Project – Strategic Agility and Business Survival in a Volatile Economy: A Study of Dangote Cement Plc, Obajana Plant, Kogi State

CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

The contemporary business environment is characterised by rapid technological change, intense competition, changing customer preferences, economic uncertainty, regulatory pressures and disruptions in supply chains. These conditions make it increasingly difficult for organisations to rely solely on traditional long-term plans and stable operating routines. Businesses are expected not only to formulate strategies but also to continuously review, adjust and implement them in response to changes in their operating environment. In such circumstances, the ability of an organisation to recognise environmental changes quickly and respond appropriately becomes an important determinant of its continued existence. Overby, Bharadwaj and Sambamurthy (2006) describe agility as an organisation’s ability to sense changes in its environment and respond readily, arguing that such capability is particularly important in turbulent environments.

The concept of strategic agility has consequently attracted increasing attention in strategic management. Strategic agility refers broadly to an organisation’s capacity to anticipate and sense changes, make timely strategic decisions, mobilise resources and adjust its strategies, structures and operations without losing organisational momentum. Unlike conventional strategic planning, which may emphasise stability and predetermined long-term objectives, strategic agility recognises that strategies may need to change as circumstances change. Doz and Kosonen (2010) identify three important capabilities underlying strategic agility: strategic sensitivity, leadership unity and resource fluidity. Strategic sensitivity concerns the ability to perceive emerging opportunities and threats; leadership unity involves the ability of top managers to make collective and rapid decisions; while resource fluidity refers to the ability to redeploy resources quickly to support new strategic priorities.

Strategic agility is particularly relevant to business survival because organisations operate within environments that cannot be completely predicted. A firm may possess adequate financial resources, experienced employees, established brands and modern production facilities, yet still experience declining competitiveness if it cannot respond to significant environmental changes. Teece (2007), through the dynamic capabilities perspective, argues that sustainable enterprise performance depends on capabilities that enable firms to sense opportunities and threats, seize opportunities and reconfigure organisational assets and resources as circumstances change. Strategic agility therefore provides an important managerial mechanism through which organisations can continuously renew their strategies and capabilities in response to environmental turbulence.

Business survival goes beyond short-term profitability. It involves an organisation’s capacity to remain operational, maintain customers, preserve its competitive position, generate sufficient revenue, adapt to threats and continue creating value over time. A business that survives successfully is able to withstand adverse environmental conditions while adjusting its operations and strategies to emerging realities. In volatile economies, survival becomes especially challenging because organisations may experience simultaneous changes in input costs, consumer purchasing power, interest rates, exchange rates, energy costs, government policies and competitive pressures. Consequently, management must make decisions quickly while dealing with incomplete information and uncertain outcomes.

The Nigerian business environment provides a particularly relevant context for examining strategic agility and business survival. Nigerian firms operate within an environment characterised by fluctuations in macroeconomic conditions, infrastructural challenges, foreign-exchange pressures, changing government policies, energy costs, competition and evolving consumer expectations. Manufacturing firms are particularly exposed to these conditions because their operations depend heavily on raw materials, energy, transportation, equipment, labour and distribution networks. Consequently, the ability to adjust production, procurement, pricing, investment and resource-allocation decisions can have important implications for continued business survival.

Manufacturing companies also face the challenge of maintaining efficiency while responding to environmental changes. A manufacturing organisation that responds too slowly to rising production costs, technological developments or changing market demand may experience declining margins, loss of market share and operational difficulties. On the other hand, an organisation with strong strategic agility may identify changes early, mobilise its resources and modify its operations before environmental pressures become critical. Thus, strategic agility can serve as a bridge between environmental turbulence and organisational survival.

Empirical studies have provided evidence supporting the importance of strategic agility in manufacturing organisations. Ofoegbu and Akanbi (2012), in their study of selected manufacturing firms in Nigeria, examined strategic sensitivity, collective commitment and resource fluidity as dimensions of strategic agility. Their findings indicated that strategic agility had a significant influence on perceived organisational performance. They recommended that manufacturing firms should be proactive rather than merely reactive in dealing with changes in their business environment. This evidence is important because it demonstrates that strategic agility is not merely a theoretical concept but can influence organisational outcomes within the Nigerian manufacturing environment.

