INTRODUCTION

1.1 Background to the Study

Ports constitute critical nodes in international trade because they provide the physical and institutional interface through which goods move between maritime transport systems and inland economies. The efficiency with which ships are received, cargo is discharged, documented, inspected, cleared and evacuated influences the speed, cost and reliability of international supply chains. Contemporary trade facilitation frameworks therefore place considerable emphasis on reducing unnecessary delays and simplifying procedures associated with the movement and clearance of goods. The World Trade Organization (WTO) Trade Facilitation Agreement specifically encourages pre-arrival processing, electronic payment, risk management, post-clearance audit and coordinated border procedures as mechanisms for expediting cargo release and reducing trade costs (World Trade Organization [WTO], 2017). Similarly, UNCTAD (2020) emphasizes that inefficient port processes and congestion can create bottlenecks that extend cargo dwell time and weaken the reliability of maritime logistics. The issue is particularly important for developing economies such as Nigeria, where seaports provide a major gateway for imported inputs, consumer goods, machinery and other commodities required for economic activities.

The importance of ports to Nigeria’s economy is particularly evident in the strategic position of the Lagos Port Complex, commonly known as Apapa Port. According to the Nigerian Ports Authority (NPA), Lagos Port Complex is the earliest and largest port in Nigeria and is located in Apapa, Lagos State, the country’s major commercial centre. The port has road, rail and water connections and operates through several privately managed terminals under the landlord port model introduced following the concession of Nigerian port terminals. The NPA’s current terminal information identifies container operations within the Lagos Port Complex, including the container terminal operated by APM Terminals and other facilities serving general cargo and container-related activities (Nigerian Ports Authority [NPA], 2025, 2026). The strategic position and high concentration of maritime activities at Apapa mean that operational inefficiencies at the port can have implications beyond the physical port environment, affecting freight forwarders, importers, manufacturers, transport operators, customs brokers and other participants in the Nigerian supply chain. Recent research similarly identifies Apapa among the Nigerian ports where congestion and operational delays remain important concerns (Dere, Ojekunle, & Sanni, 2025; Nwokedi, Ndikom, Okoroji, & Nwaorgu, 2021).

Port congestion occurs when the demand for port services exceeds the effective capacity available for handling vessels, cargo and associated transport flows. Congestion can manifest through vessel waiting time, berth delays, overcrowded container yards, truck queues, restricted gate operations, prolonged cargo dwell time and delays in customs documentation and examination. In Nigerian seaports, the problem has been associated with infrastructure limitations, inadequate cargo-handling capacity, road-access constraints, multiple agencies, cumbersome clearance procedures and weaknesses in inter-agency coordination. Nwokedi et al. (2021), in their study of Nigerian seaports, identified long vessel turnaround time, increasing cargo dwell time, multiple government agencies, cumbersome cargo clearance and examination procedures, infrastructure deficiencies and congestion-related delays as significant constraints on shipping trade and logistics. Their findings are particularly relevant to Apapa because the port’s high traffic volume means that relatively small inefficiencies at individual stages of the clearance chain can accumulate into substantial delays across the entire cargo-flow system.

The efficiency of container clearance operations is closely connected with the time required to complete documentation, customs assessment, payment, examination, scanning, release and eventual evacuation of cargo from the port. Clearance efficiency therefore cannot be understood merely as the speed of customs officers; rather, it reflects the interaction among customs procedures, terminal operations, shipping lines, freight forwarders, regulatory agencies, information systems, transport providers and port infrastructure. The WTO (2017) emphasizes that trade facilitation requires coordinated border management, electronic documentation, risk-based inspection and simplified formalities to achieve faster and more predictable cargo release. Nigeria ratified the WTO Trade Facilitation Agreement in 2017, thereby committing itself to measures aimed at improving the movement, release and clearance of goods. Nevertheless, the WTO’s 2024 Trade Policy Review noted that although Nigeria had undertaken customs and trade-facilitation reforms, concerns remained regarding the very high rate of physical inspection of containers and the need for more timely and cost-effective customs practices (WTO, 2017, 2024).

