Title: Political Participation and Youth Engagement in Democratic Governance: A Case Study of Selected Communities in Ojo Local Government Area, Lagos State

1.1 Background to the Study

Democratic governance is founded on the principle that citizens should have meaningful opportunities to participate in the political processes through which public authority is acquired, exercised and held accountable. Political participation therefore extends beyond the act of voting during elections to include activities such as joining political parties, attending community meetings, engaging public officials, participating in peaceful protests, contributing to policy discussions, monitoring government activities and demanding accountability from elected representatives. These activities enable citizens to influence decisions that affect their welfare and the development of their communities. Dahl (1971) argues that meaningful democracy requires effective opportunities for citizens to participate in political processes and to exercise control over public decisions. Similarly, Verba, Schlozman, and Brady (1995) explain that political participation provides citizens with channels through which they can communicate their interests and influence government decisions. In this regard, political participation is not merely an electoral activity but an essential component of democratic governance, particularly at the grassroots level where government policies and public decisions have direct consequences for everyday life.

Youth engagement occupies an important position in democratic governance because young people constitute a significant segment of the population and possess the energy, creativity, knowledge and social networks required to influence political development. Youth participation can take different forms, including voter registration, voting, political party membership, contesting elective positions, volunteering during elections, participating in advocacy campaigns, using digital platforms for political discussions and contributing to community development initiatives. The United Nations (2013) recognises the importance of youth participation in public decision-making and emphasises that young people should be provided with opportunities to contribute to decisions affecting their present and future. In Nigeria, the National Youth Policy identifies youth development and participation as important elements of national development and encourages the involvement of young people in decision-making processes (Federal Ministry of Youth and Sports Development, 2019). This demonstrates that young people should not be regarded merely as beneficiaries of government policies but as active stakeholders whose participation can strengthen democratic institutions and improve governance outcomes.

In Nigeria, the relationship between youth participation and democratic governance has attracted considerable attention because of the country’s political history, democratic transitions and continuing challenges of political inclusion. Since the return to democratic rule in 1999, young Nigerians have participated in elections, political campaigns, civic movements and public advocacy. However, their involvement in formal political institutions has not always reflected their numerical strength and potential contribution to national development. The National Youth Survey conducted by the Federal Ministry of Youth and Sports Development in collaboration with the National Bureau of Statistics examined youth participation in politics and decision-making, including political affiliation and representation in elective offices (Federal Ministry of Youth and Sports Development & National Bureau of Statistics, 2020). The findings and discussions in the survey demonstrate the relevance of examining both the participation of young people in political processes and the extent to which they gain access to formal political opportunities. Consequently, the question is not simply whether Nigerian youths are interested in politics, but whether the political environment provides them with adequate opportunities to participate meaningfully in democratic governance.

The 2023 general elections further demonstrated the importance of youth engagement in Nigeria’s democratic process. The Independent National Electoral Commission recorded substantial interest among young Nigerians during the voter registration exercise preceding the elections. Data on new voter registration indicated that young people constituted a considerable proportion of newly registered voters, reflecting their desire to influence electoral outcomes and national political leadership. Akele, Ariyo, and Ajayi (2025) examined the increase in youth participation during the 2022 Continuous Voter Registration exercise and its implications for the 2023 electoral process, noting the importance of youth mobilisation and electoral participation in Nigeria’s democratic development. Similarly, the growing use of social media and other digital communication platforms has provided young people with opportunities to discuss public issues, challenge political decisions, mobilise supporters and communicate demands for accountability. Nevertheless, increased electoral interest and online political expression do not automatically translate into sustained participation in policy formulation, party leadership, community decision-making and the monitoring of government performance. This makes it necessary to examine the different dimensions of youth engagement rather than measuring participation solely through voting or online activities.

Despite the growing interest of young Nigerians in political activities, several social, economic and institutional factors continue to influence the extent of their participation. These include unemployment, poverty, limited access to political resources, inadequate political education, distrust of political leaders, electoral violence, political intimidation, godfatherism and the high financial demands associated with party nomination and election campaigns. Such conditions may discourage young people from seeking elective positions or participating consistently in formal political institutions. Onyewuchi, Jawan, and Ahmad (2024), in their study of youth political participation in Nigeria, identified socioeconomic difficulties, low political awareness, political disillusionment, limited access to political platforms and systemic corruption as important barriers to youth engagement. These challenges suggest that the willingness of young people to participate in democratic governance may be affected by the openness, credibility and accessibility of political institutions. Where young people perceive political processes as dominated by wealthy individuals, established political elites or patronage networks, their participation may become limited to voting, campaign mobilisation or occasional political protests rather than continuous involvement in governance.

