INTRODUCTION

1.1 Background to the Study

Education is widely recognized as an essential instrument for national development and social transformation. In Nigeria, secondary education occupies a strategic position because it serves as the bridge between primary and tertiary education while also preparing students for useful living within society. The achievement of educational goals at the secondary school level depends largely on the availability of adequate funding. Funding is therefore a critical factor in determining the quality of teaching, learning facilities, staff motivation, infrastructural development, and students’ academic performance in schools.

Public secondary schools in Nigeria are financed mainly through government allocations from federal, state, and local governments. Although the constitutional responsibility for secondary education lies primarily with state governments, Local Government Authorities (LGAs) also contribute significantly to the development of schools within their jurisdictions through provision of infrastructural facilities, maintenance of school buildings, payment of auxiliary staff, and support for educational programmes. In many communities, local governments serve as the closest administrative unit to the people and are expected to identify and address educational challenges at the grassroots level.

Funding of education in Nigeria has remained a major issue due to inadequate budgetary allocations, increasing school enrolment, inflation, and economic instability. The United Nations Educational, Scientific and Cultural Organization (UNESCO) recommended that developing countries allocate at least 15–20% of their annual budgets to education. However, Nigeria has consistently allocated below this recommendation, resulting in poor infrastructure, shortage of instructional materials, overcrowded classrooms, inadequate laboratories, and poor staff welfare in many public secondary schools (Adeyemi, 2011). These deficiencies have negatively affected students’ academic performance in both internal and external examinations.

Academic performance refers to the extent to which students achieve educational objectives as measured through examinations, tests, and continuous assessment. The academic performance of students in public secondary schools has become a major concern among educators, parents, policymakers, and researchers in Nigeria. Evidence from the West African Examinations Council (WAEC) and National Examinations Council (NECO) reports has shown fluctuating and often poor performance among students in public schools, especially in core subjects such as Mathematics and English Language. Researchers have linked this trend to inadequate funding, poor learning environment, lack of instructional materials, and insufficient motivation of teachers (Ogunode & Jegede, 2021).

Alimosho Local Government Area of Lagos State is one of the largest and most populated local government areas in Nigeria. The area has witnessed rapid population growth and urban expansion, leading to increased demand for public secondary education. Despite the establishment of several public secondary schools within the local government area, many schools continue to experience challenges related to overcrowded classrooms, insufficient teaching facilities, inadequate funding, and poor maintenance of infrastructure. These conditions may affect the quality of education and students’ academic outcomes.

Local government funding plays an important role in improving school effectiveness. Adequate funding can facilitate the provision of modern classrooms, laboratories, libraries, instructional materials, qualified teachers, and conducive learning environments. It can also support extracurricular activities, teacher training programmes, and maintenance of educational facilities. Conversely, inadequate funding may lead to deterioration of school infrastructure, teacher dissatisfaction, poor supervision, and low academic achievement among students.

Several studies have examined educational funding and academic performance in Nigeria. For instance, Owoeye and Yara (2011) found that adequate school funding contributes positively to students’ academic achievement by improving school facilities and instructional delivery. Similarly, Ajayi and Ekundayo (2010) argued that insufficient funding is one of the major causes of declining educational standards in Nigerian public schools. However, there is still limited empirical research specifically focusing on the role of local government funding in influencing academic performance in public secondary schools within Alimosho Local Government Area of Lagos State.

Therefore, this study seeks to investigate the impact of local government funding on the academic performance of public secondary schools in Alimosho Local Government Area, Lagos State, Nigeria. The study aims to determine whether funding provided through local government initiatives significantly influences students’ academic achievement and overall school effectiveness.

1.2 Statement of the Problem

The importance of adequate funding in the effective administration of secondary education cannot be overemphasized. Funding determines the availability of instructional materials, quality infrastructure, teacher motivation, and conducive learning environments necessary for improved academic performance. Despite the strategic importance of education in national development, many public secondary schools in Nigeria continue to experience inadequate funding and poor academic outcomes.

