good governance, infrastructural development, accountability in service delivery and inclusiveness among its stated institutional values. These stated objectives demonstrate the importance of examining whether administrative accountability contributes to effective service delivery within the local government.
Administrative accountability can operate through several mechanisms within local government. Financial accountability ensures that public funds are properly collected, managed, documented and spent for approved purposes. Administrative accountability requires public officers to comply with rules, regulations and established procedures. Political accountability provides opportunities for elected representatives to answer to citizens. Professional accountability requires public officials to perform their duties according to established standards. Social accountability involves citizens and community organisations monitoring public institutions and demanding explanations for government actions.
Transparency is another important dimension of administrative accountability. Citizens are more capable of evaluating government performance when they have access to information concerning budgets, projects, programmes and public expenditure. Without adequate transparency, citizens may find it difficult to determine whether resources have been used appropriately or whether promised projects have actually been implemented. Transparency therefore creates an information base upon which accountability can operate.
Citizen participation also strengthens accountability. Local government is intended to operate close to the people, and citizens should have opportunities to communicate their needs and assess the performance of local authorities. Participatory mechanisms such as town-hall meetings, community consultations, public hearings, complaint mechanisms and community monitoring can strengthen the relationship between residents and local administrators. When citizens are excluded from local decision-making, service delivery may fail to reflect actual community priorities.
The role of accountability in Nigerian local government has attracted increasing scholarly attention. Lawal (2021) argues that accountability and service delivery are central to sustainable grassroots development in Nigeria and emphasises the importance of examining how locally elected officials account for the delivery of public goods. Similarly, Ugbudu and Vihiyor (2025) identify corruption and weak accountability as major challenges confronting the Nigerian local government system and emphasise the need for stronger institutional and ethical mechanisms.
Empirical evidence also suggests that local-government service delivery problems are not restricted to rural communities. Akinyetun and Jijoho (2021), in a study of local governments in Lagos State, found that lack of autonomy, corruption and poor planning were among the major challenges affecting local-government service delivery. Their study is particularly relevant because it demonstrates that urban local governments in Lagos can experience significant service-delivery challenges despite operating in a relatively developed metropolitan environment.
Accountability is therefore not simply an administrative principle but an important condition for effective public-sector performance. Where officials are required to explain decisions, comply with rules, disclose relevant information and respond to legitimate public concerns, the likelihood of responsible resource utilisation may increase. Conversely, where accountability mechanisms are weak or poorly enforced, administrative discretion may be abused and resources may not translate into the services expected by citizens.
Another important issue is the effectiveness of existing oversight institutions. Local governments operate within a framework involving elected officials, administrative officers, ministries responsible for local government affairs, auditors and other oversight bodies. However, the existence of accountability institutions does not necessarily mean that accountability is effective. Imhanlahimi and Ikeanyibe (2022) note that Nigeria has several constitutional, legal and administrative provisions designed to regulate local-government operations, but implementation and compliance remain important challenges.
The challenge is therefore partly one of implementation. Rules and procedures may exist on paper, but their effectiveness depends on whether they are consistently enforced. Financial regulations, procurement requirements, audit procedures and administrative controls can only improve local governance when officials comply with them and when violations attract appropriate consequences.
Service delivery itself can be assessed through several indicators. These include timeliness, accessibility, reliability, efficiency, quality, responsiveness and citizen satisfaction. In the context of Alimosho Local Government Area, effective service delivery may be reflected in the availability and maintenance of local infrastructure, environmental sanitation, community development initiatives, administrative responsiveness and other services within the local government’s responsibilities.
The relationship between administrative accountability and service delivery is therefore potentially multidimensional. Findings from studies conducted in other states or across Nigeria may not fully explain the administrative realities of Alimosho Local Government Area. Local-government performance can vary according to population characteristics, administrative capacity, revenue conditions, political relationships, infrastructure demands and community expectations.
