INTRODUCTION

1.1 Background to the Study

Education is universally acknowledged as a vital tool for individual and national development. It enhances human capital, promotes economic growth, and fosters social and political stability. However, despite significant efforts by successive governments in Nigeria to promote literacy, illiteracy remains a major challenge, especially among rural dwellers. According to UNESCO (2022), more than 35% of Nigeria’s adult population lacks basic literacy skills, with the majority residing in rural areas. This situation impedes socio-economic progress, limits employment opportunities, and perpetuates poverty cycles.

Adult education is a strategic response to this challenge. It refers to organized learning activities designed to improve adults’ knowledge, skills, and attitudes, enabling them to function effectively in their personal, social, and economic lives (Knowles, Holton, & Swanson, 2015). In Nigeria, adult education has been a key component of national development policy since the 1970s, focusing on literacy campaigns, vocational training, civic education, and community development (Omolewa, 2008). The National Policy on Education (FRN, 2013) recognizes adult and non-formal education as essential for reducing illiteracy, promoting life-long learning, and enhancing rural transformation.

In many rural communities of Benue State, adult education programs have been introduced to tackle the high illiteracy rate and empower individuals with literacy and numeracy skills. These programs, often organized by government agencies, non-governmental organizations (NGOs), and community-based groups, aim to equip adults with the competencies required for better livelihood, improved health awareness, civic participation, and sustainable agricultural practices (Aderinoye, 2008; Okey & Paulley, 2021). Despite these efforts, the problem of illiteracy persists, raising questions about the effectiveness of adult education initiatives in rural areas.

Thus, this study investigates the role of adult education in reducing illiteracy among rural dwellers in Nigeria, using selected communities in Benue State as a case study.

1.2 Statement of the Problem

Illiteracy remains a significant barrier to rural development in Nigeria. In Benue State, a large proportion of rural dwellers cannot read, write, or perform basic arithmetic operations, which limits their ability to participate effectively in social, political, and economic activities (Adesina, 2020). Although adult education programs have been introduced to address this issue, their impact on literacy improvement remains unclear.

Many adult learners drop out due to economic hardship, lack of incentives, poor facilities, and unqualified instructors (Ogunleye, 2017). Furthermore, inadequate government funding and inconsistent policy implementation have constrained the effectiveness of literacy campaigns (UNESCO, 2022). Consequently, despite several literacy initiatives, illiteracy levels in rural communities continue to rise.

The study therefore seeks to assess how adult education contributes to literacy improvement among rural dwellers in Benue State, identify the challenges confronting its implementation, and explore strategies for enhancing its effectiveness.

1.3 Objectives of the Study

The main objective of this study is to examine the role of adult education in reducing illiteracy among rural dwellers in Nigeria, focusing on selected communities in Benue State.
The specific objectives are to:

1. Determine the extent to which adult education programs have improved literacy levels among rural dwellers in Benue State.

2. Identify the challenges affecting the implementation of adult education programs in the selected communities.

3. Examine the socio-economic benefits of adult education among rural dwellers.

4. Suggest strategies for improving adult education to further reduce illiteracy in rural areas.

1.4 Research Questions

The following research questions guide the study:

1. To what extent have adult education programs improved literacy levels among rural dwellers in Benue State?

2. What challenges affect the effective implementation of adult education programs in the selected communities?

3. What are the socio-economic benefits of adult education among rural dwellers?

4. What strategies can enhance the effectiveness of adult education programs in reducing illiteracy in rural areas?

1.5 Research Hypothesis

H₀: Adult education has no significant impact on reducing illiteracy among rural dwellers in Benue State.

1.6 Significance of the Study

This study is significant in several ways. First, it contributes to academic literature on adult education and rural development in Nigeria by providing empirical evidence on how adult education affects literacy and socio-economic progress. Second, it will assist policymakers and educational planners in designing more effective adult literacy programs tailored to rural contexts. Third, the findings will help non-governmental organizations and community leaders to develop more sustainable adult learning models that respond to local needs. Finally, the study will serve as a reference material for future researchers interested in adult education, literacy, and community development.

1.7 Scope of the Study

The study focuses on the role of adult education in reducing illiteracy among rural dwellers in Nigeria, using selected communities in Benue State as a case study. The research covers adult education programs initiated between 2015 and 2024. The study will examine adult learners, instructors, and program coordinators within these communities to assess program effectiveness, challenges, and outcomes.

1.8 Limitations of the Study

Some limitations may affect the study. These include limited access to up-to-date records of adult education centers, financial constraints, and the reluctance of some respondents to provide accurate information. Despite these limitations, efforts will be made to ensure data validity through triangulation and confidentiality assurance.

1.9 Definition of Key Terms

• Adult Education: Organized learning processes designed for adults to acquire new knowledge, skills, and attitudes for personal and social development (Knowles et al., 2015).

• Illiteracy: The inability to read, write, or perform basic arithmetic tasks.

• Rural Dwellers: Individuals residing in less urbanized areas, often characterized by low access to social amenities and formal education.

• Literacy: The ability to read, write, and use information for effective participation in society.
