Project – The Effect of Government Transparency on Public Service Delivery: A Study of Lagos State Ministry of Local Government and Chieftaincy Affairs.
CHAPTER ONE
GENERAL INTRODUCTION
1.1 Background to the Study
Government transparency has become a fundamental principle of modern public administration because it promotes openness, accountability, public participation, and responsible management of public resources. It refers to the extent to which government institutions make relevant information about their policies, decisions, administrative procedures, budgets, expenditure, and performance accessible to citizens and other stakeholders. Transparency enables the public to understand how government decisions are made, how public funds are allocated, and whether public officials fulfil their responsibilities. According to the Organisation for Economic Co-operation and Development (OECD, 2023a), open government is associated with transparency, integrity, accountability, and stakeholder participation, which can strengthen democratic governance and public trust. In a transparent administrative environment, citizens have opportunities to obtain information, assess government performance, and question decisions that affect their welfare. Government transparency is therefore more than the publication of official information; it also involves making information accessible, understandable, timely, and useful to the people who need it. Its importance is particularly evident in public service institutions where decisions concerning resource allocation, administrative approvals, community development, and the provision of essential services directly affect citizens’ daily lives.
Public service delivery refers to the processes through which government institutions provide services, implement public policies, and respond to the needs of citizens. Such services include administrative documentation, public infrastructure, community development, education, healthcare, sanitation, and other activities carried out by public authorities within their statutory responsibilities. Effective public service delivery is generally associated with accessibility, responsiveness, timeliness, efficiency, fairness, and service quality. The OECD (2023b) identifies accessibility, responsiveness, and quality as important dimensions for assessing the performance of public services and citizens’ experiences with government institutions. Government transparency can support these outcomes by making service requirements, eligibility criteria, processing procedures, fees, responsibilities, and complaint mechanisms clearer to the public. When citizens understand the procedures for obtaining services, they are better positioned to make informed applications, monitor progress, and report administrative irregularities. Similarly, public disclosure of performance information can help government officials identify service-delivery weaknesses and improve administrative decisions. Nevertheless, transparency does not automatically produce effective services; information must be accurate and accessible, while public institutions must also possess adequate funding, skilled personnel, functional infrastructure, and the institutional commitment needed to respond to identified problems.
Government transparency is closely related to accountability because access to information enables citizens, oversight institutions, civil society organisations, and the media to examine public decisions and demand explanations from government officials. Accountability requires public officers to justify their actions, comply with established rules, and accept appropriate consequences where responsibilities are not fulfilled. The World Bank (2020), in its examination of government effectiveness and transparency, explains that open-government initiatives can promote public scrutiny, strengthen relationships between governments and citizens, and create conditions that discourage corrupt practices. These benefits are particularly relevant to service-delivery institutions where administrative discretion, procurement decisions, allocation of public resources, and the handling of citizens’ requests may affect the fairness and efficiency of government operations. Where information about budgets, procurement, projects, and administrative performance is disclosed appropriately, irregularities may become easier to identify and investigate. Conversely, inadequate disclosure can make it difficult for citizens to determine whether public resources are being used for their intended purposes. Government transparency can therefore strengthen public service delivery by supporting oversight and responsible administration, although the actual results depend on enforcement mechanisms, institutional independence, citizens’ ability to use available information, and the willingness of public authorities to correct identified shortcomings.
In Nigeria, government transparency is an important governance issue because public institutions are responsible for managing public revenue, implementing policies, administering public programmes, and providing services across federal, state, and local government levels. The effectiveness of these responsibilities depends partly on whether public authorities disclose relevant information, maintain reliable records, explain their decisions, and permit appropriate scrutiny of public expenditure and administrative performance. The Freedom of Information Act 2011 establishes a legal framework for access to public records and information held by public institutions, subject to the provisions and exemptions contained in the Act. Similarly, the Fiscal Responsibility Act 2007 provides a framework for promoting transparency and accountability in the management of public resources within its applicable scope. The World Bank (2025), in its review of Nigeria’s State Fiscal Transparency, Accountability and Sustainability programme, reported progress in the publication of state budgets and audited financial statements, alongside improvements in budget implementation reporting and other public financial management practices. However, the report also identified continuing challenges in sustaining reforms and strengthening accountability. These developments demonstrate that formal transparency measures can establish a foundation for improved governance, but their contribution to public service delivery requires attention to implementation, institutional capacity, public participation, and the extent to which disclosed information leads to corrective action.
