INTRODUCTION
1.1 Background of the Study
Education is widely recognized as a major instrument for national development, social transformation, and human capital formation. The effectiveness of teaching and learning in schools depends not only on the competence of teachers and relevance of the curriculum but also on the quality of school infrastructure. School infrastructure refers to the physical facilities and structures that support teaching and learning, including classrooms, laboratories, libraries, electricity, furniture, sanitation facilities, and ICT resources (Earthman, 2002). Adequate infrastructure creates a conducive environment that facilitates the delivery of lessons, enhances student participation, and improves academic outcomes.
Globally, research indicates that schools with well-developed infrastructure positively influence teaching and learning. Functional classrooms, modern laboratories, adequate seating arrangements, proper ventilation, and access to instructional materials encourage active learning, support teachers in lesson delivery, and foster students’ academic achievement. Conversely, inadequate or dilapidated infrastructure impedes teaching, reduces student engagement, and may contribute to poor academic performance (Uline & Tschannen-Moran, 2008).
In developing countries such as Nigeria, the provision of quality school infrastructure remains a major challenge, particularly in public schools. Many government secondary schools operate with dilapidated buildings, insufficient classrooms, inadequate furniture, limited laboratory and library resources, and poor sanitation facilities. Such infrastructural deficits negatively affect both teachers’ instructional effectiveness and students’ learning outcomes (Federal Republic of Nigeria [FRN], 2013). Teachers may find it difficult to employ effective teaching strategies without proper facilities, while students may struggle to concentrate or engage in learning activities in uncomfortable or unsafe environments.
Okene Local Government Area in Kogi State exemplifies these challenges. Several government secondary schools in the area operate under conditions of infrastructural inadequacy, with classrooms that are overcrowded, poorly ventilated, or in need of repair, limited laboratory and library resources, insufficient ICT facilities, and inadequate sanitation and water supply. These infrastructural constraints limit teachers’ ability to deliver lessons effectively and restrict students’ opportunities for practical and participatory learning. Despite the importance of infrastructure, there is limited empirical research on its impact on teaching and learning in government secondary schools in Okene. This study seeks to fill this gap by examining the impact of school infrastructure on teaching and learning in the area.
1.2 Statement of the Problem
Teaching and learning in many government secondary schools in Okene, Kogi State, are often compromised by poor school infrastructure. Observations reveal that several schools have dilapidated classrooms, inadequate seating and furniture, poorly equipped laboratories, limited library resources, and poor sanitation and water supply. These infrastructural deficiencies make it difficult for teachers to deliver lessons effectively and for students to engage fully in learning activities.
Poor infrastructure negatively affects teachers’ instructional strategies and classroom management. Teachers may resort to verbal instruction without demonstrations or practical activities due to lack of facilities, which can impede students’ understanding of concepts. Students learning in unsafe, overcrowded, or uncomfortable classrooms are more likely to experience distraction, fatigue, and reduced motivation, which in turn can lower academic achievement.
Although the government has policies and interventions aimed at improving school infrastructure, many public secondary schools in Okene continue to face infrastructural challenges. Despite evidence from urban schools, there is limited location-specific research examining how infrastructure impacts teaching and learning in government secondary schools in Okene. The lack of empirical data makes it difficult for policymakers, school administrators, and educational planners to develop effective strategies for improving school infrastructure and enhancing instructional quality. This study, therefore, seeks to address this knowledge gap by examining the impact of school infrastructure on teaching and learning in government secondary schools in Okene, Kogi State.
1.3 Purpose of the Study
The main purpose of this study is to examine the impact of school infrastructure on teaching and learning in government secondary schools in Okene, Kogi State.
1.4 Objectives of the Study
The specific objectives of the study are to:

assess the availability and condition of school infrastructure in government secondary schools in Okene;

evaluate the effectiveness of teaching practices in relation to available infrastructure;

1.7 Significance of the Study
The findings of this study will benefit policymakers, school administrators, teachers, students, and researchers. Policymakers and the Kogi State Ministry of Education will gain empirical evidence to guide infrastructure development, resource allocation, and education policy formulation. School administrators and teachers will understand the importance of functional facilities in enhancing teaching effectiveness and student learning outcomes. Students will benefit from improved learning environments, and researchers will find the study useful for future studies on the relationship between school infrastructure and educational quality.
1.8 Scope of the Study
This study is limited to government secondary schools in Okene Local Government Area of Kogi State. It focuses on school infrastructure as the independent variable and teaching effectiveness and students’ learning outcomes as the dependent variables. Other factors influencing learning outcomes, such as teacher quality and socio-economic background, are acknowledged but not examined in detail.