This study therefore focuses specifically on Administrative Accountability and Effective Service Delivery in Local Government: A Study of Alimosho Local Government Area, Lagos State. The study seeks to determine whether and to what extent administrative accountability contributes to effective service delivery and to identify the accountability mechanisms that may strengthen local-government performance.
1.2 Statement of the Problem
Local government is expected to serve as the level of government closest to citizens and to provide services that directly influence the quality of life of residents. In practice, however, the performance of local governments in Nigeria has frequently attracted concerns relating to poor infrastructure, inadequate environmental management, inefficient administration, limited responsiveness and ineffective implementation of development programmes. These concerns raise questions about whether local-government administrative systems are sufficiently accountable to ensure that available resources are translated into effective public services.
One major problem is the apparent gap between administrative responsibility and administrative accountability. Local government officials are entrusted with public resources and responsibilities, but the mechanisms through which they explain and justify their actions may not always operate effectively. Where officials are not adequately required to account for decisions, expenditure and project implementation, opportunities may arise for inefficient resource utilisation, negligence, abuse of authority and other administrative failures.
Corruption represents another significant challenge. Public resources intended for community development may be exposed to diversion, misuse or inefficient expenditure where internal controls and external oversight mechanisms are weak. Akinyetun and Jijoho (2021) identified corruption as one of the challenges affecting local-government service delivery in Lagos State. The persistence of such challenges raises concerns about whether existing accountability structures are sufficiently effective.
Poor planning also presents a problem for service delivery. Effective local governance requires systematic identification of community needs, prioritisation of projects, budgeting, implementation and monitoring. Where planning is weak, public resources may be directed towards projects that do not adequately reflect residents’ priorities. Poor planning can also contribute to abandoned projects, duplication of activities and inefficient expenditure.
Another problem concerns transparency in local-government administration. Citizens need access to relevant information about government programmes, budgets, projects and performance in order to assess whether local officials are fulfilling their responsibilities. When information is difficult to obtain or administrative decisions are inadequately explained, citizens may be unable to effectively monitor local government activities.
The problem of accountability is also connected to citizen participation. A further problem is that the presence of accountability mechanisms does not necessarily guarantee effective accountability. Auditing systems, financial regulations, administrative procedures and oversight institutions may exist, but their practical effectiveness depends on implementation, independence, monitoring and enforcement. Imhanlahimi and Ikeanyibe (2022) observed that Nigeria possesses various legal and administrative provisions intended to regulate local-government operations, yet compliance and implementation remain problematic.
There is also a problem of inadequate empirical evidence specifically linking administrative accountability to service delivery at the Alimosho Local Government level. Existing studies have examined local-government autonomy, corruption, planning, accountability and service delivery at national, state or multi-local-government levels. For example, Akinyetun and Jijoho (2021) studied service-delivery challenges across selected local council development areas in Lagos State, while Okorie et al. (2023) examined local-government autonomy and service delivery more broadly. However, these studies do not specifically establish how administrative accountability affects service delivery within Alimosho Local Government Area.
This creates an important contextual and empirical gap. Alimosho has its own administrative environment, population characteristics, service demands and institutional relationships. Consequently, findings from other local governments cannot automatically be assumed to represent the situation in Alimosho.
The problem can therefore be summarised as a potential disconnect between the administrative responsibilities assigned to local government and the quality of services experienced by residents. If administrative accountability is weak, public officials may have inadequate incentives to use resources efficiently, respond promptly to community needs and ensure proper implementation of public programmes. If accountability mechanisms are strong and effectively enforced, they may improve administrative discipline, transparency, responsiveness and ultimately service delivery.
The central problem addressed by this study is therefore the need to determine whether administrative accountability significantly contributes to effective service delivery in Alimosho Local Government Area, Lagos State. The study will examine accountability through dimensions such as transparency, responsibility, answerability, financial control, monitoring and responsiveness, while effective service delivery will be considered in terms of efficiency, accessibility, responsiveness, reliability and satisfaction with local-government services.
1.3 Purpose of the Study
The general purpose of this study is to examine the relationship between administrative accountability and effective service delivery in Alimosho Local Government Area, Lagos State.
