INTRODUCTION

1.1 Background of the Study

Education is a fundamental instrument for national development and human capital formation. For teaching and learning to be effective, schools must provide not only qualified teachers and relevant curricula but also a safe and secure environment. School safety refers to the policies, practices, and physical measures put in place to protect students, staff, and school property from hazards such as violence, accidents, health emergencies, and environmental risks. These measures include physical security, emergency preparedness, supervision, health and safety protocols, and the creation of a psychologically safe learning climate (UNESCO, 2017).

Globally, concerns about school safety have increased due to rising cases of school violence, accidents, bullying, fire outbreaks, and natural disasters. Research has shown that unsafe school environments negatively affect students’ concentration, emotional well-being, attendance, and academic performance (Dwyer & Osher, 2018). When students feel unsafe at school, they are more likely to experience anxiety and fear, which can interfere with learning and reduce academic engagement. Conversely, safe schools promote positive behaviour, student confidence, and improved learning outcomes.

In Nigeria, school safety has become a growing concern, particularly in urban areas. Public secondary schools often face challenges such as inadequate fencing, poor supervision, overcrowding, dilapidated buildings, and lack of emergency facilities (Federal Republic of Nigeria [FRN], 2013). In some cases, schools are exposed to external threats including traffic accidents, street violence, drug abuse, and intrusion by unauthorised persons. These safety challenges raise serious concerns about students’ welfare and academic success.

Lagos State, Nigeria’s most populous and urbanised state, presents unique school safety challenges due to high population density, urban congestion, and socio-economic pressures. Ajeromi-Ifelodun Local Government Area is a densely populated part of Lagos with numerous public and private secondary schools located in busy residential and commercial neighbourhoods. Many of these schools operate in environments characterised by heavy traffic, street trading, limited space, and proximity to waterfronts or industrial activities (Lagos State Ministry of Education, 2021). These conditions increase students’ exposure to safety risks both within and around the school environment.

Empirical studies have established a link between school safety measures and students’ learning outcomes. Adequate safety measures such as secure school premises, effective supervision, emergency response plans, and health and safety facilities contribute to improved student attendance, better classroom behaviour, and higher academic achievement (Osher et al., 2014). However, despite the importance of school safety, there is limited empirical research focusing on how safety measures influence students’ learning outcomes in secondary schools within Ajeromi Local Government Area. This study therefore seeks to examine school safety measures and students’ learning outcomes in selected secondary schools in Ajeromi, Lagos State.

1.2 Statement of the Problem

School safety remains a critical challenge in many secondary schools in Ajeromi Local Government Area of Lagos State. Observations and reports suggest that some schools lack basic safety infrastructure such as perimeter fencing, functional fire extinguishers, first-aid facilities, and clearly defined emergency procedures. In addition, inadequate supervision during school hours, overcrowded classrooms, and poor maintenance of school buildings expose students to accidents and security threats.

The absence or inadequacy of school safety measures has serious implications for students’ learning outcomes. Students who feel unsafe at school may experience fear, anxiety, and distraction, which can negatively affect concentration, classroom participation, and academic performance. Safety concerns may also lead to increased absenteeism, truancy, and dropout rates. Teachers working in unsafe environments may struggle to maintain discipline and focus on instructional delivery, further affecting students’ learning experiences.

Despite government policies and initiatives aimed at improving school safety in Lagos State, implementation gaps persist, particularly in densely populated areas such as Ajeromi. While some studies have examined school safety issues in Nigeria, few have specifically investigated the relationship between school safety measures and students’ learning outcomes in Ajeromi Local Government Area. The lack of localised empirical evidence limits the ability of policymakers and school administrators to design effective safety interventions tailored to the needs of schools in this area.

Therefore, the problem addressed in this study is the inadequate understanding of how school safety measures influence students’ learning outcomes in selected secondary schools in Ajeromi, Lagos State. This study seeks to bridge this gap by providing empirical data that can inform policy formulation, school management practices, and the creation of safer learning environments that enhance students’ academic success.

1.3 Purpose of the Study

The main purpose of this study is to examine the relationship between school safety measures and students’ learning outcomes in selected secondary schools in Ajeromi Local Government Area of Lagos State.

1.4 Objectives of the Study

The specific objectives of the study are to:

1. identify the school safety measures available in selected secondary schools in Ajeromi;

2. assess the level of students’ learning outcomes in the selected schools;

3. examine the influence of school safety measures on students’ learning outcomes; and

4. identify challenges affecting the implementation of effective school safety measures in Ajeromi secondary schools.

1.5 Research Questions

1. What school safety measures are available in selected secondary schools in Ajeromi?

2. What is the level of students’ learning outcomes in the selected schools?

3. How do school safety measures influence students’ learning outcomes?

4. What challenges hinder the effective implementation of school safety measures in Ajeromi secondary schools?

1.6 Research Hypothesis

H₀: School safety measures have no significant influence on students’ learning outcomes in selected secondary schools in Ajeromi Local Government Area, Lagos State.

1.7 Significance of the Study

The findings of this study will be beneficial to education policymakers, school administrators, teachers, parents, and researchers. Policymakers and the Lagos State Ministry of Education will benefit from empirical evidence that can guide the formulation and implementation of school safety policies. School administrators will gain insights into the importance of safety measures in promoting effective teaching and learning. Teachers will better understand how a safe environment supports classroom management and student engagement. Parents and students will benefit from improved school safety conditions, while researchers will find the study useful as a reference for future studies on school safety and learning outcomes.

1.8 Scope of the Study

This study is limited to selected secondary schools in Ajeromi Local Government Area of Lagos State. It focuses on school safety measures as the independent variable and students’ learning outcomes as the dependent variable. Other factors influencing learning outcomes, such as teacher quality and home background, are acknowledged but not examined in detail.

1.9 Operational Definition of Terms

• School Safety Measures: Policies, facilities, and practices put in place to ensure the physical and psychological safety of students and staff within the school environment.

• Learning Outcomes: Students’ academic achievement and learning behaviours as reflected in examination performance, classroom participation, and attendance.

• Secondary Schools: Educational institutions that provide post-primary education.

• Ajeromi: A Local Government Area in Lagos State where the study is conducted.