State governments occupy an important position in Nigeria’s governance structure because they implement policies, manage public resources, supervise relevant administrative institutions, and coordinate activities that influence service delivery within their jurisdictions. Transparency at the state level can support the public’s understanding of government priorities, the allocation of funds, the implementation of projects, and the performance of public agencies. The OECD (2023a) emphasises that open-government arrangements can improve public participation and strengthen trust when transparency is supported by meaningful opportunities for citizens to engage with government. In practical terms, state ministries can promote transparency by publishing service standards, explaining administrative procedures, communicating policy decisions, providing accessible complaint channels, and reporting progress on approved programmes. These practices can reduce uncertainty, improve citizens’ ability to monitor government activities, and encourage officials to respond to legitimate public concerns. However, the effectiveness of transparency initiatives may vary across ministries because of differences in leadership, staff competence, information-management systems, budgetary resources, and administrative culture. Accordingly, evaluating transparency in a particular state ministry provides a useful means of understanding how openness and accountability may influence the actual experience of citizens seeking public services.
Local government administration is particularly relevant to public service delivery because local authorities are positioned to address community-level needs and coordinate services that affect residents directly. In Lagos State, the relationship between state institutions, local government councils, and Local Council Development Areas forms an important part of the administrative environment within which local governance and community development are pursued. Research by Adegbami and Uche (2020) examined local council development areas and local service delivery in Lagos, focusing on access to primary healthcare and education. Their study reported that the operational structure of the councils examined contributed to improved access to these services. Although the study did not directly measure government transparency, it demonstrates the importance of administrative arrangements in shaping local service-delivery outcomes. Transparency may complement such arrangements by making development priorities, project selection, budgetary allocations, administrative responsibilities, and performance information more accessible to citizens. When local government stakeholders understand the basis for decisions and have opportunities to scrutinise implementation, they may be better equipped to identify unmet community needs and hold relevant institutions accountable. The relationship between transparency and local service delivery should therefore be examined within the institutional context of Lagos State, rather than assumed to operate uniformly across all public agencies.
The Lagos State Ministry of Local Government and Chieftaincy Affairs provides an appropriate institutional context for examining government transparency and public service delivery because of its responsibilities relating to local government administration and chieftaincy affairs within the state government’s administrative framework. Its work is relevant to the coordination and oversight of local government matters, relations with traditional institutions, and administrative activities that may affect communities and their access to government services. Transparency within this context may be reflected in the accessibility of official information, clarity of administrative procedures, disclosure of relevant policy decisions, responsiveness to enquiries and complaints, and communication concerning local government and chieftaincy-related matters. The OECD (2023a) argues that open government requires more than formal disclosure; it also involves arrangements that enable stakeholders to access information and participate meaningfully in public affairs. Similarly, the World Bank (2020) highlights the importance of combining openness with effective accountability mechanisms to improve governance and reduce opportunities for corruption. Despite these recognised benefits, the extent to which transparency practices influence the accessibility, timeliness, responsiveness, and perceived quality of services associated with the Ministry requires empirical examination. This study therefore seeks to investigate the effect of government transparency on public service delivery in the Lagos State Ministry of Local Government and Chieftaincy Affairs, with a view to providing evidence that may inform administrative improvement, public accountability, and more responsive service delivery.
1.2 Statement of the Problem
Effective public service delivery is essential to good governance because citizens depend on government institutions for administrative services, community development, access to public information, and the implementation of policies that affect their welfare. However, public institutions may encounter challenges involving delays in administrative procedures, inadequate communication, inefficient handling of enquiries, unclear service requirements, and limited access to information about official decisions. These challenges can make it difficult for citizens to understand administrative processes, monitor government activities, and obtain timely responses to their needs. The OECD (2023b) identifies accessibility, responsiveness, and service quality as important dimensions of public service performance. Where government institutions do not provide sufficient information about service standards, procedures, responsibilities, and complaint mechanisms, citizens may experience uncertainty and difficulty in assessing whether services are being delivered effectively. Although these challenges cannot all be attributed to a lack of transparency, inadequate disclosure and communication may contribute to them. It is therefore necessary to investigate whether government transparency influences the accessibility, timeliness, responsiveness, and overall quality of public services within the Lagos State Ministry of Local Government and Chieftaincy Affairs.