Another important dimension of the problem is cargo dwell time, which represents the period containers remain within the port system before being cleared and evacuated. Prolonged dwell time is an important indicator of inefficiency because containers occupying terminal space for extended periods can reduce the availability of storage capacity for incoming cargo and contribute to yard congestion. Braimoh (2023), using data from major Nigerian ports including Apapa, Tin Can Island and Port Harcourt, examined the relationship between operational guidelines and cargo dwell time and identified inefficient dwell time as a persistent challenge associated with delays, increased costs and reduced competitiveness. More recent Nigerian evidence also demonstrates the continuing significance of the issue. A 2026 Nigeria Customs Service Time Release Study reported an average clearance period of approximately four days, 21 hours and 42 minutes for the process examined at Tin Can Island and identified documentation, scheduling and gate processes as important sources of delay, while recommending measures capable of reducing average clearance time substantially (Nigeria Customs Service [NCS], 2026). These findings demonstrate that clearance efficiency depends on the synchronization of several processes rather than on a single agency or operational activity.

Physical and infrastructural conditions within and around Apapa also have implications for container clearance efficiency. Container movement does not end when cargo is released by customs; containers must subsequently pass through terminal gates and connect with trucks, roads, rail or other inland transport systems. UNCTAD’s Port Management Series documented how truck queues and limited road capacity around Apapa contributed to bottlenecks, with trucks parking and queuing along roads outside the port and thereby reducing available road space. The report linked these conditions to delays in cargo movement and increased dwell time (UNCTAD, 2020). Recent empirical research similarly indicates that berth characteristics, quay length, berth depth, operational areas and infrastructure investment influence operational performance in Nigerian ports. Dere et al. (2025) found that congestion can occur during peak periods when port capacity is under pressure and reported that berth-related characteristics collectively explained a substantial proportion of variations in seaport operational performance. Thus, the efficiency of container clearance at Apapa should be considered within the broader logistics environment involving port infrastructure, gate operations and hinterland connectivity.

Technological modernization and institutional coordination have increasingly become important mechanisms for improving port and customs efficiency. Electronic documentation, automated customs systems, electronic payment, risk-based inspection, cargo-tracking systems and coordinated border management can reduce repetitive procedures and improve information exchange among stakeholders. The WTO Trade Facilitation Agreement encourages electronic submission of documents, risk management, single-window arrangements and cooperation among border agencies as ways of reducing the complexity and cost of clearance (WTO, 2017). Nigeria has also introduced initiatives intended to improve clearance efficiency, including the Authorized Economic Operator programme. The Nigeria Customs Service reported that companies participating in the pilot AEO programme achieved considerably shorter average release times than their pre-AEO experience, suggesting that differentiated and risk-based clearance mechanisms can influence cargo-release performance (NCS, 2025). However, the existence of technological and institutional reforms does not automatically eliminate congestion. Their effectiveness depends on implementation, infrastructure, stakeholder compliance, system reliability and coordination among the organizations involved in cargo clearance. Consequently, examining port congestion and container clearance efficiency at Apapa Port remains relevant for understanding how operational bottlenecks influence the movement of cargo through one of Nigeria’s most important maritime gateways.

1.2 Statement of the Problem

Despite the strategic importance of Apapa Port to Nigeria’s maritime trade, congestion and delays continue to constitute important operational challenges. Evidence from research on Nigerian seaports indicates that congestion is associated with long vessel turnaround times, cargo dwell-time problems, infrastructure limitations, cumbersome clearance procedures and the involvement of multiple agencies in port processes (Nwokedi et al., 2021). The problem becomes more significant when high cargo volumes interact with limited operational capacity because delays in one component of the system can generate delays in subsequent activities. For example, delays in documentation or customs processing may prevent cargo from being evacuated, while limited gate or road capacity can prevent already-cleared cargo from leaving the terminal. Recent research on Nigerian seaports has continued to identify Apapa as experiencing pronounced operational delays, particularly in relation to vessel turnaround and congestion pressures (Dere et al., 2025).

