INTRODUCTION

1.1 Background to the Study

Decisions concerning teaching, student discipline, school programmes, staff responsibilities and resource use directly affect teachers’ daily work and students’ educational experiences. Existing evidence from Oyo State has established an empirical relationship between teacher participation in decision-making and teacher effectiveness, while recent Nigerian studies have linked participative and distributed leadership with aspects of school effectiveness (Yusuf & Muslim, 2024; Awodiji & Oluwalola, 2025). Nevertheless, findings from state-wide studies cannot automatically be assumed to represent every local government area. The present study therefore seeks to examine the influence of teachers’ participation in decision-making on school effectiveness in selected public secondary schools in Ibadan North Local Government Area, Oyo State, with attention to the extent of teachers’ participation and the effectiveness of the schools in achieving educational objectives.

1.2 Statement of the Problem

The effective administration of public secondary schools requires decisions that are responsive to instructional realities, students’ needs, staff concerns and the objectives of the education system. Teachers are among the major actors who experience these realities directly because they interact with students, implement curricula and deal with day-to-day classroom and school challenges. However, in highly centralised administrative structures, teachers may have limited opportunities to contribute to decisions concerning school policies and programmes. Where teachers are excluded from decisions that directly affect their professional responsibilities, there may be challenges relating to ownership, communication, commitment and implementation. While this evidence demonstrates that teacher participation is relevant to teacher effectiveness, it does not completely resolve the question of whether participation contributes to the effectiveness of schools as organisations. School effectiveness encompasses broader outcomes, including the quality of teaching and learning, achievement of institutional objectives, staff performance, student discipline, organisational coordination and effective management of available resources. Similarly, recent research in Nigeria has shown that leadership distribution, teacher autonomy and participative practices can be related to school effectiveness, but contextual differences remain important (Bashir & Alam, 2025; Awodiji & Oluwalola, 2025). Thus, there is a need for further investigation within specific local contexts rather than relying solely on findings obtained from other states or broader geographical populations.

The central problem of this study, therefore, is the limited empirical evidence specifically concerning the influence of teachers’ participation in decision-making on school effectiveness in selected public secondary schools in Ibadan North Local Government Area of Oyo State. Although teachers are central to the implementation of educational policies and programmes, the extent to which they participate in decisions affecting school administration and the extent to which such participation relates to school effectiveness require empirical examination. Existing Nigerian studies provide evidence concerning teacher participation, teacher effectiveness and distributed leadership, but the findings cannot automatically be generalised to public secondary schools in Ibadan North Local Government Area (Yusuf & Muslim, 2024; Sasere & Makhasane, 2023). This study consequently seeks to determine the extent of teachers’ participation in decision-making, assess the level of school effectiveness and establish the relationship between the two variables among selected public secondary schools in the study area.

1.3 Aim of the Study

The main aim of this study is to examine the influence of teachers’ participation in decision-making on school effectiveness in selected public secondary schools in Ibadan North Local Government Area, Oyo State.

1.3.1 Objectives of the Study

The specific objectives are to:

  1. examine the extent of teachers’ participation in decision-making in selected public secondary schools in Ibadan North Local Government Area;
  2. assess the level of school effectiveness in selected public secondary schools in Ibadan North Local Government Area;
  3. examine the relationship between teachers’ participation in administrative and instructional decision-making and school effectiveness; and

The following research questions will guide the study:

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: There is no significant relationship between teachers’ participation in decision-making and school effectiveness in selected public secondary schools in Ibadan North Local Government Area, Oyo State.

The study will examine teachers’ participation in decision-making in areas such as:

Teacher Effectiveness: The extent to which a teacher successfully performs professional responsibilities, particularly in teaching, classroom management, assessment and supporting students’ learning.

1.9 Organisation of the Study

The study is organised into five chapters.

Chapter One presents the introduction, including the background to the study, statement of the problem, aim and objectives, research questions, research hypothesis, significance of the study, scope of the study, operational definition of terms and organisation of the study.

Chapter Two will review relevant literature on teachers’ participation in decision-making and school effectiveness. The chapter will include the conceptual review, theoretical framework, empirical review, gap in literature and summary of reviewed literature.

Chapter Three will present the methodology of the study. It will discuss the research design, population, sample size, sampling technique, research instrument, validity, reliability, procedure for data collection and method of data analysis.

Chapter Four will present the analysis and interpretation of data collected from respondents. The research questions will be answered and the hypothesis will be tested at the 0.05 level of significance.