Another problem concerns the extent to which information about government decisions, administrative procedures, resource allocation, and institutional performance is made available and used to support accountability. Although Nigeria has legal and institutional frameworks intended to promote openness and responsible public administration, the existence of these frameworks does not necessarily guarantee consistent implementation. The World Bank (2025) reported progress in state-level fiscal transparency through the publication of budgets, audited financial statements, and budget implementation reports, while also identifying difficulties in sustaining some accountability reforms. This suggests that formal disclosure measures must be supported by institutional commitment, effective oversight, and meaningful opportunities for public scrutiny. Within a state ministry responsible for local government and chieftaincy affairs, insufficiently accessible information about relevant policies, administrative requirements, decisions, or service procedures could make it more difficult for stakeholders to understand official actions and evaluate institutional performance. However, the extent to which such difficulties occur within the Ministry should be established through evidence rather than assumed. The study will therefore examine transparency practices and their relationship with public service delivery in the selected institutional setting.
Government transparency is widely regarded as an important element of good governance, but the extent to which it improves actual service-delivery outcomes may depend on several institutional conditions. Publishing information may improve public awareness, but it may not necessarily reduce administrative delays, improve staff performance, or increase the availability of services when an institution lacks adequate resources, effective monitoring, and clear procedures for responding to citizens. The World Bank (2020) explains that open-government initiatives can strengthen public scrutiny and discourage corrupt practices, but their effectiveness depends on enabling conditions such as political commitment, civil society engagement, and appropriate accountability mechanisms. Similarly, the OECD (2023a) emphasises the importance of combining openness with participation and institutional arrangements that allow citizens to engage with government. These observations indicate that transparency should not be treated as an automatic solution to every service-delivery problem. There is a need to determine whether greater access to information, openness in administrative decisions, and disclosure of relevant performance information are associated with measurable improvements in service accessibility, timeliness, responsiveness, and quality within the Ministry under investigation.
Existing studies provide useful evidence concerning public administration and service delivery in Lagos State, but further investigation is required to establish the specific relationship between government transparency and public service delivery in the Lagos State Ministry of Local Government and Chieftaincy Affairs. For example, research on local council development areas in Lagos has examined access to primary healthcare and education, while Nwosu (2024) investigated digital governance and public service delivery in Lagos, reporting improvements associated with digital governance alongside continuing infrastructural and institutional challenges. These studies provide relevant context, but they do not by themselves establish the effect of government transparency on service delivery within the particular Ministry covered by this research. Consequently, there is a need for institution-specific evidence concerning information accessibility, openness of administrative procedures, disclosure of decisions, and accountability practices, as well as their relationship with the delivery of public services. This study seeks to address that empirical gap by examining the effect of government transparency on public service delivery in the Lagos State Ministry of Local Government and Chieftaincy Affairs. Its findings may help identify transparency practices that are associated with improved service delivery and areas requiring further administrative attention.

1.7 Scope of the Study
The study focuses on the effect of government transparency on public service delivery in the Lagos State Ministry of Local Government and Chieftaincy Affairs.
Geographical scope: The study is limited to the Lagos State Ministry of Local Government and Chieftaincy Affairs in Lagos State, Nigeria.
Content scope: Government transparency is the independent variable and will be examined through access to government information, transparency in administrative procedures, openness in decision-making, and disclosure of institutional performance information. Public service delivery is the dependent variable and will be assessed through accessibility, timeliness, responsiveness, and perceived service quality.
Institutional scope: The study concerns the Ministry’s administrative context and the relevant public services associated with its responsibilities. It does not automatically extend its conclusions to every ministry, local government council, or public institution in Lagos State.
Population scope: Relevant respondents may include selected Ministry officials, administrative personnel, and other stakeholders with sufficient knowledge or experience of the Ministry’s services and transparency practices. The final population and sampling procedure will be determined by the research design.
Methodological scope: The study may adopt a survey research design using structured questionnaires. Descriptive statistics and appropriate inferential techniques, such as correlation or regression analysis, may be used to examine the relationship between transparency measures and service-delivery outcomes. The final choice of statistical technique will depend on the study’s measurement scales, sampling procedure, and data characteristics.
1.8 Limitations of the Study
The study may encounter limitations relating to access to information, respondents’ willingness to participate, and the measurement of public service delivery.
First, access to certain administrative records may be restricted because of confidentiality requirements or internal procedures. This could limit the amount of documentary evidence available for examining transparency practices.
Second, some respondents may be reluctant to express critical opinions about institutional practices. Others may provide answers based on personal experiences that do not represent the experiences of all service users.
Third, public service delivery is influenced by several factors beyond transparency, including funding, staffing, infrastructure, leadership, administrative procedures, and organisational culture. These factors may complicate the interpretation of the relationship between transparency and service outcomes.
Finally, if the study relies on cross-sectional questionnaire data, its findings may establish statistical associations more readily than definitive causal effects. The researcher will seek to minimise these limitations through clear research questions, appropriate sampling, confidentiality assurances, careful questionnaire design, and suitable analytical techniques.
