INTRODUCTION
1.0 Background of the Study

Their study demonstrates that information management is not merely a technical activity but has implications for the broader performance of educational organizations. However, their focus was on management information systems generally rather than specifically on database development. The present study therefore seeks to examine the database dimension more directly.
Research conducted outside Lagos also supports the importance of information systems for secondary school administration. Yusuf, Ayoku and Ibrahim (2022) examined management information systems in Nigerian secondary schools and described MIS as an important instrument for the smooth running of schools. Their study discussed the features, components, development and challenges of MIS in Nigerian schools and emphasized the need to address implementation challenges to achieve effective integration of information systems.
Nwannunu, Obona and Madukwe (2025) examined the utilization of Education Management Information Systems and principals’ administrative effectiveness in secondary schools in Ikom Education Zone of Cross River State. Using 112 principals, the study found a statistically significant relationship between EMIS and principals’ administrative effectiveness. The authors recommended training and capacity development for school administrators to improve the utilization of management information systems. This evidence suggests that effective use of information systems can contribute to administrative performance, although the specific conditions under which such systems produce benefits require further investigation.
Similarly, Ibe and Ezeala (2025) investigated EMIS and the administration of public senior secondary schools in Imo State. Their study found that network systems and file transfer systems significantly predicted the administration of public senior secondary schools. The findings reinforce the argument that technology-supported information management can contribute to educational administration.
Adisa (2026) provides particularly relevant recent evidence from Lagos State. In a study of secondary schools in Badagry, Lagos State, the author examined the relevance of EMIS to staff and student record keeping and processing. The study identified the potential of EMIS to improve management decisions concerning planning, staffing and coordination, although inadequate resources, poor infrastructure and negative stakeholder attitudes were identified as challenges to effective implementation. This finding demonstrates that the availability of information technology alone does not guarantee effective information management.
The effectiveness of database development therefore depends on several organizational and technological factors. The first is infrastructure. Computers, storage facilities, electricity, network connectivity and appropriate software are required for database systems to function effectively. Inadequate infrastructure can interrupt database access and reduce users’ confidence in digital systems. Yusuf, Ayoku and Ibrahim (2022) identify infrastructural and implementation challenges among the factors that affect effective management information system integration in Nigerian secondary schools.

Adisa (2026) focused on EMIS and record keeping in Badagry. These studies establish the importance of information management but also suggest the need for further research specifically addressing database development and its relationship with overall secondary school management.
The present study therefore focuses on the impact of database development on secondary education management in Lagos State secondary schools. It examines database development in relation to record keeping, information retrieval, accessibility of information, administrative decision-making and overall management effectiveness. The study is intended to determine whether the development and utilization of databases contribute significantly to more effective administration of secondary education in Lagos State.
1.1 Statement of the Problem
The effective management of secondary schools requires administrators to generate, store, retrieve, process and utilize large quantities of information. Student records, staff records, attendance registers, examination results, financial records, inventory information and facility records constitute important resources for school management. However, when such information is maintained through manual, fragmented or poorly integrated systems, administrators may experience difficulties in retrieving, updating and using the information required for effective management.
One major problem is the increasing volume of educational records. As school enrolment expands, the number of student files and administrative documents also increases. Manual storage of such information requires substantial physical space and administrative effort. Locating a particular record may involve searching through several files and registers. This situation can delay administrative activities and reduce the amount of time available to school administrators for other responsibilities. Elmasri and Navathe (2016) explain that database systems are designed to facilitate the efficient organization, storage and retrieval of related information, suggesting that database development may provide a solution to the limitations of purely manual systems.

While databases are expected to improve record keeping, information retrieval, accessibility and decision-making, the actual impact may be influenced by infrastructure, human capacity, data quality, maintenance and security. Without empirical evidence, it is difficult to determine whether investment in database development is translating into meaningful improvements in school administration.
Consequently, this study seeks to examine the impact of database development on secondary education management in Lagos State secondary schools. It specifically investigates whether database development improves record keeping, information retrieval, information accessibility, administrative decision-making and overall management effectiveness.
1.2 Aim and Objectives of the Study

1.4 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: Database development has no significant impact on the effective management of secondary education in Lagos State secondary schools.

The study focuses on the impact of database development on secondary education management in Lagos State, Nigeria.

The geographical scope covers selected secondary schools in Lagos State.
The population scope will cover relevant school personnel involved in educational administration and information management, including principals, vice-principals, teachers, administrative officers and ICT personnel.
The variable scope identifies database development as the independent variable and secondary education management as the dependent variable. Information Retrieval: The process of locating and obtaining relevant information from a database or information-storage system when required.

Chapter Two will review relevant conceptual, theoretical and empirical literature relating to database development and secondary education management. Chapter Three will present the research methodology, including research design, population, sample and sampling technique, research instrument, validity and reliability, data collection procedure and method of data analysis. Chapter Four will present and analyse the data collected for the study and test the research hypothesis. Chapter Five will present the summary of findings, conclusion and recommendations, as well as suggestions for further studies.