In Alimosho Local Government Area of Lagos State, public secondary schools face numerous challenges such as overcrowded classrooms, inadequate laboratory facilities, shortage of instructional materials, poor maintenance of school buildings, and insufficient support services. These problems have raised serious concerns among parents, educators, and government authorities regarding the quality of education being provided in public schools within the area.

The increasing population in Alimosho has exerted pressure on existing educational facilities, making effective funding more necessary than ever before. Although local governments are expected to contribute to educational development at the grassroots level, there are concerns that available funds are either insufficient or not properly utilized to address the pressing needs of public secondary schools. In some schools, students study in unconducive environments with inadequate seating arrangements, poorly equipped libraries, and limited access to learning materials. Such conditions may hinder effective teaching and learning, thereby negatively affecting students’ academic performance.

Furthermore, reports of poor performance in external examinations such as WAEC and NECO among students in some public secondary schools have continued to generate debate about the effectiveness of educational funding and management. While some scholars argue that inadequate funding is responsible for poor educational outcomes, others believe that factors such as teacher quality, parental involvement, and student attitudes also contribute significantly to academic performance.

Despite several government interventions aimed at improving education in Lagos State, there is still insufficient empirical evidence on the specific impact of local government funding on students’ academic performance in public secondary schools in Alimosho Local Government Area. This gap in knowledge necessitates the present study.

It is against this background that this study seeks to examine the impact of local government funding on the academic performance of public secondary schools in Alimosho Local Government Area, Lagos State, Nigeria.

1.3 Purpose of the Study

The main purpose of this study is to examine the impact of local government funding on the academic performance of public secondary schools in Alimosho Local Government Area, Lagos State, Nigeria.

Specifically, the study seeks to:

1. examine the level of local government funding provided to public secondary schools in Alimosho Local Government Area;
2. determine the effect of local government funding on the provision of educational facilities in public secondary schools;
3. investigate the relationship between local government funding and students’ academic performance;
4. identify challenges associated with inadequate funding in public secondary schools.

1.4 Research Questions

The study will seek answers to the following questions:

1. What is the level of local government funding provided to public secondary schools in Alimosho Local Government Area?
2. How does local government funding affect the provision of educational facilities in public secondary schools?
3. What relationship exists between local government funding and students’ academic performance?
4. What are the challenges associated with inadequate funding in public secondary schools?

1.5 Research Hypothesis

The following hypothesis will guide the study:

H₀: There is no significant relationship between local government funding and academic performance of students in public secondary schools in Alimosho Local Government Area, Lagos State.

H1: There is na significant relationship between local government funding and academic performance of students in public secondary schools in Alimosho Local Government Area, Lagos State.

1.6 Significance of the Study

This study will be beneficial to government authorities, school administrators, teachers, parents, researchers, and policymakers.

The study will help government authorities understand the importance of adequate funding in improving educational outcomes in public secondary schools. It will also provide information that may assist policymakers in formulating effective educational funding policies.

School administrators will benefit from the findings by identifying areas where financial resources can be effectively utilized to improve school facilities and academic performance. Teachers may also benefit through improved teaching conditions and availability of instructional materials.

The study will contribute to existing literature on educational funding and academic performance in Nigeria. It will also serve as a reference material for future researchers interested in educational administration and finance.

1.7 Scope of the Study

This study focuses on the impact of local government funding on the academic performance of public secondary schools in Alimosho Local Government Area, Lagos State, Nigeria. The study will be limited to selected public secondary schools within the local government area and will examine issues relating to funding, school facilities, and students’ academic performance.

1.8 Operational Definition of Terms

Academic Performance: The level of achievement attained by students in examinations, tests, and other academic activities.

Funding: The provision of financial resources for the operation and development of schools.

Local Government Funding: Financial support or contributions provided by the local government authority towards the administration and development of public secondary schools.

Public Secondary Schools: Government-owned secondary schools established and managed by public authorities.
