ABSTRACT

The study examined “The Effect of Global Flooding: Problems and Solutions (A Case Study of Lokoja, Kogi State).” The study was motivated by the increasing occurrence of flood disasters in Lokoja and their negative consequences on human settlements, properties, socio-economic activities, and sustainable development. The study aimed to examine the major causes of flooding in Lokoja, assess the effects of flooding on residents and socio-economic activities, determine factors contributing to flood vulnerability, and evaluate the effectiveness of existing flood control measures in reducing flood impacts. The study adopted a descriptive survey research design. The population consisted of residents of Lokoja, Kogi State, while a sample size of 200 respondents was selected using a simple random sampling technique. Data were collected through a structured questionnaire titled The Effect of Global Flooding: Problems and Solutions Questionnaire (EGFPSQ).” A total of 190 questionnaires were properly completed and analyzed. Data analysis was carried out using frequency, percentage, mean, standard deviation, and Pearson Product Moment Correlation (PPMC) for hypothesis testing at a 0.05 level of significance. The findings revealed that excessive rainfall, prolonged rainy seasons, overflow of River Niger and River Benue, poor drainage systems, and indiscriminate waste disposal are major causes of flooding in Lokoja. The study further showed that flooding significantly affects residents through destruction of houses, roads, and other properties, disruption of business activities, transportation difficulties, loss of income, and increased health risks. The findings also indicated that settlement development in flood-prone areas, poor environmental sanitation, improper waste disposal, and inadequate flood awareness contribute to increased flood vulnerability. Furthermore, existing flood control measures such as drainage construction, government interventions, emergency responses, awareness campaigns, and community participation were found to have contributed to reducing flood impacts, although improvements are still required. The hypothesis test revealed a significant relationship between flooding and socio-economic activities in Lokoja, indicating that flood occurrence directly influences economic and social activities within the study area. The study concluded that flooding in Lokoja is a combined environmental and human-induced challenge requiring integrated management strategies. It recommended improved drainage infrastructure, effective waste management, flood risk mapping, public awareness programmes, stronger early warning systems, and sustainable climate adaptation measures to reduce future flood risks.

CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

The relationship between human activities and the natural environment has continuously shaped the survival and development of societies across the world. Human beings have historically modified their surroundings through agriculture, urbanization, industrialization, transportation development, and technological advancement in an attempt to improve living conditions. However, these activities have also contributed to environmental challenges such as deforestation, land degradation, pollution, climate change, soil erosion, and increasing vulnerability to natural hazards. Among these environmental challenges, flooding has emerged as one of the most destructive and frequently occurring disasters globally, affecting millions of people annually and causing significant economic, social, and environmental losses.

Flooding is a natural hydrological phenomenon that occurs when water exceeds the capacity of rivers, drainage systems, or land surfaces to absorb and convey excess water. Although floods are part of natural environmental processes that contribute to ecosystem functions, their impacts have become more severe due to human-induced environmental changes and increasing climate variability. According to the Intergovernmental Panel on Climate Change (IPCC, 2023), climate change has intensified extreme weather events, including heavy rainfall occurrences, which have increased the frequency and severity of flood disasters in many parts of the world. Rising global temperatures have altered atmospheric conditions, resulting in changes in precipitation patterns and increased risks of extreme rainfall events, particularly in vulnerable regions.

Globally, flooding remains one of the most common natural disasters, affecting both developed and developing countries. The increasing occurrence of floods has been linked to several factors, including climate change, rapid urban expansion, poor land-use planning, destruction of natural drainage systems, and population growth. Urban areas are particularly vulnerable because increased impervious surfaces such as roads, buildings, and paved areas reduce water infiltration and increase surface runoff. The United Nations Office for Disaster Risk Reduction (UNDRR, 2022) noted that disaster risks are increasing globally due to the interaction between climate hazards, environmental degradation, and human vulnerability.

Developing countries, particularly those in Africa, experience greater flood impacts because of limited infrastructure, inadequate drainage systems, weak environmental governance, and insufficient disaster preparedness mechanisms. In many African cities, rapid urbanization has occurred without corresponding improvements in urban planning and flood management systems. Consequently, settlements have expanded into flood-prone areas, increasing human exposure to flood hazards. According to the World Bank (2021), climate-related disasters such as flooding pose significant threats to sustainable development in developing economies because they affect livelihoods, infrastructure, food security, and economic growth.

Nigeria has experienced increasing occurrences of flooding in recent decades, making it one of the major environmental challenges affecting the country. Flood disasters in Nigeria have resulted in loss of lives, destruction of houses, displacement of communities, damage to agricultural lands, disruption of transportation networks, and increased health risks. The severity of flooding in Nigeria is influenced by both natural and human factors, including intense rainfall, river overflow, poor drainage infrastructure, indiscriminate waste disposal, population growth, and uncontrolled urban development. The 2012 and 2022 flood disasters remain among the most devastating flood events in Nigeria’s history, affecting millions of people and causing extensive damage to infrastructure and economic activities.

Lokoja, the capital city of Kogi State, is one of the Nigerian cities highly affected by flooding due to its unique geographical location. The city is situated at the confluence of the River Niger and River Benue, making it naturally vulnerable to river flooding, especially during periods of excessive rainfall and increased water discharge. The physical characteristics of Lokoja, including its low-lying areas, drainage patterns, and proximity to major rivers, contribute significantly to its flood susceptibility. During the rainy season, usually between April and October, several communities within Lokoja experience varying degrees of flooding, resulting in damage to residential buildings, roads, businesses, agricultural activities, and public infrastructure.