A related problem concerns the efficiency and predictability of container clearance operations. In an efficient clearance environment, importers and logistics operators should be able to anticipate the documentation, inspection, assessment, payment and release processes required for their cargo. However, studies of Nigerian ports have reported cumbersome clearance procedures, multiple inspections and institutional bottlenecks that can prolong cargo processing (Baba, Galadima, Abubakar, & Mustapha, 2022; Nwokedi et al., 2021). The WTO’s 2024 review of Nigeria further noted concerns about the high rate of physical container inspection despite progress in customs modernization and the introduction of trade-facilitation initiatives. Such circumstances can create uncertainty for importers and clearing agents because the time between cargo arrival and final release may vary depending on documentation, examination requirements, agency coordination and other operational conditions (WTO, 2024).

The problem is also reflected in the wider economic and logistical consequences of prolonged cargo dwell time and port congestion. When containers remain in port for extended periods, terminal space becomes constrained, truck movements become more difficult and importers may incur additional storage, demurrage and logistics costs. These additional costs can ultimately affect the cost of imported raw materials, intermediate goods and finished products. UNCTAD (2020) documented the relationship between congestion around Apapa, truck queues, restricted road capacity and increased cargo dwell time, while more recent Nigerian research has associated operational delays with additional costs for port users. Nwoloziri, Nze, Hlali, and Nwachukwu (2025), for example, estimated substantial economic costs associated with delays in vessel operations at Apapa container terminals. The persistence of these costs raises questions about whether existing congestion-management and clearance arrangements are sufficiently effective to support efficient cargo movement through the port.

Although Nigeria has introduced several reforms aimed at improving port and customs performance, there remains a need for empirical assessment of how congestion specifically affects the efficiency of container clearance operations at Apapa Port. Existing studies have examined port efficiency, cargo dwell time, berth characteristics, maritime logistics and factors causing congestion, but the relationship between congestion conditions and the practical efficiency of container clearance operations remains an important area for focused investigation. Recent official evidence continues to identify documentation, scheduling, gate processes and clearance-time variability as areas requiring improvement, while scholarly research continues to report congestion and operational bottlenecks at Nigerian ports (NCS, 2026; Dere et al., 2025; Braimoh, 2023). Therefore, this study seeks to examine the relationship between port congestion and the efficiency of container clearance operations at Apapa Port, Lagos State, with particular attention to factors such as cargo dwell time, documentation and customs procedures, physical congestion, infrastructure and inter-agency coordination.

1.3 Purpose of the Study

The main purpose of this study is to examine the relationship between port congestion and the efficiency of container clearance operations at Apapa Port, Lagos State.

Specifically, the study seeks to:

1. examine the major factors contributing to port congestion at Apapa Port, Lagos State;
2. assess the efficiency of container clearance operations at Apapa Port;
3. examine the relationship between cargo dwell time and the efficiency of container clearance operations at Apapa Port; and
4. determine the extent to which infrastructure and inter-agency coordination influence container clearance efficiency at Apapa Port.

1.4 Research Questions

The following research questions will guide the study:

1. What are the major factors contributing to port congestion at Apapa Port, Lagos State?
2. How efficient are container clearance operations at Apapa Port?
3. What relationship exists between cargo dwell time and the efficiency of container clearance operations at Apapa Port?
4. To what extent do infrastructure and inter-agency coordination influence the efficiency of container clearance operations at Apapa Port?

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: There is no significant relationship between port congestion and the efficiency of container clearance operations at Apapa Port, Lagos State.

1.6 Significance of the Study

This study will be significant to the Nigerian Ports Authority because it will provide empirical information on congestion-related operational constraints affecting container movement and clearance at Apapa Port. The findings may assist port administrators in identifying operational bottlenecks associated with terminal capacity, gate management, cargo evacuation and coordination among port stakeholders. Evidence concerning the relationship between congestion and clearance efficiency can also support planning decisions relating to infrastructure, terminal operations and traffic management.