The specific objectives are to:
- examine the level of administrative accountability in Alimosho Local Government Area;
- determine the extent to which transparency influences effective service delivery in Alimosho Local Government Area;
- examine the influence of administrative responsibility on effective service delivery in Alimosho Local Government Area;
- assess the effect of financial accountability on the effective utilisation of local-government resources
1.4 Research Questions
The study will be guided by the following research questions:
- What is the level of administrative accountability in Alimosho Local Government Area?
- To what extent does transparency influence effective service delivery in Alimosho Local Government Area?
- What influence does administrative responsibility have on effective service delivery in Alimosho Local Government Area?
- To what extent does financial accountability influence the effective utilisation of local-government resources?
1.5 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: Administrative accountability has no significant relationship with effective service delivery in Alimosho Local Government Area, Lagos State.
1.6 Significance of the Study
This study will be significant to the management and administrative officials of Alimosho Local Government Area. The findings will provide evidence concerning the effectiveness of existing accountability mechanisms and their relationship with service delivery. The findings may assist administrators in identifying weaknesses in transparency, financial control, monitoring and responsiveness and developing measures for improving administrative performance.
The study will also be beneficial to residents of Alimosho Local Government Area. It may increase understanding of the importance of citizens’ participation in local governance and the role residents can play in demanding transparency, monitoring projects and providing feedback on public services.
The findings will be useful to policymakers in Lagos State. Evidence from the study may assist policymakers in developing policies aimed at strengthening local-government accountability, administrative capacity, monitoring and service delivery. It may also contribute to ongoing discussions concerning local-government autonomy and grassroots governance.
The study will be relevant to elected local-government officials because it will demonstrate the importance of accountability in maintaining public confidence and improving the performance of local institutions. It may encourage officials to adopt more transparent and responsive administrative practices.
The study will also benefit civil society organisations and community-based organisations involved in governance and development activities. Such organisations may use the findings to design programmes that promote social accountability, citizen participation, community monitoring and public-sector transparency.
Academically, the study will contribute to the literature on public administration, local government, accountability and service delivery in Nigeria. It will provide empirical evidence from Alimosho Local Government Area and may serve as a reference for researchers undertaking related studies in other local governments and states.
1.7 Scope of the Study
The study focuses on Administrative Accountability and Effective Service Delivery in Local Government, with specific reference to Alimosho Local Government Area, Lagos State.
The geographical scope is limited to Alimosho Local Government Area in Lagos State. The study focuses on administrative officials, relevant local-government personnel and residents who have sufficient knowledge or experience of local-government services.
The content scope covers administrative accountability and effective service delivery. Administrative accountability will be examined through dimensions such as transparency, answerability, responsibility, financial accountability, monitoring, internal control and responsiveness.
Effective service delivery will be examined in relation to efficiency, accessibility, timeliness, responsiveness, reliability, quality and residents’ satisfaction with services provided by the local government.
The study does not examine the entire Lagos State local-government system. It is specifically restricted to Alimosho Local Government Area. The study is also not designed to assess the performance of the federal or state governments except where their activities directly relate to the administration and service-delivery environment of the local government.
1.8 Operational Definition of Terms
Administrative Accountability
Administrative accountability refers to the obligation of local-government officials and administrative institutions to explain, justify and take responsibility for their decisions, actions and use of public resources.
Accountability
Accountability is the process through which public officials are required to provide explanations and justification for their conduct and are subject to appropriate scrutiny and consequences.
Effective Service Delivery
Effective service delivery refers to the ability of a local government to provide public services efficiently, promptly, reliably, accessibly and responsively in accordance with community needs and established standards.

Local government refers to a legally established administrative and political authority responsible for governing and providing specified public services to people within a defined geographical area at the grassroots level.
Transparency
Transparency refers to the openness and accessibility of information concerning local-government decisions, programmes, finances, projects and activities.
Financial Accountability
Financial accountability refers to the proper management, documentation, reporting and justification of public funds received and expended by the local government.