Beyond natural factors, human activities have intensified flood problems in Lokoja. Rapid population growth and urban expansion have increased pressure on available land, leading to settlement development in areas that are environmentally unsuitable. The blockage of drainage channels through indiscriminate disposal of solid waste, inadequate maintenance of waterways, and poor compliance with urban planning regulations have reduced the capacity of drainage systems to effectively manage storm water. These activities increase surface runoff and contribute to frequent flood occurrences within the city.

Flooding in Lokoja has significant socio-economic consequences. Many residents whose livelihoods depend on small-scale businesses, farming, transportation, and other economic activities experience income losses during flood events. Floodwaters often damage properties, disrupt educational activities, increase the risk of waterborne diseases, and create displacement challenges for affected households. These impacts demonstrate that flooding is not merely an environmental issue but also a social and economic development challenge.

The government of Kogi State has implemented several measures aimed at reducing flood risks, including drainage construction, flood control projects, environmental sanitation programmes, and emergency response interventions. However, despite these efforts, flooding continues to occur in Lokoja, suggesting that existing measures have not fully addressed the underlying causes of the problem. Many flood control approaches have focused mainly on structural solutions, such as drainage construction, without sufficient attention to non-structural strategies including proper land-use planning, flood risk mapping, environmental education, community participation, and climate adaptation measures.

Recent studies have emphasized that effective flood management requires an integrated approach that combines scientific understanding of environmental processes with sustainable human practices. Adelekan (2016) argued that flood vulnerability in Nigerian cities is shaped by the interaction between physical hazards and social factors, including poverty, settlement patterns, and inadequate infrastructure. Therefore, understanding the causes, impacts, and possible solutions to flooding in Lokoja requires an assessment of both environmental conditions and human activities contributing to flood risks.

The continuous occurrence of floods in Lokoja highlights the urgent need for comprehensive research aimed at identifying the major factors responsible for flood persistence and evaluating effective strategies for reducing its impacts. Such research is necessary for supporting government agencies, urban planners, environmental managers, and local communities in developing sustainable flood management policies.

Therefore, this study examines the effect of global flooding, its problems, and possible solutions with particular reference to Lokoja, Kogi State. The study seeks to investigate the causes of flooding, assess its effects on socio-economic activities, examine existing control measures, and recommend sustainable approaches that can minimize flood risks and improve environmental resilience in the study area.

1.2 Statement of the Problem

Flooding has become one of the most serious environmental challenges confronting many communities across the world, particularly in developing countries where rapid urban expansion, inadequate infrastructure, poor environmental management, and increasing climatic variability have heightened vulnerability. In Nigeria, flood disasters have increased in frequency and severity, affecting human settlements, agricultural production, transportation networks, economic activities, and public infrastructure. The 2022 nationwide flood disaster, for instance, demonstrated the magnitude of Nigeria’s flood vulnerability, causing extensive damage to livelihoods, infrastructure, and communities across several states.

Lokoja, the capital city of Kogi State, represents one of the areas highly exposed to flooding due to its unique geographical location at the confluence of the River Niger and River Benue. This location exposes the city to river flooding, especially during periods of excessive rainfall, increased river discharge, and poor drainage capacity. Research has shown that Lokoja experiences recurring seasonal flooding, with vulnerability influenced by factors such as elevation, proximity to water bodies, land-use changes, soil characteristics, and human activities.

The impact of flooding in Lokoja extends beyond physical destruction to include economic disruption, displacement of residents, destruction of residential buildings, damage to roads and public facilities, reduction in business activities, and increased health risks associated with contaminated water and poor sanitation. Studies conducted in Lokoja have revealed that several communities experience repeated flood inundation, affecting both the natural and built environments.

Despite various government interventions, including drainage construction, flood control projects, environmental awareness campaigns, and emergency response measures, flooding continues to persist in Lokoja. This persistence suggests that existing flood management approaches may not have adequately addressed the underlying causes of flood occurrence. Many interventions have focused more on responding to flood events after they occur rather than adopting comprehensive preventive strategies involving risk mapping, improved urban planning, effective drainage management, environmental regulation, and community participation.

Furthermore, increasing urbanization and population growth have intensified pressure on available land resources in Lokoja. The expansion of residential and commercial activities into flood-prone areas, indiscriminate dumping of waste into drainage channels, inadequate maintenance of waterways, and modification of natural drainage systems have contributed to increased flood risks. Climate change has also worsened the situation by influencing rainfall intensity and extreme weather events, thereby increasing the likelihood of flooding in vulnerable locations.

The major problem, therefore, is not only the occurrence of floods but also the inability to develop sustainable and effective solutions that address both natural and human-induced factors responsible for flood disasters in Lokoja. Without proper understanding of the causes, impacts, and management strategies of flooding, residents and economic activities in the city will continue to suffer recurring losses.

This study is therefore designed to examine the effect of global flooding, identify the major causes and consequences of flooding in Lokoja, and evaluate possible solutions that can enhance flood prevention, preparedness, and sustainable environmental management in the study area.