The study will also be useful to the Nigeria Customs Service. Customs clearance is an important component of the overall cargo-release process, and the effectiveness of documentation, assessment, inspection, risk management and release procedures can influence how rapidly containers leave the port. Findings from the study may provide additional evidence for improving risk-based inspection, documentation processes, electronic systems and coordination with other agencies involved in cargo clearance.

Importers, exporters, freight forwarders and clearing agents may also benefit from the study. These stakeholders depend on predictable cargo-release procedures because delays can increase storage, demurrage, transportation and inventory costs. By identifying major congestion and clearance bottlenecks, the study may help stakeholders better understand the operational factors that influence cargo-release time and provide evidence for advocating improvements in port processes.

The study will be relevant to shipping and logistics companies because efficient container clearance is directly connected with supply-chain reliability. Delays at Apapa can affect truck scheduling, warehouse planning, inventory management and delivery commitments. Information generated by the research may therefore assist logistics operators in understanding the operational causes of delays and developing more effective cargo-planning and evacuation strategies.

The study will also contribute to academic knowledge in transport management, maritime logistics, supply-chain management and port administration. It will provide a focused empirical examination of Apapa Port and contribute to the literature on the relationship between port congestion and container clearance efficiency in Nigeria. Future researchers may use the findings as a reference for studies involving other Nigerian ports or comparative investigations of port performance.

Finally, the study may be useful to government policymakers and maritime-sector regulators by providing evidence concerning the operational consequences of congestion and inefficient clearance procedures. Such evidence can support policy discussions concerning infrastructure development, inter-agency coordination, digitalization, customs modernization, traffic management and trade facilitation.

1.7 Scope of the Study

The study focuses on Port Congestion and the Efficiency of Container Clearance Operations, using Apapa Port in Lagos State as the study area. The geographical scope is limited to the Lagos Port Complex, Apapa, Lagos State.

In terms of content, the study focuses on port congestion, cargo dwell time, container clearance procedures, customs documentation, physical inspection, port infrastructure, inter-agency coordination and the efficiency of container clearance operations. The study will consider the perceptions and experiences of relevant stakeholders involved in container clearance operations.

The study does not attempt to examine all Nigerian seaports or provide a comparative analysis of Apapa, Tin Can Island, Onne, Port Harcourt, Warri or Calabar ports. Its emphasis is specifically on Apapa Port because of its strategic importance and the operational congestion associated with the Lagos port environment.

1.8 Operational Definition of Terms

Port Congestion: A condition in which the demand for port facilities and services exceeds available operational capacity, resulting in delays involving vessels, cargo, trucks, storage areas, gates or other port activities.

Container Clearance: The series of administrative, customs, documentation, inspection, payment and regulatory procedures required before an imported container can be formally released and evacuated from the port.

Container Clearance Efficiency: The extent to which containers are processed, examined, released and evacuated within a reasonable, predictable and cost-effective period.

Cargo Dwell Time: The period a container or cargo remains within the port or terminal from its arrival until its clearance and evacuation.

Customs Clearance: The procedures undertaken by the Nigeria Customs Service and related stakeholders to process imported or exported goods in accordance with applicable customs requirements before release.

Port Infrastructure: The physical facilities and supporting systems required for port operations, including berths, quay areas, container yards, cargo-handling equipment, gates, roads, rail connections and related facilities.

Inter-Agency Coordination: The extent to which customs, port authorities, terminal operators, shipping companies, regulatory agencies and other relevant stakeholders cooperate and exchange information during cargo-clearance operations.

Apapa Port: The Lagos Port Complex located in Apapa, Lagos State, and operated under the Nigerian port system through the Nigerian Ports Authority and concessioned terminal operators.

Vessel Turnaround Time: The period between a vessel’s arrival at a port and its departure after completing the required loading, unloading and associated port operations.
