INTRODUCTION

• Background to the Study

Food safety practices in institutional settings, particularly in prisons, are critical for protecting the health of vulnerable populations. The welfare kitchens in Nigeria’s prisons serve a diverse group of inmates, making the implementation of stringent food safety protocols essential. Previous studies have highlighted the unique challenges faced by correctional facilities in maintaining food safety due to limited resources, overcrowding, and varying levels of staff training (Meyer & Coughlan, 2020). These challenges necessitate a comprehensive evaluation of current food safety practices within Nigeria’s prison system to identify gaps and improve outcomes.

One of the primary concerns regarding food safety in prisons is the prevalence of foodborne illnesses. According to Okafor et al. (2019), prisons in Nigeria have reported outbreaks linked to poor food handling and storage practices. The authors emphasize that inadequate training for kitchen staff on food safety protocols significantly contributes to these outbreaks. Similarly, Adebayo and Adeniran (2021) note that the lack of regular health inspections and monitoring exacerbates the risk of foodborne diseases, calling for an urgent need for systematic reviews of food handling practices within prison kitchens.

Furthermore, the infrastructural limitations of Nigerian prisons pose a significant barrier to implementing effective food safety measures. Adequate facilities for food storage, preparation, and sanitation are often lacking, leading to compromised food safety (Ogunleye & Olawale, 2020). The inadequacy of kitchen infrastructure can result in cross-contamination and increased vulnerability of inmates to health issues. Moreover, the study highlights the importance of government investment in prison infrastructure as a foundational step towards enhancing food safety and, by extension, inmate health.

Training and education of kitchen staff also emerge as crucial factors in ensuring food safety. Research by Eze et al. (2022) indicates that regular training programs focused on food safety guidelines can significantly reduce the incidence of foodborne illnesses in prison settings. Their findings suggest that fostering a culture of food safety through continuous education not only improves compliance with safety standards but also empowers staff to take proactive measures in food handling practices. • Statement of the Problem

The lack of systematic reviews in this area prevents the identification of critical gaps and the development of tailored interventions that could enhance food safety.

In addition to health implications, the inadequacy of food safety practices in prison kitchens can lead to psychological and social ramifications for inmates. The aim of the study is to evaluate food safety practice in welfare kitchen: A case study of Nigeria Prison. The specific objectives are:

1.8. Operational Definition of Terms

Evaluate: To evaluate means to assess or appraise the quality, effectiveness, or value of something based on specific criteria or standards. In the context of this study, evaluating food safety practices involves systematically examining existing protocols, identifying strengths and weaknesses, and determining areas for improvement.

Food: Food refers to any substance that is consumed to provide nutritional support for the body. It includes a wide variety of items, such as fruits, vegetables, grains, meats, and dairy products. In the context of prison welfare kitchens, food encompasses the meals prepared and served to inmates, which must meet safety and nutritional standards to promote health and well-being.

Safety Practice: Safety practice refers to established procedures and guidelines designed to minimize risks and ensure the well-being of individuals. In the context of food safety, these practices include proper food handling, preparation, storage, and sanitation methods to prevent foodborne illnesses and ensure that the food served is safe for consumption.

Welfare Kitchen: A welfare kitchen is a facility that provides meals for a specific population, often focusing on those in need or vulnerable groups, such as inmates, children, or the elderly.
