INTRODUCTION

• Background to the Study

Land use planning in Nigeria has evolved through colonial and post-independence phases, yet it continues to face significant implementation challenges. One of the primary concerns is the weak institutional framework governing land use planning. Despite the existence of planning laws such as the Urban and Regional Planning Act of 1992, enforcement remains poor due to overlapping responsibilities among government agencies and lack of coordination (Akinmoladun & Oluwoye, 2007). These institutional inefficiencies have created a gap between policy formulation and execution, leading to unregulated development in urban and rural areas alike.

Another key challenge is the lack of political will and administrative continuity. Changes in government often lead to abrupt policy shifts or abandonment of existing plans, making long-term land use strategies difficult to sustain (Oyesiku, 2010). Moreover, political interference in land allocation decisions compromises the integrity of planning authorities, thereby undermining public confidence in the system. This political instability discourages private sector involvement and weakens investor confidence in urban development projects.

Financial constraints also play a critical role in hampering land use planning efforts in Nigeria. Most planning agencies operate on limited budgets, which restricts their ability to collect data, develop comprehensive land use maps, and conduct regular monitoring and evaluation (Agunbiade, 2011). Furthermore, there is often inadequate funding for training and capacity-building initiatives, resulting in a shortage of qualified urban planners and technical staff. This resource inadequacy severely limits the effectiveness and scope of land use planning activities.

Public participation is another area of concern in Nigeria’s land use planning process. Many planning initiatives are carried out without adequate stakeholder consultation, leading to community resistance and non-compliance (Ikejiofor, 2006). The top-down approach to policy formulation alienates local communities and disregards their specific needs and cultural contexts. As a result, plans are often unrealistic or unsustainable, lacking grassroots support essential for successful implementation.

The challenges are compounded by issues related to land tenure and ownership. Nigeria’s dual system of customary and statutory land rights often results in land disputes and legal uncertainties, which complicate planning decisions (Omirin, 2003). In many cases, land designated for public use is encroached upon or developed illegally due to unclear ownership or lack of compensation. These conflicts stall development projects and erode the effectiveness of planning regulations.

Finally, rapid urbanization and population growth have outpaced the capacity of existing planning frameworks. Many Nigerian cities have expanded informally, with sprawling slums and unregulated settlements that are difficult to retrofit with infrastructure or services (UN-Habitat, 2014). The lack of real-time data and dynamic planning tools makes it hard for authorities to respond to these changes effectively. Consequently, the urban landscape becomes increasingly chaotic, with significant implications for environmental sustainability, public health, and social equity.

1.2. Statement of the Problem

Despite the formulation of numerous land use planning policies in Nigeria, their practical implementation has remained largely ineffective. Land use planning is intended to guide orderly development, prevent urban sprawl, and ensure sustainable use of land resources. However, many Nigerian cities and towns continue to experience rapid, unregulated growth, often in defiance of existing development plans. This disconnect between policy and practice suggests deep-rooted challenges in the governance and operationalization of land use planning in the country.

One significant issue is the fragmented and poorly coordinated institutional framework responsible for land use planning. Federal, state, and local governments all have varying degrees of authority, often with overlapping mandates that result in confusion, duplication of efforts, and bureaucratic delays. Agencies tasked with enforcing planning regulations frequently lack the autonomy, clarity, and technical capacity to execute their responsibilities effectively. This structural disorganization undermines the overall efficiency of land management systems.

Additionally, political interference and lack of continuity in governance exacerbate the challenges of policy implementation. Land allocation and planning decisions are often influenced by political patronage rather than objective development needs or environmental considerations. When new administrations take office, they frequently abandon or alter existing plans without proper evaluation, thereby disrupting long-term planning initiatives. This instability deters investment and breeds inefficiency in urban development projects.

Financial constraints further impede the implementation of land use plans. Most planning authorities operate under severe budget limitations, lacking the resources needed for accurate data collection, modern planning tools, personnel training, and public engagement. Without sufficient funding, comprehensive planning becomes unattainable, and authorities are forced to make decisions based on outdated or inadequate information. This often results in poorly designed land use patterns that are difficult to correct later.

Public resistance and lack of stakeholder participation also contribute to the failure of planning policies. Many communities view government-led planning initiatives with suspicion, particularly when they are excluded from the decision-making process. This lack of inclusion fuels non-compliance and illegal development activities. Lastly, rapid urbanization, population growth, and informal development have overwhelmed the current planning framework. Cities such as Lagos, Abuja, and Port Harcourt have grown exponentially, largely through informal settlements that lack infrastructure and do not conform to zoning laws. The inability of planning authorities to keep pace with this growth has led to chaotic urban landscapes, with negative consequences for housing, transportation, environmental quality, and public health. Addressing these issues requires a thorough understanding of the barriers to effective land use planning and a commitment to institutional, legal, and financial reforms.

1.3. Aim and Objectives of the Study

This, in turn, can lead to more coherent planning processes and enhanced capacity of planning authorities to manage land use dynamically and efficiently.

With a clearer understanding of these challenges, professionals in the built environment can better navigate the planning landscape, make informed decisions, and advocate for reforms that promote sustainable and inclusive development. 1.8. Operational Definition of Terms

1. Challenges: Challenges refer to obstacles, difficulties, or problems that hinder the achievement of specific goals or objectives. In the context of policy and governance, challenges are the factors—such as limited resources, poor infrastructure, legal constraints, or political interference—that complicate or prevent effective implementation of plans or programs.
2. Implementing: Implementing is the process of putting a plan, decision, or policy into action. It involves carrying out the tasks, activities, or strategies required to achieve specific objectives. In the case of land use planning, implementation refers to enforcing and executing the policies and plans developed to manage land development and usage.
3. Land Use: Land use refers to the way in which land is utilized by humans, including categories such as residential, commercial, agricultural, industrial, and recreational. It involves both the physical use of land and the zoning regulations that determine how different areas of land can be developed or conserved.
4. Planning Policies: Planning policies are official guidelines, rules, or strategies developed by government authorities to regulate and guide the use, development, and conservation of land and resources. These policies are designed to promote orderly growth, environmental sustainability, infrastructure development, and balanced urban and rural development.