Similarly, Otsupius and Akintaro (2020) examined strategic agility and organisational sustainability among selected management development institutions in Nigeria. Their findings revealed significant positive relationships between strategic sensitivity, collective commitment, resource fluidity and organisational sustainability. The researchers concluded that strategic agility could contribute to organisational stability, growth and sustainability. This finding strengthens the argument that organisations require the capacity to respond to environmental changes if they are to remain sustainable over time.

More recent Nigerian evidence has also reinforced the relationship between strategic agility and organisational outcomes. Bassey, Uwa and Okurebia (2023) examined strategic agility and organisational performance among selected manufacturing firms in South-South Nigeria. Their study reported that dimensions of strategic agility, including strategic leadership and organisational flexibility, had significant statistical influence on organisational performance. Similarly, Imagha, Eke, Achara and Ezichi-Obasi (2024) investigated strategic agility and organisational performance in selected manufacturing firms in South-South Nigeria and examined strategic leadership and flexibility as important dimensions of the concept.

Recent research also indicates that strategic agility is increasingly important as firms encounter technological and market changes. Alokshe, Adedokun and Iyiola (2025) examined advanced manufacturing technologies, strategic agility, business networks and sustained competitive performance in an emerging-economy context. Their study highlights the importance of combining technological capabilities, strategic agility and business networks in responding to changing market conditions and sustaining competitive performance.

The concept of strategic agility is particularly relevant to large manufacturing organisations because their size and complexity may create both advantages and constraints. Large firms may possess substantial financial, technological and human resources, but they may also have bureaucratic structures and established routines that slow down decision-making. Doz and Kosonen (2010) note that organisations can become increasingly rigid as successful business models become established. Strategic agility is therefore necessary to prevent organisational success from becoming a source of strategic rigidity.

The cement manufacturing industry provides an especially important context for this study. Cement production requires substantial capital investment, energy consumption, raw materials, transportation infrastructure and extensive distribution networks. The industry is also closely connected to construction and infrastructure development. Changes in construction activity, government infrastructure spending, input prices, energy costs, transportation costs and consumer purchasing power can therefore influence the performance and survival of cement manufacturers.

Within Nigeria’s cement industry, Dangote Cement Plc is a major manufacturing organisation with significant operations in the country. According to the company’s 2024 Annual Report, Dangote Cement Plc’s principal activities include the operation of plants for the preparation, manufacture and distribution of cement and related products. The company operates production activities at Obajana in Kogi State, Gboko in Benue State and Ibese in Ogun State. The Obajana Plant therefore provides a significant setting for examining how a major manufacturing organisation responds strategically to a volatile business environment.

The Obajana Plant is particularly appropriate for this study because cement manufacturing requires continuous coordination of production, logistics, technology, human resources, energy and market activities. Changes in any of these areas can affect production costs and organisational performance. Strategic agility at the plant level may therefore involve the ability of management to identify operational and market changes, make timely decisions, redeploy resources, improve processes and respond to changing customer and competitive conditions.

Dangote Cement’s own corporate reporting also demonstrates an emphasis on sustainability, governance and long-term value creation. The company’s sustainability reporting indicates that it integrates financial and sustainability reporting and benchmarks its practices against local and global frameworks, including the Nigerian Code of Corporate Governance, Global Reporting Initiative standards and Global Cement and Concrete Association principles. Such practices demonstrate the importance placed on organisational resilience, operational sustainability and long-term stakeholder value.

However, organisational survival cannot be guaranteed merely by the size of a company or the possession of substantial resources. The capacity to deploy those resources appropriately when circumstances change is equally important. A large manufacturing company may have sophisticated technology and strong financial resources but still experience difficulties if management cannot make timely decisions or reconfigure resources in response to environmental changes. This reinforces the relevance of dynamic capabilities theory, which views organisational adaptation and resource reconfiguration as essential to sustained performance under changing environmental conditions (Teece, 2007).