At the grassroots level, local government remains an important institution for promoting democratic participation because it provides a relatively close relationship between government authorities and residents. Decisions concerning community infrastructure, sanitation, local markets, primary healthcare, environmental management, local security and other public services directly affect the lives of residents. Consequently, youth engagement in local governance can provide opportunities for young people to communicate community needs, contribute to development priorities, monitor public projects and hold local officials accountable. Shittu and Musbaudeen (2016), in their study of public participation in local government planning and development in Lagos State, highlighted the importance of interaction between community members and local government institutions in promoting public participation. Their study also drew attention to the need to strengthen communication and participation mechanisms at the community level. This is particularly relevant to youth engagement because young people may be willing to contribute to community governance but lack adequate information about available participation channels or may not be sufficiently represented in local decision-making structures.

Ojo Local Government Area of Lagos State provides a relevant setting for examining the relationship between political participation, youth engagement and democratic governance. The local government comprises diverse communities with residents engaged in education, trading, transportation, public service, private-sector activities and other occupations. The presence of young people in these communities creates opportunities for political mobilisation, civic education, community advocacy, electoral participation and engagement with local political institutions. A study published in the Journal of International Politics and Development examined political participation and democratic consolidation in Nigeria using Ojo Local Government Area as its case study. The study involved 160 respondents drawn from four communities in Ojo and reported that political participation was significantly associated with democratic consolidation, while also identifying factors influencing participation in the study area (Manuwa, n.d.). Although this provides a useful local foundation, it does not remove the need for a focused examination of youth engagement, particularly the forms of participation available to young people, the factors influencing their involvement and the extent to which their participation contributes to democratic governance. It is against this background that this study examines political participation and youth engagement in democratic governance, using selected communities in Ojo Local Government Area, Lagos State, as its case study.

1.2 Statement of the Problem

Youth participation is widely recognised as an important condition for inclusive and responsive democratic governance. In Nigeria, young people have demonstrated interest in political activities through voter registration, election campaigns, social media discussions, civic advocacy, peaceful protests and other forms of political mobilisation. However, the visible involvement of young people in these activities does not necessarily indicate that they enjoy adequate influence over political decisions or have equal access to formal governance institutions. There appears to be a continuing gap between the numerical and social importance of young people and their effective representation in political leadership, party administration and public decision-making. This raises concerns about whether youth participation is sufficiently meaningful to influence governance outcomes or whether it is largely restricted to activities that support the political interests of established leaders. Onyewuchi et al. (2024) identified limited access to political platforms, political disillusionment and systemic corruption as constraints to youth participation in Nigeria. The problem, therefore, concerns not only the willingness of young people to participate but also the extent to which existing political structures provide them with genuine opportunities to influence democratic governance.

Another major problem is that youth political engagement may be weakened by socioeconomic and institutional barriers. Unemployment, poverty, limited financial resources, inadequate political education, political intimidation, electoral violence and distrust of political leaders can discourage young people from participating in political activities. For many young people, involvement in party politics may require financial commitments, influential connections and access to political networks that are not readily available to them. In some circumstances, young people may be mobilised during election campaigns for rallies, publicity and voting activities without being meaningfully involved in candidate selection, policy development or post-election decision-making. The National Youth Policy recognises the importance of youth inclusion in national development and decision-making, but the existence of policy commitments does not automatically guarantee their effective implementation at the community level (Federal Ministry of Youth and Sports Development, 2019). Consequently, there is a need to determine how these barriers affect the willingness and ability of young people in selected communities in Ojo Local Government Area to participate in democratic governance.

Furthermore, political participation at the grassroots level may be affected by limited awareness of available governance structures and inadequate channels for sustained communication between young people and local government authorities. Although community meetings, political party activities, civic associations, youth organisations and public consultations can provide opportunities for participation, young people may not always be adequately informed about these platforms or may perceive them as inaccessible and ineffective. The study by Shittu and Musbaudeen (2016) on public participation in local government planning and development in Lagos State emphasised the importance of interaction between community members and local government institutions. Similarly, Manuwa (n.d.) reported a significant relationship between political participation and democratic consolidation in Ojo Local Government Area, drawing attention to the relevance of participation within the local context. However, the specific experiences of young people in selected Ojo communities require further examination, particularly in relation to their awareness of political opportunities, involvement in community decision-making and ability to communicate their interests to local authorities.

The central problem addressed by this study is the uncertainty surrounding the extent to which youth political participation translates into meaningful engagement and improved democratic governance in selected communities in Ojo Local Government Area, Lagos State. While young people may participate in elections, political discussions, advocacy activities and community mobilisation, it remains important to establish the major forms of their participation, the factors that encourage or discourage their involvement and the extent to which their engagement contributes to accountability, inclusiveness and responsiveness in governance. Without adequate evidence on these issues, policies and programmes designed to promote youth participation may fail to address the actual barriers experienced by young people at the grassroots level. The study therefore seeks to investigate political participation and youth engagement in democratic governance in selected communities in Ojo Local Government Area, with a view to providing evidence that can guide political institutions, local government authorities, youth organisations and civil society groups in promoting more inclusive and meaningful democratic participation.
