INTRODUCTION

1.1 Background to the Study

Civil-military relations remain a central determinant of political stability and democratic survival in post-authoritarian states, particularly in developing countries transitioning from prolonged military rule to civilian governance. Civil-military relations refer to the distribution of power, authority, and accountability between civilian political leadership and the armed forces, especially regarding control over national security, governance, and political decision-making (Huntington, 1957).

In post-authoritarian contexts, the military often plays a dual role: as a security institution responsible for defending national sovereignty and as a political actor with historical involvement in governance. Where civilian control is weak, the military may retain significant influence over political processes, thereby threatening democratic stability. Conversely, where civilian institutions are strong and well-established, the military is subordinated to elected authorities, enhancing democratic consolidation (Feaver, 2003).

Nigeria presents a critical case study for examining civil-military relations in a post-authoritarian African state. After decades of intermittent military rule between 1966 and 1999, Nigeria transitioned to democratic governance in 1999, marking the beginning of its Fourth Republic. 1.2 Statement of the Problem

Despite Nigeria’s successful transition from military to civilian rule in 1999, civil-military relations remain a persistent challenge to democratic stability in the Fourth Republic. While the military has formally withdrawn from direct governance, its historical dominance and institutional strength continue to influence political and security dynamics in the country.

One of the major problems is the incomplete consolidation of civilian control over the armed forces. Although constitutional provisions place the military under civilian authority, practical implementation is often constrained by weak institutions, limited oversight capacity, and continued reliance on the military for internal security operations. This creates opportunities for the military to exert indirect influence on governance.

Another key issue is the increasing militarization of internal security in Nigeria. The deployment of the military in addressing insurgency in the North-East, banditry in the North-West, and separatist tensions in the South-East has expanded the military’s role beyond traditional defense functions. Additionally, occasional political tensions, electoral security involvement, and allegations of partisan neutrality during elections further complicate the relationship between civilian authorities and the military. If these challenges are not adequately addressed, they may undermine democratic consolidation in Nigeria’s Fourth Republic by weakening civilian supremacy, eroding public trust in democratic institutions, and increasing the risk of democratic backsliding.

Therefore, the core problem this study addresses is the persistence of weak and complex civil-military relations in Nigeria’s Fourth Republic and their implications for democratic stability in a post-authoritarian context.

1.3 Objectives of the Study

H₁ (Alternative Hypothesis): Civil-military relations have a significant effect on democratic stability in Nigeria’s Fourth Republic.

1.6 Significance of the Study