Strategic agility may also influence business survival through strategic decision-making. In volatile environments, delayed decisions can result in missed opportunities or increased exposure to threats. Strategic sensitivity enables managers to recognise changes early, leadership unity facilitates coordinated decision-making, while resource fluidity allows resources to be redirected towards emerging priorities. These dimensions collectively provide a framework through which organisations can maintain strategic fit despite changing environmental conditions (Doz & Kosonen, 2010).

Despite the growing body of literature on strategic agility and organisational performance, relatively limited attention has been given to the direct relationship between strategic agility and business survival within a specific large-scale cement manufacturing plant in Nigeria. Existing Nigerian studies have largely examined organisational performance, sustainability, responsiveness or competitive advantage rather than focusing specifically on business survival at the plant level. For example, Ofoegbu and Akanbi (2012) focused on perceived organisational performance, while Bassey et al. (2023) examined organisational performance in selected manufacturing firms.

This creates an important empirical gap. Business performance and business survival are related but not identical concepts. A company may achieve good performance during a particular period without necessarily possessing the capabilities required to survive prolonged environmental turbulence. Survival concerns the organisation’s ability to remain viable and operational over time despite changing conditions. Therefore, investigating strategic agility from the perspective of business survival can provide a different and potentially more useful understanding of how manufacturing firms cope with uncertainty.

Against this background, this study examines Strategic Agility and Business Survival in a Volatile Economy: A Study of Dangote Cement Plc, Obajana Plant, Kogi State. The study focuses on the extent to which strategic sensitivity, leadership unity and resource fluidity contribute to the ability of the Obajana Plant to respond to environmental changes and maintain its operations and competitiveness. The study is expected to provide useful evidence for management, employees, researchers and other stakeholders concerning the role of strategic agility in sustaining manufacturing organisations in volatile economic environments.

1.2 Statement of the Problem

The survival of manufacturing organisations has become an increasingly important management concern because firms operate in environments characterised by uncertainty, competition and frequent changes in economic and operational conditions. Manufacturing companies must continuously respond to fluctuations in production costs, energy prices, market demand, technological developments, government policies, supply-chain conditions and competitive pressures. An organisation that fails to respond adequately to these changes may experience declining productivity, increasing costs, reduced competitiveness and, ultimately, difficulties in sustaining its operations.

The fundamental problem is that many organisations may recognise environmental changes but fail to respond to them quickly and effectively. Traditional organisational structures, rigid decision-making processes, bureaucratic procedures and limited flexibility in resource allocation can delay strategic responses. Overby et al. (2006) emphasise that the capacity to sense environmental changes and respond readily is important to organisational success in turbulent environments. Therefore, the inability to detect and respond to environmental changes can create a significant threat to business continuity.

Another problem concerns the difficulty of making strategic decisions under volatile economic conditions. Managers are required to make decisions concerning production, pricing, investment, technology, human resources and resource allocation even when future conditions cannot be predicted with certainty. If management is slow to reach consensus or unable to mobilise resources towards emerging opportunities and threats, the organisation may lose valuable time and competitive advantage. Doz and Kosonen (2010) argue that leadership unity and resource fluidity are important components of strategic agility because organisations need to make collective decisions and redeploy resources rapidly when business models and environmental conditions change.

The Nigerian manufacturing environment further intensifies this problem. Manufacturing companies may face rising operating costs, infrastructure constraints, energy challenges, supply-chain disruptions, changing regulations and fluctuations in market conditions. These pressures can affect the cost and continuity of production. For cement manufacturers, the consequences can be particularly significant because cement production is capital-intensive and requires continuous access to raw materials, energy, transportation and distribution networks.

Dangote Cement Plc, Obajana Plant, operates within this challenging environment. As documented in Dangote Cement’s 2024 Annual Report, the company’s manufacturing activities include operations at Obajana in Kogi State. The scale and importance of the Obajana operation make it necessary to understand how the plant responds to environmental pressures and maintains its business activities.

Although Dangote Cement is a major organisation with significant resources and established operations, size and resource availability do not automatically guarantee survival in a volatile economy. An organisation may possess significant physical and financial assets but still be vulnerable if its strategies and resource deployment mechanisms cannot adjust to changing circumstances. Teece (2007) explains that dynamic capabilities enable enterprises to sense, seize and reconfigure resources in changing environments, making such capabilities important for long-term enterprise performance.

There is also a research problem arising from the existing Nigerian literature. Previous studies have established that strategic agility can influence organisational performance and sustainability. Ofoegbu and Akanbi (2012) found that strategic sensitivity, collective commitment and resource fluidity significantly influenced perceived performance among selected Nigerian manufacturing firms. Otsupius and Akintaro (2020) also reported a positive relationship between strategic agility and organisational sustainability. More recently, Bassey et al. (2023) reported significant effects of strategic agility dimensions on organisational performance among selected manufacturing firms in South-South Nigeria.

However, these studies do not sufficiently explain how strategic agility contributes specifically to business survival, particularly within a major cement manufacturing plant in Kogi State. Performance, sustainability and survival may overlap, but they represent different organisational outcomes. Consequently, there remains a need for empirical evidence that directly connects the ability to sense environmental changes, make unified strategic decisions and reallocate resources with the capacity of a manufacturing organisation to remain viable in a volatile economy.

Furthermore, many previous studies have considered strategic agility across groups of firms or within broad geographical regions. This approach provides useful general evidence but may not adequately capture the specific organisational realities of a large-scale cement manufacturing operation. A case study of Dangote Cement Plc, Obajana Plant, provides an opportunity to examine strategic agility within a clearly defined manufacturing environment where operational continuity, resource utilisation, strategic decision-making and adaptation to environmental changes are particularly important.

The problem addressed by this study, therefore, is the uncertainty concerning the extent to which strategic agility contributes to the survival of Dangote Cement Plc, Obajana Plant, in a volatile economic environment. Specifically, it is necessary to determine whether the plant’s ability to sense changes, achieve leadership unity and deploy resources flexibly has a significant relationship with its capacity to maintain operations and remain competitive. Without empirical evidence on this relationship, managers and other stakeholders may have limited basis for determining the extent to which strategic agility can be relied upon as a mechanism for strengthening business survival.

It is against this background that the present study investigates Strategic Agility and Business Survival in a Volatile Economy: A Study of Dangote Cement Plc, Obajana Plant, Kogi State.

1.6 Significance of the Study

The study will be significant to the management of Dangote Cement Plc because it will provide empirical information on the importance of strategic agility in maintaining business continuity under changing economic conditions. The findings may assist management in identifying areas where strategic decision-making, flexibility and resource deployment can be strengthened.

The study will also be useful to employees and managers in the manufacturing sector. Understanding the importance of strategic sensitivity, leadership unity and resource fluidity may encourage managers and employees to become more responsive to environmental changes and support organisational strategies aimed at sustaining operations.

For manufacturing companies in Nigeria, the study will provide evidence on the importance of strategic agility as a potential mechanism for responding to economic volatility. Other manufacturing organisations may draw lessons from the findings when developing strategies for managing uncertainty, competition, operational disruptions and changing customer requirements.

The study will also be relevant to business researchers and students because it will contribute to the existing literature on strategic agility, dynamic capabilities, organisational sustainability and business survival. In particular, it will provide a Nigerian case-study perspective on the relationship between strategic agility and survival within the cement manufacturing industry.

Finally, the study may be useful to government and policymakers concerned with the development of the Nigerian manufacturing sector. Evidence concerning the challenges facing manufacturing organisations and the capabilities required for survival may help inform policies aimed at strengthening industrial resilience and improving the operating environment for manufacturers.
